HomeMy WebLinkAbout1986-10-07 Minutes r Pursuant to due call and notice thereof, the Planning and Zoning Commission of Centerville held a public hearing on October 7, 1986 at 7:00 P.M. Present: Murray, Buesseler, Welk. The purpose was to hear all persons present regarding a request for a special use permit to remodel existing duplex at 7159 Mill Road to a six unit building. Jerry Roach, resident and owner of 7159 Mill Road, is pro- posing to remodel his property to a 5 or 6 unit building from its present status as a duplex. The size of the build- ing will remain the same - 2500 square feet. Two decks and dormer windows will be added to the building. The building is presently 40 feet by 72 feet. There is a 40 foot setback on the north, 84 foot setback on the south, 63 foot setback on the east, and 129 foot setback on the west. It is zoned sewered residential and has one sewer stub. The units to be added would be 1 bedrooms and efficiencies. Members of the audience expressed opposition to the special use permit: Joe Pelton, 7178 Mill Road Stacey Nelson, 7164 Mill Road Wayne Hanson, 7200 Mil Road John Skeie, 7173 Mill Road John Probst, 7167 Mill Road The main concerns expressed were: - lower property values - additional traffic and noise - parking problems - noise problems Larry Koch, 1626 Peltier Lake Drive, expressed a need for apartments in Centerville and was in favor of the special use permit. Motion by Buesseler, second by Murray to adjourn hearing and discuss matter further during the regular Planning and Zoning meeting, motion carried unanimously. Hearing adjourned at 8:05 P.M. Pursuant to due call and notice thereos, the Planning and Zoning Commission of Centerville held their regular meeting on October 7, 1986 at City Hall. Chairman Tourville called the meeting to order at 8:05 P.M. Present: Murray, Buesseler, Welk. Motion by Murray, second by Buesseler to accept the minutes of the September 2nd meeting, motion carried unanimously. Appearance of Larry Koch, 1626 Peltier Lake Drive. Mr. Koch wanted to know if he could store vehicles in his pole barn and on his back field. The general consensus of the Planning and Zoning Commission was that it was ok to store vehicles in his pole barn. Mr. Koch also wanted to know if he could have a recreational vehicle repair business in his pole barn. The Planning and Zoning consensus was a commercial venture is not allowed in a residential zone. Appearance of Greg Schmidt, Castle Design. Mr. Schmidt has two new homes at 7257 Centerville Road and 7268 Clearwater Drive framed in - one with shingles on - in the Peltier Lake Hills Addition #2. These two homes do not have the 12" overhang required by Ordinance #4 on the gable ends. The plans were approved as is by the building inspector. Motion by Murray, second by Welk to recommend to the City Council these homes be allowed to remain as is without the 12" overhang on the gable ends due to the fact the building inspector approved the plans as is, and they are already standing, motion carried unanimously. Discussion on use of property at 6719 Centerville Road. A prospective buyer would like to put up a pole barn on that property and use it for auto body work. The Planning and Zoning consensus was that this would be a commercial venture in a residential zone which is not in compliance with Ordinance #4. Motion by Murray, second by Welk to recommend the Council review Ordinance #14, Section #11 with respect to plowing LaValle Drive, motion carried unanimously. The November Planning and Zoning meeting will be moved to November 6th due to the General Election being held on November 4th. Clerk will check on hook -up and SAC charges for the remodel of duplex to 6 unit building. Discussion of public hearing will be continued at November meeting. Commission member Buesseler will research how the remodelling of duplex at 7159 Mill Road to a six unit building meets with the comprehensive plan.
