Pursuant to due call and notice thereof, the Planning and
Zoning Commission of Centerville held their regular meeting
on September 2, 1986, at City Hall. Chairman Tourville
called the meeting to order at 7:20 P.M. Present: Murray,
Welk. Absent: Lindgren. Commission member Buesseler arrived
at 7:50 P.M.
Motion by Murray, second by Welk to approve the minutes
of the August 5, 1986 meeting, motion carried unanimously.
Discussion of split of property at 1643 and 1649 Heritage
Street owned by Bob and Joan LaMotte. The LaMottes wish to
add the west 30 feet of lots 9, 10, 11, & 12, block 12 to
lots 1, 2, & 3, block 13. This would leave lots 9, 10,
11 & 12, block 12 with 24,000 square feet, well within
the minimum square footage requirements. The existing
home and garage on lots 9, 10, 11 & 12, block 12 would
still be within the setback requirements.
Motion by Murray, second by Welk to recommend the council
approve this property split, motion carried unanimously.
Clerk will get the two new legal descriptions from the
property owner.
Discussion of Parking Ordinance. Planning and Zoning Commission
members will review ordinance examples previously distributed
for further discussion at next Planning and Zoning meeting.
Discussion on building numbers. Building numbers are not
presently required by the City of Centerville's ordinances.
Building numbers would aid emergency services in locating
an emergency call thus promoting public safety and welfare.
The implementation of this ordinance addition would be the
key to its success - notification through the papers, cable
TV, direct mailing and follow through. There would be some
cost involved. Motion by Buesseler, second by Welk to
recommend amending Ordinance #4, Article 3 with the addition
of Section 38 Building Numbers, as follows:
38 Building Numbers
38.01 Building Numbers Required. It shall be
the duty of the owner, lessor, or occupant of
every house, industrial, commercial or other
building to have proper house or building
numbers either by affixing to said building such
numbers in metal, glass, plastic or other durable
material. The numbers shall not be less than
four inches in height, in a contrasting color
to the base. Said numbers shall either be lighted
or made of some reflective materials and so placed
to be easily seen from the street.
38.02 Alternative Display. In those cases where
the principal building is obscured from view from
the street of address by accessory buildings, trees,
shrubbery or other visual obstruction, the numbers
shall be displayed from a permanent mounting on the
property so that they are clearly visible from the
street of address.

38.03 City Action. Upon the failure of any owner
or occupant to properly display an assigned number
in accordance with the provisions of this chapter
and after ten days notice of such violation by city
officials, the city may cause the installation of
the assigned number and, in such case, the council
shall charge the reasonable cost of such installation
against the property to be collected in accordance
with the city's normal billing procedures.
38.04 Effective Date. This ordinance shall be in
full force and effect for all new construction from
and after its passage and publication according to
law. Existing buildings must comply with this
ordinance by June 1, 1987.
motion carried unanimously.
Clerk will have city attorney check this ordinance before
sending to city council.
There will be a vacancy on the Planning and Zoning Commission
on January 1, 1987. Commission member Elmer Murray will
be moving.
Motion by Welk, second by Murray to adjourn meeting, motion
carried unanimously. Meeting adjourned at 9:50 P.M.
