Pursuant to due call and notice thereof, the Planning and
Zoning Commission of Centerville held a public hearing on
August 5, 1986 at City Hall. Chairman Tourville called the
hearing to order at 7:05 P.M. Present: Murray, Buesseler,
liaison Wilharber, councilman Robischon. Commission member
Lindgren arrived at 7:25 P.M. Absent: Welk.
The purpose was to hear all persons present regarding a
variance request to separate lots 1 & 2, excluding the North
10 feet of lot 2, block 5; from the South z of lot 11 and
all of lot 12, block 5, Village of Centerville. If separated
these lots would be less than the 20,000 square feet minimum
required in a commercial zone.
Members of the audience expressed their opinion on this
matter:
Judy Helin, Lake Aires Real Estate
Carl Peters, 355 South Lake Street, Forest Lake
Ed Kunz, 7056 Centerville Road
No one in the audience expressed opposition to this request.
This request seems to meet the four criteria needed to grant
a variance.
1. Existing special conditions peculiar to the land are
as follows:
- there is a sewer stub for each piece of property
- these are old lots of record.
- this separation would be concurrent with the
existing downtown setting.
2. Literal interpretation would deprive the petitioner
of rights commonly enjoyed by other properties in the
same commercial downtown area also of this smaller size.
3. Granting the variance request will not confer on the
applicant any special privilege as there are already
others of this size in the downtown area.
4. This variance request will not impair the public
health, safety or welfare of the residents of the city.
Motion by Murray, second by Lindgren to recommend the City
Council approve the variance request to Ordinance #4, section
42.02, to separate lots 1 & 2, excluding the North 10 feet
of lot 2, block 5; from the South z of lot 11 and all of
lot 12, block 5, Village of Centerville, motion carried
unanimously.
Motion by Buesseler, second by Murray to adjourn hearing.
Hearing adjourned at 7:55 P.M.

Zoning Commission of Centerville held their regular meeting
on August 5, 1986 at City Hall. Chairman Tourville called
the meeting to order at 8:00 P.M. Present: Murray, Lindgren,
Buesseler, Liaison Wilharber, Councilman Robischon. Absent:
Welk.
Motion by Lindgren, second by Buesseler to approve the minutes
of the July 1 meeting; Lindgren, Buesseler, Tourville - aye,
Murray - abstain, motion carried unanimously.
Motion by Murray, second by Lindgren to submit the following
budget for 1987 to the City Council:
Meetings - $600.00
Seminars - $200.00
Maps - $100.00
Budget Total 1987 $900.00
The Planning and Zoning Commission would like the Council
to consider building into the 1987 budget money for some
planning assistance.
Discussion on Park and Recreation recommended changes to the
resolution for regulations for authorizing the issuance
of temporary non - intoxicating malt liquor licenses. The
Planning and Zoning would like to suggest the Park and
Recreation Committee consider the following:
- #1 - Shorten the hours of beer sales
Sat. - 8:00 a.m. - 7:00 p.m.
Sun. - 12:00 Noon - 7 :00 p.m.
- #2 - Vacate the premises by 8:00 p.m. excluding cleanup
detail.
- #3 - Satellites as recommended by the Park & Recreation
Committee.
- #4 - Hold deposit for 10 days and /or until inspected
by the city.
- Consider charging a fee for groups outside the city.
Discussion on Ordinance #4 rewrite. Further discussion
on general provisions as well as administration to be on
next agenda.
Motion by Murray, second by Buesseler to adjourn meeting,
motion carried unanimously. Meeting adjourned at 10:25 p.m.

NOTICE IS HEREBY GIVEN that a hearing will be held before
the Planning and Zoning Commission of the City of Centerville
at the City Hall on the 5th day of August, 1986, at 7:00 P.M.
The purpose will be to hear all persons present regarding a
