Pursuant to due call and notice thereof, the Planning and
Zoning Commission of Centerville held their regular meeting
on Tuesday, April 1, 1986, at City Hall. Chairman Tourville
called the meeting to order at 7:05 P.M. Present: Welk,
Buesseler, Lindgren, Councilman Zimny. Commissioner member
Murray arrived at 8:35 P.M.
Motion by Buesseler, second by Wilharber to approve minutes
of the March 4 meeting, motion carried unanimously.
AP 'EARANCES:
Appearance of John Buckbee, owner of 13 acres north of
Peltier Circle (PIN #14- 31 -22 -31 -0017 & #14- 31- 22 -31- 0019).
Mr. Buckbee wanted to know if a variance was needed to build
within ten feet of his north property line. Motion by Buesseler,
second by Lindgren that a variance does not appear necessary,
motion carried unanimously. If this location is questioned
by the Building Inspector, Mr. Buckbee may have to pursue a
variance.
Appearance of Herman Strehlow, owner of 40 acres east of
20th Avenue, west of 21st Avenue and south of Main Street
(PIN #24- 31- 22 -32- 0001). Mr. Strehlow wanted to know what
the possibility of rezoning ten acres of his property from
Industrial to Residential would be. He has obtained letters
of approval from more than 50% of the property owners within
350 feet. Members of Planning and Zoning advised Mr. Strehlow
he has met the criteria for submitting a request for rezoning.
He next needs to fill out the application and pay the Tee
of $150.00. Public hearing will be set for Tuesday, May 6,
at 7:00 P.M. at Centerville City Hall if Mr. Strehlow submits
application. No committment was made as to whether or not
his request would be granted.
Appearance of Art Mohler, 1756 Peltier Lake Drive. Mr. Mohler
wanted to know what the possibility of obtaining a fourteen
foot variance to extend his garage would be. Planning and
Zoning felt he had a somewhat unique situation, and may be
able to qualify for a variance. Clerk will set public hearing
when Mr. Mohler submits application.
Appearance of Carol Wyman, 1695 Sorel Street and Linda
LaCasse, 1687 Sorel Street. Ms. Wyman and Ms. LaCasse were
concerned over the fact that their property was zoned
Commercial. They were wondering when it was done, and why
it was done without their knowledge. It was determined it
had been zoned Commercial probably 10 -15 years ago - prior
to their ownership of the property.
NEW BUSINESS:
Discussion on the possibility of M & M Towing Co. moving
their car towing business to the Industrial Park in Centerville.
Planning and Zoning determined it was not a permitted use.

Meeting Minutes

Planning and Zoning will make every effort to conserve up to
$200.00 of their budget to offset the R. L. Wuornos bill
of March 17, 1986.
Clerk will call R. L. Wuornos & Associates for detailed
breakdown of their work plan for Centerville.
Planning and Zoning would like to propose a joint meeting
between Planning and Zoning, Park and Recreation, and City
Council to discuss items such as community survey, city
work plan (R. L. Wuornos plan), and current issues being
worked on by each group.
Motion by Lindgren, second by Welk to adjourn meeting, motion
carried unanimously. Meeting adjourned at 10:10 P.M.

Planning and Zoning

Purpose:
Try to establish a desirable setback of fifteen (15) feet
or less along or parallel to the east -west boundry on the
northside specific to my chosen building site.
Background:
This site has a high south sloping field which borders
Clearwater Creek along the east and north. Along the
north boundry there is a sharp drop of about 20 feet down
to the creek. There are many trees in an area which
extends almost 50 feet parallel to the north and east
boundry. The proposed dwelling would have a beneficial
solar south exposure in the wintertime, but without a
suitable setback, the house would project well beyond this
tree line and not produce the desired shade needed in the
summer. Beyond these efficiencies, a suitable setback
would help preserve the remote and natural appearance of
the land. The nearest neighbors are easily 400 feet away
with the heavily wooded creek and low lands as a natural
separation.
Requirements of Setback:
The setback is understood as:
50 feet minimum on front
25 feet minimum on rear
15 feet minimim on side
The front is determined as the address or street side of
house.
Determine:
The setback requirements of proposed dwelling.

MAIN STREET FROM GOIFFON STREET WEST TO LAKE STREET
NOTICE IS HEREBY GIVEN that a hearing will be held before
the City Council of the City of Centerville at the City Hall on
the 26th day of March
1986, at AL20 p.M. to hear
all persons present upon a petition of property owners for the
vacation of Main Street from Goiffon Street west to Lake Street.

RESOLUTION CALLING HEARING ON STREET VACATION
WHEREAS, a petition of property owners for the vacation of
that portion of Main Street from Goiffon Street west to Lake
Street was received on February 24 , 1986,
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Centerville, Minnesota that the City Council will
consider the vacation of such street and a public hearing shall
be held on such proposed vacation on the 26th day of
March , 1986 before the City Council in the City Hall at
63 30 p.m., and the clerk shall give two weeks published and
posted notice.
Adopted by the City Council this 26thday of February
1986.

CITY OF CENTERVILLE
RESOLUTION VACATION
MAIN STREET FROM GOIFFON STREET WEST TO LAKE STREET
.WHEREAS, a majority of' the owners of property abutting on
Main Street from Goiffon Street west to Lake Street have
requested the City Council in a petition dated January 22, 1986,
1986 to vacate such street according to law, and
WHEREAS, a public hearing was held on March 26, 1986
before the City Council in the City Hall on such petition
after due published and posted notice had been given by the
clerk on February 27, 1986, and all persons interested
were given an opportunity to be heard, and
WHEREAS, it appears that it will be for the best interest
of the City of Centerville to approve such petition,
NOW, THEREFORE, BE IT RESOLVED, that such petition is hereby
• granted and that Main Street from Goiffon Street west to
Lake Street is hereby vacated.
Adopted by the City Council this 26th day of March, 1986.
