PARK AND RECREATION COMMITTEE
MEETING MINUTES
APRIL 3, 1996
Pursuant to due call and notice thereof, the Park and Recreation Committee of the City of
Centerville held their regular scheduled meeting on April 3, 1996. Meeting was called to
order at 6:32 p.m. Members present: M. Navin, N. Johnson, C. Zoff Pelton, D. Larson,
K. Fogarty, R. Thompson.
APPROVAL OF MINUTES
MOTION by Johnson, second by Fogarty to approve March 6, 1996 meeting minutes.
Motion carried, Thompson abstained.
APPEARANCES
Trudi Breuninger, City Clerk, gave P &R a summary of recent action concerning Eagle
Pass (Tree Farm) development.
Appearance by Mike Quigley and Roger Kolstad representing Gor -em Development. The
two representatives explained the Eagle Pass Development to P &R.
Fogarty had questions as it relates to Clearwater Meadows expansion. Pelton pointed out
City Hall Park development and ordinance concerning park dedication that excluded any
water easements. Larson raised concern about city maintenance of water way and liability
to the city due to proposed park to near open water.
Laura Powers - Rasmussen arrived at 7:15 p.m.
OLD BUSINESS
LaMotte Park
The P &R committee is extremely frustrated and concerned that the City Council has gave
forth and taken action on the two issues of 6953 and 6925 Centerville Road.
There was no official, documented P &R action on either of these issues yet City Council
moved ahead regardless. Very disappointing. Explanation is required.
Pelton and Johnson will be working on grant applications for purchase.
MOTION by Larson, second by Johnson to recommend that City Council consider selling
the area between the resident located at 6925 Centerville Road and the ditch. Retaining

• an easement. Motion failed to carry. Aye: Fogarty, Johnson, Larson. Nay: Pelton,
Thompson, Navin. Abstain: Bisek.
Arbor Day
MOTION by Pelton, second by Larson to direct city staff to coordinate advertisement of
Arbor Day on the reader board sign in front of city hall and at Corner Express. Motion
carried unanimously.
NEW BUSINESS
Eagle Pass
Discussion continued on the Eagle Pass development. It is Pelton's and Larson's feeling
that the city should avoid any park dedication along the creek. Rather P &R should seek
to develop the northwest area of Eagle Pass to compliment the park being developed at
City Hall.
MOTION by Pelton, second by Thompson to recommend that approximately four acres
be dedicated park land directly south of existing city hall site, as per the comp plan. The
land will include approximately lots 16 -23. It will be in addition to the areas of the creek
and 100 year flood or wetland requirements. The proposed dedication will required some
replatting to ensure a minimum depth from road to wetland limits of 250 feet. The
remaining dedication shall be in cash in lieu. The east park property line shall extend at
least 50 feet south of the pedestrian easement from Clearwater Meadows. The park shall
be final graded with a minimum 6 feet topsoil, fine graded and seeded with a Kentucky
Blue Grass seed mix. The trail dedication shall be met with sidewalk along the Dupre
Road extension collector street. Motion carried unanimously.
Comp Plan Meeting
Mayor Wilharber announced that there will be a joint comp plan meeting on May 1, 1996.

MOTION by Johnson, second by Larson to adjourn the P &R meeting at 9:10 p.m.
Motion carried unanimously.
