PARK AND RECREATION COMMITTEE
MEETING MINUTES
JANUARY 3,1996
Pursuant to due call and notice thereof, the Park and Recreation Committee of the City of
Centerville held their regular scheduled meeting on January 3, 1996. Meeting was called
to order at 7:10 p.m. Members present: R. Thompson, N. Johnson, C. Zoff Felton, and
proposed new member K. Fogerty, Absent: D. Larson, B. Bisek, M. Navin and
Councilmember Buckbee.
APPROVAL OF MINIJTES
Minutes were approved unanimously.
APPEARANCES
Dave Gontarek, Lino Lakes Centennial Hockey Association - Assistant Squirt Hockey
Coach, schedules five (5) teams. Scheduled one team for 6:00 -7:15 on Fridays by
mistake. The Association will average 8.5 hours rather than the 16 reserved. Dave
submitted a written schedule. We asked him to add all open hours too.
MOTION by Thompson, second by Johnson to approve the revised schedule as attached.
Motion carried unanimously.
NEW MEMBER
Kevin Fogerty, 7088 Brian Drive, has offered to be on the P &R committee. He has
volunteered with Mike Navin at the rink and has lived in Centerville for 10 years.
MOTION by Zoff Pelton, second by Johnson to recommend to the City Council to
appoint Kevin Fogerty to the P &R committee. Motion carried unanimously.
J .AMOTTF PARK PROPERTY
MOTION by Johnson, second by Thompson to request that P &R appear before the City
Council on January 24, 1996, to discuss the LaMotte Property purchase. Motion carried
unanimously.
Committee member Zoff Pelton requests TIF information from city staff.

Park & Recreation - January 3, 1996 Meeting Minutes
The warming house had a broken window on the pleasure side. It will be fixed this
weekend. The police were notified and an insurance claim will be attempted. The
attendants are working out well. Public Works is doing a great job responding to rink
needs. Fogerty and Johnson will assist in managing the rink during Navin's absence. The
Christmas season was a great success.

Attached to the minutes is an update provided by Larson, due to his absence at the
meeting. P &R requests staff to send thank yous to those listed, from the P &R committee
to be signed by D. Larson.
JOINT MEETING WITH LINO 1 AKE,S PARK & RECREATION
Johnson and Zoff Felton will try to attend the Lino Lakes joint ADA meeting on January
9, 1996 at 7:00 p.m.
KASSAN V
P &R requests that staff respond to Kassan V, respectfully declining their request. P &R
recommends that the City Council start land banking ponds and ditches existing and
created so that if the need arises to fill any in the future, there are some registered. The
city needs to fill wetlands when the trail along Centerville Road and County Road 14 is
developed.
SET AGENDA FOR FERRI TARY
LaMotte Update; Grant Update; Rink Update; ADA meeting update; Golf on Ice;
Appearance by Lino Lakes (P &R requests the City Clerk work with B. Bisek for joint
park development discussion); update from City Council regarding industrial/commercial,
multi - housing park dedication ordinance; P &R City Council representative update.

MOTION by Thompson, second by Johnson to adjoum the regular P &R meeting at 8:40
p.m. Motion carried unanimously.

Dear City Representative,
The Cooperative Adaptive Recreation (ADA) group will meet on Tuesday,
January 9th at 7 P.M. We will meet at the District 12 Administrative Offices
Building located at 4707 North Road in Circle Pines.
Now that the Holidays are over we hope that the new year will bring us further in
achieving our goals for persons in our community with disabilities.
Our first meeting was very successful and we are enthusiastic about our
commitment to provide quality Recreational and enrichment programs for this
important population.
Mr. Cliff Holman, District 12 Director of Education will facilitate our meeting. We
anticipate further progress in identifying our goals and look at funding resources.
Your presence at this planning meeting is very important to the progress of this
development. If you are unable to attend please call the Lino Lakes Park and
Recreation Department at: 464 -4459.

35 North to Lexington Avenue Exit. Take a Right and follow Lexington to North
Road (Co. 10). Turn Left and follow North Road to Centennial Elementary (on
your left hand side). The District Offices entrance is between the Elementary
School and the Senior High. These buildings are all connected. Use the
Administrative Offices entrance door; the Board Room is to your Left as you enter.

Your City Clerk mentioned the Park and Rec. Department may
have an interest in a proposal I may today.
I am a Real Estate Broker representing a excavating /trucking
company that will be filling 27 acres of wetlands. Under current
law, we need to replace /restore 54 acres or 2:1 of wetlands.
It is our understanding, you are considering a joint park
project next year. If you need or desire to create some wetlands
for this project, we would like to see if we can benefit you.
We could discuss 5 acres, 10 acres or some other quanity of
ponds or wetland types. We're open to ideas.
