Pursuant to due call and notice thereof, the Park and Recreation Committee held their regular meeting on Wednesday, June 1, 1994 at the City Hall. Chairperson Dixon called the meeting to order at 6:34 p.m. Present: Drilling, Reisdorfer, Larson, Navin and City Council Liaison Wilharber. MEETING MINUTES: Motion by Navin, second by Larson to approve the May 4, 1994 meeting minutes, motion carried unanimously. APPLICANTS FOR PARK AND RECREATION COMMITTEE VACANCY: Carol Zoff Pelton Carol Pelton was asked to explain why she wants to be on the Park and Recreation Committee. She pointed out the great amount of work ahead regarding the Comprehensive Park and Trail Plan. She feels seven members will be beneficial to the City. Committee member Drilling explained that she will not be available to the Park and Recreation Committee, September through January. However, she wouldn't mind staying on the Park and Recreation Committee given the fact she would not be available during September through January. Richard Thompson Rick Thompson explained why he would like to be on the Park and Recreation Committee. He stated that he would like to serve the City residents in some capacity. Mr. Thompson said he has a family and would like to be involved. Various members asked Rick Thompson about his feelings on the various functions of the Park and Recreation Committee members. Paul Palzer, Public Works Director /Building Inspector. Paul Palzer, Public Works Director /Building Inspector, introduced himself to the Park and Recreation Committee. a. Field Maintenance. Committee member Navin pointed out the maintenance concern on the Central Park fields. Soccer games are held on Tuesday and Wednesday, therefore, the fields should be mowed by Tuesday p.m. Both the baseball and soccer fields need to be mowed more equally. Various committee members then explained that maintenance issues are not the responsibility of the Park and Recreation Committee. Committee member Reisdorfer stated that it is hoped that we can work together as a team. P &R MEETING MINUTES JUNE 1, 1994 PAGE TWO b. Public Phone. Chairperson Dixon brought up the subject of the public phone at Central Park. The liability issue was brought up concerning not having a public telephone. A telephone jack appears to be the answer for the concession area. Motion by Reisdorfer, second by Dixon to direct City staff to tap into the existing line and place a phone jack in the concession area, motion carried unanimously. William Bisek Bill Bisek arrived at 6:55 p.m. Chairperson Dixon asked him to explain why he wanted to be on the Park and Recreation Committee. Mr. Bisek said he wanted to get involved, but expressed doubts that he could attend every meeting. Committee member Larson asked where Mr. Bisek lived. Mr. Bisek indicated that he lived in Brooklyn Center. Chairperson Dixon indicated that possibly an advisory role may be appropriate. Mr. Bisek indicated that what ever capacity he could serve would be fine. Liaison Wilharber pointed out that members of the Economic Development Committee are not City residents, but owners of businesses in the City. He applauded Mr. Bisek for his spirit. OLD BUSINESS: Ordinance Establishing Park and Recreation Committee. Discussion ensued concerning keeping the Park and Recreation Committee resolution establishing bylaws governing the Park and Recreation Committee or adopting an ordinance. Motion by Reisdorfer, second by Larson that Article I NAME OF COMMITTEE remain as stated, Article II PURPOSE OF THIS COMMITTEE will be to advise or make recommendations to the Centerville City Council on matters relating to growth and development of City parks, pedestrian system and recreation activities, motion carried unanimously. Motion by Drilling, second by Reisdorfer to amend Article III MEMBERSHIP, A. Appointment of Members as follows: Now Reads: "A. Appointment of Members The members of this committee will be residents of the City of Centerville and will be appointed by the Centerville City Council in January of each year." Appointment of Members The members of this committee will be residents or business owners of the City of Centerville and will be appointed by the Centerville City Council in January of each year." AYE - Reisdorfer; AYE - Dixon; AYE - Drilling; NAY - Navin; NAY - Larson, motion carried. Motion by Reisdorfer, second by Drilling to amend Article III MEMBERSHIP, B. Representation as follows: Now Reads: "B. Representation The committee shall consist of five (5) members. One (1) member of the Centerville City Council will serve as ex- officio member without voting privileges." Amend to Read: "B. Representation The committee shall consist of seven (7) members. One (1) member of the Centerville City Council will serve as ex- officio member without voting privileges." AYE - Reisdorfer; AYE - Dixon; AYE - Drilling; NAY - Larson; ABSTAIN - Navin, motion carried. Motion Reisdorfer, second by Drilling to keep the Article III MEMBERSHIP, D. Vacancy the same, motion carried unanimously. Motion by Drilling, second by Reisdorfer that Article IV OFFICERS, A. Officers be amended as follows: Now Reads: "A. Officers The committee will elect its officers annually at the first (1st) regular meeting in a calendar year. A chairperson, a vice - chairperson, and a secretary will be elected." Amend to Read: "A. Officers The committee will elect its officers annually at the first (1st) regular meeting in a calendar year. A chairperson and a vice - chairperson will be elected." Delete: "C. Duties III. Secretary a) will make minutes of all regular and specially scheduled meetings; P &R MEETING MINUTES JUNE 1, 1994 PAGE FOUR b) prepare meeting minutes in duplicate; c) distribute one copy of minutes to the Committee and the second copy to the City Clerk for distribution to the Centerville City Council." motion carried unanimously. Motion by Dixon, second Reisdorfer to amend Article V Meetings as follows: Now Reads: "A. MEETINGS The committee will meet once each month on the second (2nd) Tuesday of the month. However, the schedule may be amended from time to time to suit the convenience of the members." Amend to Read: "A. MEETINGS The committee will meet once each month on the first (1st) Wednesday of the month. However, the schedule may be amended from time to time to suit the convenience of the members." motion carried unanimously. Motion by Reisdorfer, second by Dixon to amend Article V Meetings as follows: Now Reads: "B. Special Meetings Special meetings can be held at the request of the chairperson or if a majority of the members so desire. Notification of special meetings must be made at least five (5) days in advance of the meeting date. Special meetings may consider only those items so specified in advance." Amend to Read: "B. Motion by Reisdorfer, second by Dixon to amend Article V MEETINGS P &R MEETING MINUTES JUNE 1, 1994 PAGE FIVE as follows: Now Reads: "D. Quorum A quorum will consist of three (3) or more members of the Parks and Recreation Committee and a majority vote of members present and voting shall decide all questions. When a quorum does not exist, the members present may proceed, but no business can be acted upon." Amend to Read: "D. A copy of the Park and Recreation Committee bylaws are attached to and made a part of these minutes. Motion by Drilling, second by Dixon to request the City Council as part of the 1995 budget to provide a secretary from City staff to take minutes at the monthly meetings, motion carried unanimously. Basketball Court - Asphalt. Committee member Drilling updated the committee on the asphalt for the basketball court. The ground is drying, therefore, installation will be done shortly. Handicap Accessibility - Central Park. Committee member Larson brought up about the asphalt for wheelchair accessibility at Central Park. Public works is directed to check into options and costs and report back to the Park and Recreation Committee. NEW BUSINESS: Park and Recreation Committee vacancy. Motion by Reisdorfer, second by Dixon that if the City Council approves increasing the Park and Recreation Committee to seven members, that Richard Thompson and Carol Pelton be accepted as Park and Recreation Committee members, motion carried unanimously. Request for Use of Facilities at Central Park - North Metro Recreation Committee. P &R MEETING MINUTES JUNE 1, 1994 PAGE SIX Motion by Navin, second by Dixon that the Park and Recreation Committee approve the request of North Metro Recreation to use Central Park as requested, June 27, 1994 through August 4, 1994, restricting the use of the park as needed for the City Celebration, City staff will advise, motion carried unanimously. Motion by Drilling, second by Reisdorfer that North Metro Recreation be requested to submit a $200.00 key deposit, motion carried unanimously. Neil Reisdorfer - Request for Fields - June 18, 1994. Neil Reisdorfer advised that his reservation for the fields at Central Park for June 18, 1994 are cancelled. Park Planning and Design. Bill Bisek added that state officials are available to assist the Park and Recreation Committee plan and design parks. Mr. Bisek will check out and get back to the Park and Recreation Committee. Agenda Items: 1. City staff is directed to put on the July agenda that Park and Recreation Committee responsibilities be assigned. 2. City staff should also get new members phone numbers and addresses. 3. Also for July agenda, action plan with time lines needs to developed and /or approved. 4. Rick Thompson needs a copy of the Park and Trail Comprehensive Plan. ADJOURN. Motion by Reisdorfer, second by Dixon to adjourn the meeting, motion carried unanimously. C����` U'� � �� ����� � RESOLUTION III BYLAWS GOVERNING THE CITY OF CENTERVILLE PARK AND RECREATION COMMITTEE Article I NAME OF COMMITTEE The name of this committee will be the Centerviile Park and Recreation Committee. Artic7e II PURPOSE OF THIS COMMITTEE The purpose of this committee will be advise or make recommendations to the Centerville City Council on matters relating to Park and Recreation activity within the City of Centerville. In addition, this committee will make recommendations to the Centerville City council on proposed purchases of park equipment and other expenditures as the committee deems appropriate. Article III MEMBERSHIP A. ,��pointment of Members fi�� �1@f�b�l�� of this committee wi17 be residents or business � f t City of Centerviile and wi71 be appointed by t���l�V��l� ��ty Counci7 in January of each year. 8. Representation The committee sha71 consist of seven ,� members. One (1) member of the Centerville City Council will serve as ex- officio member without voting privileges. C. Terms of Members All appointments will be for two (2) year terms. D. Vacancy When a vacancy occurs, a new member wi71 be appointed by the Centerville City Counci7 as recommended by the Park and Recreation Committee to serve the unexpired term. Articie IV OFFICERS A. Off i cers The committee will elect its officers annually at the first (1st) regular meeting in a calendar year. A chairperson and a v�ce-chairperson * will be s7ected. B. Term of Office The term of office for ail afficers will be one (1) year. Each officer will be eligible for not mare than three (3) consecutive terms of office. C. Duties I. Chairperson a) to preside at meetings of the Park and Recreation Committee meetings; b) to give leadarship to the committee; c) to sign reports and other papers as authorized by the Park and Recreation Committee; d) to appoint task forces as authorized by the bylaws. II. Vice-Chairperson a) to lend support and assistance to the chairperson; b) to preside at Park artd Recreation Committee meetings in the absence of the Chairperson; c) to fill the office of chairperson, should that post become vacant, for the remainder of the unexpired term. Article V MEETINGS A. Meetings , The committee will meet once each month on the first 1st � Wednesdav of the month. Per Diem All members of the committee wi11 receive a per diem for expenses related to attendance at the Park and Recreation Committee meetings, at the rate established by the Centerville City Council. Article VI TASK FORCES Task Forces may be appointed and charged by the Chairperson of the Park and Recreation Committee as fram time to time deemed necessary. Task Forces are dissolved upon completion of their charge. Article VII AUTHORITY The authority of this committee is governed by the Centervii7e City Council and shall conduct its meetings pursuant to Robert's Rules of Order. Article VIII ANNUAL FINANCIAL BUDGET The Park and REcreation Committee will formulate an annual ' financial budget to be submitted to the Centerville City Council upon request for the Council's consideration and approval. Article IX AMENDMENTS � .� ' ` These bylaws may be amended or annulled by a majority of the Park and Recreation Committee at any regular meeting of the committee, �P�V�d�d the members have been no notified by mailing the proposed amendment not less than thirty (30) days in advance of the meeting at which a vote will be taken. * Amended 6/1/94 - Officer of Secretary deleted. �, I
