Pursuant to due call and notice thereof, the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, May 4, 1994 at the City Hall. Acting Chairperson Reisdorfer called the meeting to order at 6:45 p.m. Present: Drilling, Larson. Absent: Dixon, Navin. APPROVAL OF MINUTES: April 6, 1994 Meeting Minutes. Motion by Drilling, second by Larson to approve the April 6, 1994 meeting minutes with the following amendments: Page One, Paragraph Eight: Now Reads: "Mr. Bisek also indicated a desire to serve in the capacity of an advisor to the Park and Recreation Committee in the area of field maintenance /turf management." Amend to Read: "Committee member Navin asked Mr. Bisek if he would be available to answer questions regarding turf maintenance." Page One, Paragraph Nine: Now Reads: "Chairperson Dixon is directed to contact Mr. Bisek concerning free use in exchange for field maintenance, only if Mr. Bisek is granted the use of the fields on Friday nights." Amend to Read: "Questions or concerns as to Mr. Bisek will do regarding maintenance in exchange for using the fields was brought up." Page Two, Paragraph Four: Now Reads: "...member Drilling;s recommendation for the Water Tower Park, item #1 is within another proposal..." Amend to Read: "...member Drilling;s recommendation for the Water Tower Park, item #1 (leave black and Committee member Drilling will call City staff for the input) is within another proposal..." Page Two, Paragraph Six: Now Reads: "Committee member Drilling would like to invest about $2,000.00 at Royal Meadows park, an equal amount of the Water Tower Park improvements. Committee member P&R MEETING MINUTES MAY 4, 1994 PAGE TWO Drilling will check with Chairperson Dixon and Committee member Reisdorfer about equipment to order up to $2,000.00 mark." Amend to Read: "Committee member Drilling would like to invest about $2,000.00 at Royal Meadows park, and the Water Tower Park combined for basketball and playground equipment." Page Two, Paragraph Seven: Now Reads: "Motion by Navin, second by Drilling to allow Committee member Drilling to order playground equipment, basketball equipment and get three bids for basket ball pads..." Amend to Read: "Motion by Navin, second by Drilling to allow Committee member Drilling to order playground equipment, basketball equipment and get three bids for basket ball pads and sidewalks..." motion carried unanimously. OLD BUSINESS: Park and Pedestrian System Comprehensive Plan. At this point the Park and Recreation Committee has no additional suggestions or changes, but we plan to attend the May 17, 1994 joint meeting. Ordinance Establishing Park and Recreation Committee. Tabled. Central Park - LAWCON Program. Committee member Larson will talk to Paul Palzer, Public Works Director /Building Inspector in regards to getting the improvements necessary to Central Park completed per the LAWCON request. Usage of Utility Room for Storage by Centennial Little League. Other organizations do not have access to the building now and thus have no way to get to the phone even if it wasn't in the furnace room. We see no need to move the existing phone. The Park and Recreation Committee would like the Clerk /Administrator to direct City staff to look into getting a pay phone installed outside the building. What are the costs, etc. P &R MEETING MINUTES MAY 4, 1994 PAGE THREE Maintenance of Park Land behind City Hall. The Park and Recreation Committee is not in charge of maintenance functions. It is a City maintenance function - public works. If the public works department has the funds in their budget, it is their option. Star City Goals & Objectives. The Park and Recreation Committee would like to see a goal or objective that includes park improvements such as land purchases, equipment, maintenance, plan, money. Black Top /Asphalt. Motion by Reisdorfer, second by Drilling to accept the bid by Muellner of $5,300.00 for blacktop at Water Tower Park and Royal Meadows under the stipulation that Committee member Drilling ask that the northern end of the sidewalk be raised to allow for the water problems, motion carried unanimously. Basket Ball Equipment. Has been ordered by City staff. Total is approximately $890.00. They will be delivered to the City. The Park and Recreation Committee wants City staff to have this equipment stored until after the asphalt is in place. NEW BUSINESS: Joint Meeting Date - Update Comprehensive Plan. The Park and Recreation noted the joint meeting date. Rick Thompson - Applicant for Vacant P &R Seat. The Park and Recreation Committee asks that City staff ask Mr. Thompson and any other candidates to attend our next meeting. Youth Mowing Parks. This is a maintenance function. Please have it directed to public works. Toilets. Motion by Drilling, second Reisdorfer to accept the bid from On Site Sanitation for installation of two portable restrooms, one at Central Park and one at Water Tower Park for four months, May 15, 1994 to September 15, 1994 at a cost of $62.00 per unit per month, this includes damage insurance, motion carried unanimously. Request for Use of Fields - Neil Reisdorfer. Motion by Larson, second by Drilling to approve the request of Neil Reisdorfer to utilize the facilities at Central Park on Saturday, June 18, 1994, motion carried unanimously.
