MEETING MINUTES
WEDNESDAY, DECEMBER 1, 1993 - 6:30 P.M.
Pursuant to due call and notice thereof, the Park and Recreation
Committee of the City of Centerville held their regular meeting
on Wednesday, December 1, 1993 at the City Hall. Acting
Chairperson Larson called the meeting to order at 6:45 p.m.
Present: Navin, Reisdorfer. Absent: Dixon, Drilling.
MINUTES:
Approval of the November 3. 1993 meeting minutes.
Motion by Reisdorfer, second by Navin to approve the November 3,
1993 meeting minutes with the following amendments:
Page One, Paragraph Four:
Now Reads: It was noted that Centennial Hockey was
in charge of the preparation of the ice
rinks."
Amend to Read: "It was noted that Centennial Hockey was
responsible for much of the preparation
of the ice rinks."
motion carried unanimously.
APPEARANCES:
Carol Pelton. Park and Trail Comprehensive Plan.
Carol Pelton appeared before the Park and Recreation Committee
regarding the Park and Trail Comprehensive Plan. Ms. Pelton has
prepared a letter asking for the City to pay for some day care
expenses so she can have a first draft by January 1, 1994.
Mr. Pelton asked that if the Park and Recreation Committee has
any suggestions, to please let her know as soon as possible.
OLD BUSINESS:
Centennial Youth Hockev Association - Request for Use of
Facility.
Ian and Carolyn Pickle were present. The times requested by the
Centennial Youth Hockey Association are Monday 5:30 p.m. - 7:00
p.m. and Tuesday and Thursday 5:30 p.m. - 9:00 p.m.
The Pickles noted that last year, part of reason the Centennial
Youth Hockey Association, did not flood as much as needed was
because the rink attendants were very uncooperative in clearing
the ice.
The Park and Recreation Committee expressed the Centennial Hockey
Youth Association will also need to flood the pleasure rink.
The Pickles noted that they will supply the Park and Recreation
Committee the name of a Centennial Youth Hockey Association

contact person if there are problems.
Motion by Reisdorfer, second by Navin to allow the Centennial
Youth Hockey Association to utilize the hockey rink during the
following times:
Monday 5:30 p.m. - 7:00 p.m.
Tuesday ad Thursday 5:30 p.m. - 9:00 p.m.
and if the Centennial Youth Hockey Association wants to utilize
the rink at any other time, the request for time should be
received at least one week prior to the requested time, motion
carried unanimously.
1994 Budget - Update.
The Park and Recreation Budget has been forwarded to the
Clerk /Administrator to be included in the City Council packet for
the December 2, 1993 meeting.
Five Year Capital Improvement Plan.
The five year capital improvement plan was tabled pending the
completion of the Park and Trail Comprehensive Plan by Carol
Pelton.
Central Park - LAWCON Program.
Committee member Larson noted he spoke with Linda Wick at the
Department of Natural Resources.
It was noted the Park and Recreation Committee needs to complete
the following:
1. Install hand rails in the bathrooms.
2. Install ramps by the bathrooms.
3. The bathrooms must be open during park hours. The Park
and Recreation Committee noted a satellite may be
utilize if the bathrooms are not kept open.
Motion by Reisdorfer, second by Navin to have the City staff
place these items on the April agenda, motion carried
unanimously.
Water Hoses for Flooding Hockey and Pleasure Rink.
It was noted that Centennial Fire District Chief Milo Bennett
obtained some hoses for the Park and Recreation Committee. The
Public Works Department used the hoses on November 30, 1993 and
the hoses appeared to be rotted.
It was noted that Chief Bennett also obtained for the Park and
Recreation Committee some holders to roll up the hoses. 4
Motion by Navin, second by Reisdorfer to direct Orville Hughes,
Public Works Director, to purchase the required hoses to flood

the rink, for a cost not to exceed $500.00, motion carried
unanimously.
Rink Attendants.
Committee member Reisdorfer is in the process of collecting the
applications and then will begin the interviewing process.
NEW BUSINESS:
Extension Central Park Appraisal.
Motion by Reisdorfer, second by Navin to advise the City Council
that the purchase of the of the additional park land abutting
Central Park is the Park and Recreation Committee's highest
priority;
- the Park and Recreation Committee recommends that the
land be purchased as soon as possible;
- this parcel is vital to the Park and Trail
Comprehensive Plan;
- if it is not purchased, the Park and Trail
Comprehensive Plan will need to be totally redesigned;
- the Park and Recreation Committee is willing to meet
with the City Council to work out the details as the
they requested,
motion carried unanimously.
Ordinance Establishing a Park and Recreation Committee.
Discussion of an ordinance establishing a Park and Recreation
Committee was tabled.
ADJOURN:
Motion by Navin, second by Reisdorfer to adjourn the meeting,
motion carried unanimously. Meeting adjourned 7:48 p.m.

AS FAR AS LAST YEAR THE PICKLE'S STATED THAT PART OF THE REASON THE
ASSOCIATION DID NOT FLOOD AS MUCH AS NEEDED IS BECAUSE THE
ATTENDANTS WERE VERY UNCOOPERATIVE IN CLEARING THE ICE.
THE CYHA NEEDS TO FLOOD THE PLEASURE RINK ALSO.
THE PICKLES WILL GET US THE NAME OF THE CONTACT PERSON TO CONTACT
IF WE HAVE ANY PROBLEMS.
MOTION BY REISDORFER SECOND BY NAVIN TO ALLOW THE CYHA TO HAVE THE
RINK FOR THE ABOVE STATED HOURS AND IF THEY WANT TO USE IT ANY
OTHER TIMES, THEY SHOULD REQUEST THE TIME AT LEAST ONE WEEK PRIOR
TO USE. UNAM.
2) 1994 BUDGET
THE BUDGET HAS BEEN FORWARDED TO THE C/A TO INCLUDE IT IN THE
PACKET FOR THEIR MEETING TOMORROW.

BASED ON THE INFORMATION ABOVE FROM CAROL PELTON, THE CAPITAL
IMPROVEMENT PLAN HAS BEEN TABLED AS SUCH.
4) CENTRAL PARK - LAWCON PROGRAM
UPDATE BY LARSON. HE TALKED TO LINDA WICK AT THE DNR. WE NEED TO
DO THE FOLLOWING:
A) PUT HAND RAILS IN THE BATHROOMS

IT WAS NOTED THAT THE SIGN REQUESTED BY THE DNR WAS ALREADY UP.
5) WATER HOSES AT CENTRAL PARK
MILO BENNET GOT SOME HOSES FOR THE P &R. THE MAINT DEPT USED THEM
YESTERDAY AND THEY WERE MOSTLY ROTTED. MILO ALSO GOT US SOME
HOLDERS TO ROLL UP HOSES.
MOTION BY NAVIN SECOND REISDORFER TO HAVE ORVILLE TO PURCHASE THE
REQUIRED HOSES TO FLOOD THE RINK, MAX OF $500.
6) RINK ATTENDANTS
REISDORFER IS IN THE PROCESS OF COLLECTING THE APPLICATIONS AND
THEN WILL HIRE THEM.

MOTION BY REISDORFER SECOND BY NAVIN THE P &R ADVISES THE CITY
COUNCIL THAT THE PURCHASE OF THE ADDL LAND BY CENTRAL PARK IS THIS
COMMITTEE'S HIGHEST PRIORITY AND WE RECOMMEND THAT IT BE PURCHASED
ASAP. THIS LAND IS VITAL TO OUR OVER ALL COMP PLAN, AND IF IT IS
NOT PURCHASED, THE PLAN WILL HAVE TO BE TOTALLY RE- DESIGNED. WE
ARE WILLING TO MEET WITH THE CITY COUNCIL TO WORK OUT THE DETAILS
AS THEY REQUEST. UNAM.
