HomeMy WebLinkAbout1993-09-01 Minutes PARK AND RECREATION COMMITTEE MEETING MINUTES WEDNESDAY, SEPTEMBER 1, 1993 - 6:30 P.M. Pursuant to due call and notice thereof, the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, September 1, 1993 at the City Hall. Acting Chairperson Larson called the meeting to order at 6:40 p.m. Present: Drilling, Navin, Reisdorfer, City Council Liaison Wilharber_ Absent: Dixon. APPROVAL OF MINUTES: Motion by Drilling, second by Reisdorfer to approve the August 4, 1993 meeting minutes, motion carried unanimously. PETITIONS AND COMPLAINTS: 7163 West Rubin Lane - Damage to Siding Kent and Lori Sandahl, 7163 West Robin Lane, were present. The Sandahls stated there is damage to their house because of children still playing hard ball, utilizing their home as a back stop. The Sandahls noted that they have called the police and also talked to the children themselves. The Sandahls would like a permanent solution to their problem. Motion by Reisdorfer, second by Drilling to have the City staff send a letter to all homes within a one mile radius explaining the situation; - Committee member Drilling will work the City staff to get the proper wording of the letter; - if the Park and Recreation Committee can, the letter will mention possible legal liability to the parents; - also have the police stop people if they see them doing these type of activities, motion carried unanimously. OLD BUSINESS: Landscape Structures - Installation of Water Tower Park Rauinment - Update. Committee member Navin will order the timbers and rebar to be delivered so that the Park and Recreation Committee can install the border on Saturday. The Park and Recreation Committee requests City staff to send thank you letters to the volunteers who helped with the installation of the playground equipment as follows: Don Simonson P &R MEETING MINUTES SEPTEMBER 1, 1993 PAGE TWO A thank you letter shall also be sent to Ro -So Contracting for the use of his concrete truck and supplies. Committee member Drilling left at 7:20 p.m. Night Golf Tournament. Bill Bisek, Kelly's Korner, was present to discuss the Night Golf Tournament. Mr. Bisek advised that the Anoka County officials, who were very negative, stated he should contact the golf course to work out pricing as to what the Park and Recreation Committee should charged. It was noted that in the past, the Park and Recreation Committee has not been charged. Mr. Bisek stated that even if a price is worked out for the golf course, Anoka County said they may or may not approve it. Mr. Bisek has contacted the Lindstrom Golf Course to see if they were willing to host the event_ The Lindstrom Golf Course said yes, for $5.00 per person. Mr. Bisek wants to know the Park and Recreation Committees opinion. Motion by Reisdorfer, second by Navin to have Bill Bisek, Kelly's Korner, proceed with the Night Golf Tournament if he can get a bus donated; - if so Mr. Bisek should work with Chairperson Dixon to coordinate the event; - if the buses will cost, we should cancel the thought; - premise is approximately $25.00 per person which will include the bus ride, beverages on the bus and nine holes of golf with one ball provided; - the preliminary date is the first Friday in October, motion carried unanimously. Centerville Lions Club - Request for Donation. Committee member Navin will attend the September meeting. Five Year Capital Improvement Plan. This item is tabled until the Comprehensive Park Plan is approved. 1994 Budget Motion by Reisdorfer, second by Larson to recommend to the City Council that the 1994 Park and Recreation Committee Budget be $28,000.00 which includes the maintenance which the Park and Recreation Committee wants removed, motion carried unanimously. The Park and Recreation Committee will address the individual line items at their next meeting. The Park and Recreation Committee does not want this to be an agenda item. Request for Use of Facilities at Central Park - Jennifer Hnrhanh /Joe Harris. Jennifer Horbach or Joe Harris did not appear before the Park and Recreation Committee to request the use of the facilities at Central Park. Orville Hughes, Public Works Director, was present. Mr. Hughes noted that Ms. Horbach did not show for his meeting scheduled on last Saturday_ ADJOURN: Motion by Reisdorfer, second by Navin to adjourn the meeting, motion carried unanimously. NEW BUSINESS 1.PRESENT WERE LORI AND KENT SANDAHL 7163 W,ROBIN LANE SAID THERE WAS DAMAGE TO THEIR HOUSE BECAUSE CHILDREN STILL PLAYING HARD BALL AND THEIR HOUSE IS USED AS A BACK STOP. THEY HAVE CALLED THE POLICE AND HAVE TALKED TO THE CHILDREN THEMSELVES. WOULD LIKE TO SEE SOME PERMANENT CHANGE. MOTION BY REISDORFER, SECOND BY DRILLING TO HAVE THE CITY STAFF SEND A LETTER TO ALL HOMES WITHIN A MILE RADIUS EXPLAINING THE SITUATION. DRILLING WILL WORK WITH THE CITY STAFF TO GET THE PROPER WORDING. IF WE CAN, MENTION POSSIBLE LEGAL LIABILITY T THE PARENTS. ALSO HAVE POLICE STOP PEOPLE IF THEY SEE THEM DOING THESE TYPE OF ACTIVITIES. UNAM. OLD BUSINESS 1.WATER TOWER PARK SAND AND TIMBERS - NAVIN WILL ORDER THE TIMBERS AND REBAR AND HAVE IT DELIVERED SO WE CAN PUT THE BORDER IN ON SATURDAY. HAVE THE C/A SENT THX YOU LETTERS TO OUR VOLUNTEER - DON SIMONSON. ALSO THX YOU TO ROS -SO CONSTRUCTION FOR THE USE OF HIS CONCRETE TRUCK AND SUPPLIES. DRILLING LEFT AT 7:20 2. PRESENT WAS BILL BISEK TO DISCUSS THE NIGHT GOLF TOURNAMENT. BILL WAS ADVISED BY ANOKA COUNTY OFFICIAIS(WHO WERE VERY NEGATIVE) THAT HE SHOULD CONTACT THE GOLF COURSE TO WORK OUT PRICING AS TO WHAT WE SHOULD BE CHARGED. IN THE PAST WE WERE NOT CHARGED. EVEN IF WE DID WORK OUT A PRICE WITH THE GOLF COURSE, ANOKA COUNTY SAID THEY MAY OR MAY NOT APPROVE IT. BILL HAS CONTACTED LINDSTROM GOLF COURSE TO SEE IF THEY WERE WILLING TO HOLD THE EVENT. THEY SAID YES FOR $5.00 PER PERSON. BILL WANTS TO KNOW OUR OPINION. MOTION BY REISDORFER, SECOND BY NAVIN TO HAVE BILL PROCEED WITH THE NIGHT GOLF IF HE CAN GET THE BUS DONATED. IF SO HE SHOULD WORK WITH DIXON TO LINE UP THE EVENT. IF THE BUSES WILL COST WE SHOULD CANCEL THE THOUGHT. LIONS CLUB DONATION - NAVIN WILL ATTEND THEIR SEPTIMBER MTG 4.5 YEAR CAPITAL PLAN -TABLE UNTIL COMP PARK PLAN IS APPROVED 5. 1994 BUDGET MOTION BY REISDORFER , SECOND BY LARSON THAT OUR BUDGET REQUEST FOR 1994 WILL BE 28,000 WHICH INCLUDES THE MAINTENANCE WHICH WE WANT REMOVED. WE WILL ADDRESS THE INDIVIDUAL LINE ITEMS AT OUR NEXT MEETING. 6. LIST OF ISSUES - NOTHING TO DISCUSS SEE LAST MONTHS MINUTES NEW BUSINESS CONTINUED 2. PARK MAINTENANCE - KILL THIS FROM OUR AGENDA 3.
