HomeMy WebLinkAbout1993-07-07 Minutes PARK AND RECREATION COMMITTEE MEETING MINUTES WEDNESDAY, JULY 7, 1993 Pursuant to due call and notice thereof, the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, July 7, 1993 at the City Hall. Chairperson Dixon called the meeting to order at 6:39 p.m. Present: Drilling, Navin, Larson, Reisdorfer. Mayor Buckbee arrived at 8:10 p.m. APPROVAL OF MINUTES Approval of April 7, 1993 regular meeting minutes. Motion by Reisdorfer, second by Dixon to approve the April 7, 1993 regular meeting minutes with the following amendment: Now Reads: "Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, April 7, 1993 at the City Hall. Chairperson Dixon called the meeting to order at 6:50 p.m. Present: Drilling, Reisdorfer. Committee member Navin and Larson arrived late. Amend to Read: "Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, April 7, 1993 at the City Hall. Chairperson Dixon called the meeting to order at 6:50 p.m. Present: Drilling, Reisdorfer. Committee member Larson arrived late. Absent: Navin." AYE - Dixon; AYE - Drilling; AYE - Larson; AYE - Reisdorfer; ABSTAIN - Navin, motion carried. Approval of April 7. 1993 special meeting of the City Council and Park wad Recreation Committee. Motion by Reisdorfer, second by Dixon to approve the April 7, 1993 special meeting minutes of the City Council and Park and Recreation Committee, motion carried unanimously. Approval of the Mav 8, 1993 special meeting of the Park and Recreation Committee. Motion by Reisdorfer, second by Dixon to approve the May 8, 1993 special meeting minutes, motion carried unanimously. Approval of June 2. 1993 regular meeting minutes. Motion by Reisdorfer, second by Dixon to approve the June 2, 1993 regular meeting minutes, motion carried unanimously. P &R MEETING MINTUES JULY 7, 1993 PAGE TWO OLD BUSINESS 1993 Park and Recreation Budget. Motion by Navin, second by Dixon to recommend to the City Council the following 1993 Park and Recreation Line Item Budget: Maintenance $7,500.00 to include maintenance salaries, utilities, phone, rink attendant salaries and maintenance supplies. Water Tower Park Improvements $12,000.00 Stipends $ 500.00 Royal Meadows Park $ 3,000.00 Central Park Security Lights $ 2,000.00 Picnic Tables at Water Tower Park $ 1,000.00 The remainder in miscellaneous, motion carried unanimously. Landscape Structures - Installation of Water Tower Park EauiDment - Update. The park equipment has been ordered. The park equipment will be delivered in about four weeks. The Park and Recreation Committee will plan to install the equipment on August 14, 1993. Committee member Drilling will make fliers, place advertisements in the local papers and handle the general organization of the project. Northern States Power Company - Possible Rebate - Hockey Rink Lights at Central Park. It was noted that no rebate is available because it is not at a peak time and the lights are not always required. Centerville Lions Club - Request for Donation. No action has been taken at this time. Committee member Navin will try to attend the Centerville Lions July meeting and request funds. Committee member Larson will investigate funds through the Centennial Fire Department. Comprehensive Park and Trailway Plan. It was noted that since Ms. Pelton has resigned from the Comprehensive Park and Trailway Plan Committee, Committee member Larson has not heard anything out the status of the Committee. The Park and Recreation Committee would like the City Council to advise as to the status of the Comprehensive Park and Trailway Committee. The Park and Recreation Committee expressed a concern about the trail to the existing fishing pier. It appears to be dangerous with children riding their bikes. P &R MEETING MINTUES JULY 7, 1993 PAGE THREE Committee member Drilling will contact Anoka County regarding this concern. Request for Signs at Royal Meadows Park. The Park and Recreation Committee expressed that it would be impossible to place a sign big enough to explain how people should act in the parks. The Park and Recreation Committee noted that common sense should be used by people who use the park. It was noted that the Circle Pines /Lexington Police Department should be contacted if it seems necessary. NEW BUSINESS: Five Year Capital Improvement Plan. The Park and Recreation Committee feels that guidance and information is needed from the City Council. Due to the fact that a Comprehensive Park Plan is not completed, and the Park and Recreation Committee has no idea of the type of funds available or if more land will be purchased for Central Park, it would be impossible to do prepare a five year capital improvement plan. 1994 Budget. Tabled. Maier. Stewart and Associates - Bill in the amount of $743.60. The Park and Recreation Committee questioned the park funds paid to Maier, Stewart and Associates on May 26, 1993 in the amount of $743.60. The Park and Recreation Committee does not recall approving said expenditure. Maintenance - Mowing Park Land. The Park and Recreation Committee noted that there have been complaints that the parks have not been kept mowed as regular as needed. The Park and Recreation Committee noted that if the City is strapped for City maintenance personnel funds, that maybe the Park and Recreation Committee should investigate utilizing an outside contractor. Committee member Navin will meet with City Council member Tom Dario and Public Works Director Orville Hughes to discuss the situation. There was a long discussion with Mayor John Buckbee regarding who should direct the maintenance of the parks. The Park and Recreation COmmittee wants all maintenance to be directed by the Clerk /Administrator. The Mayor would like the Park and Recreation Committee to make a 1 list of any other issues that it would present to the City to make the functions of the Park and Recreation Committee to flow more smoothly. Night Golf. Committee member Drilling asked if the Park and Recreation Committee would be interested in doing the Nite Golf Fund Raiser. Committee member Reisdorfer and Chairperson Dixon stated that they would be willing to help but did not have time to run it. Committee member Navin asked if it might be better to run a full fledged golf tournament. Chairperson Dixon mentioned that the Park and Recreation Committee would then have to pay for the green fees where as the Nite Golf was donated by Anoka County in the past. Committee member Drilling will look into running the event and will contact Anoka County. Comprehensive Park and Trailways Plan Committee member Drilling asked Mayor John Buckbee what was his understanding regarding the status of the Comprehensive Park and Trailways Plan. The Park and Recreation committee questioned what was their responsibilities at this point. ADJOURN Motion by Dixon, second by Reisdorfer to adjourn the meeting, motion carried unanimously.
