HomeMy WebLinkAbout1993-06-02 Minutes PARK AND RECREATION COMMITTEE MEETING MINUTES JUNE 2, 1993 Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting an Wednesday, June 2, 1993. Acting Chairperson Drilling called the meeting to order at 6:50 p.m. Present: Larson, Reisdorfer. Absent: Dixon, Navin. MINUTES The following minutes were tabled: April 7, 1993 regular meeting minutes April 7, 1993 special meeting of the City Council and Park and Recreation Committee May 8, 1993 special meeting minutes OLD BUSINESS: 1993 Park and Recreation Budget. The 1993 Budget was tabled due to only three members of the Park and Recreation Committee present. Landscape Structures - Installation of Water Tower Park Equipment. Committee member Drilling will order the playground equipment, since the City Council has approved the expenditure. Northern States Power Company - Possible Rebate - Hockey Lights at Central Park. This item was tabled until Chairperson Dixon is present. Centerville Lions Club - Request for Donation. This item was tabled until Chairperson Dixon is present. If by next month Chairperson Dixon has not committed to do this, the Park and Recreation Committee will reassess their steps. Comprehensive Park and Trailway Plan. The Park and Recreation Committee noted that since the City Council commissioned the Committee and now that Carol Pelton has resigned, what direction do they plan to go on this. The Park and Recreation Committee would like to remind the City Council that as required, the Park and Recreation Committee has not approved any of the plan the Committee has proposed at this point. The Park and Recreation Committee would like to see the City Council ask Ms. Pelton to withdraw her resignation because of her expertise and the amount of work she and her Committee have already done. P &R MEETING MINUTES JUNE 2, 1993 PAGE TWO Planting of Trees - Complaint by 1876 Prairie Drive. The Park and Recreation Committee discussed a policy for citizens requesting the planting of trees on park property adjacent to their own property. The following policy was discussed: 1. The planting is to be done by the donor. 2. The size, type and location of trees must be approved by the Park and Recreation Committee. 3. Care and maintenance of the trees are the responsibility of the done for the first year. 4. If the tree dies, neither the donor or the Park and Recreation Committee are responsible for replacement. The Park and Recreation Committee would like the donors to sign a statement saying that they understand the above requirements. Committee member Drilling will investigate the cost and size of a plaque for recognition of persons making a donation to the parks. Motion by Reisdorfer, second by Drilling to approve the Downing's plan to plant three black spruce trees as described, with the condition that the six foot tree must be centered no less than eight feet from the property line to allow for City grass cutting, motion carried unanimously. Request that the Park and Recreation Committee publish a schedule of time and days that the fields at Central Park are being used. The Park and Recreation Committee requests the Clerk /Administrator to direct City staff to do this posting. The information can be attained from the previous meeting minutes. The following have been approved for use: 1. Centennial Little League. 2. Kelly's Korner. 3. Neil Reisdorfer for June 12, 1993. Also using the facility is the Centennial Soccer League. North Metro Recreation Commission - Area Wide Network for Use of Fields The Park and Recreation Committee noted that if the North Metro Recreation Commission would like to use the fields, they should be placed on the Agenda and discuss the issue with the Park and Recreation Committee. Acorn Creek Park The Park and Recreation Committee would like the City Council to explain the decision made at their May 12, 1993 meeting. It was noted that not only did the City Council not follow the Park and P &R MEETING MINUTES JUNE 2, 1993 PAGE THREE Recreation Committees' recommendation of taking 3.7 acres, but of the 2.7 agreed upon only 2.2 is usable land due to the power line easement. It appeared to be the consensus of the Park and Recreation Committee that the City Council's decision does not follow: 1. The City Council's April 28, 1993 memorandum to the Park and Recreation Committee strongly recommending the taking of park land in future developments. 2. The City of Centerville's park plan. 3. The May 8, 1993 Park and Recreation Committee's recommendation. 4. The previous decisions regarding the financial requirements, i.e. the requirement that the $12,000.00 be exclusively dedicated to the Acorn Creek park. The Park and Recreation Committee has continually asked for high, dry, usable land in all discussions pertaining to this park dedication. Mr. Rehbein should have fully understood this too, I because the Park and Recreation Committee repeatedly told him this. The Park and Recreation Committee noted that according to the City Council minutes of May 12, 1993, it appeared the decision was made base on inaccurate and inadequate information. The Park and Recreation Committee again requests that the City Council fulfill their requirements to attend the Park and Recreation Committee meetings. Also, the Park and Recreation Committee would like to be informed when the City Council will be discussing Park and Recreation issues at their meetings. NEW BUSINESS: Distribution of Keys - Central Park. '• Motion by Reisdorfer, second by Drilling that the { Clerk /Administrator be responsible for the keys and all costs associated with them and the re- keying of the facilities, motion carried unanimously. Request for Signs at Royal Meadows Park The Park and Recreation Committee requests the Clerk /Administrator to investigate if there are State of Minnesota requirements regarding the size of parks and what is allowed. Also if the City is required to put up signs for liability reasons. This issue is tabled until these items are investigated. P &R MEETING MINUTES JUNE 2, 1993 PAGE FOUR Water Tower Park - Maintenance. Committee member Reisdorfer would like to know why the seedlings areas at Water Tower Park are not being maintained to allow these trees to grow properly. The grass is twice as high as some of the seedlings. It was also noted that the borders around the playground could be groomed more regularly. Kelly's Korner - Ball Tournaments at Central Park. The Park and Recreation Committee directs the Clerk /Administrator to contact Bill Bisek, Kelly's Korner. Mr. Bisek needs to contact Committee member Reisdorfer as soon as possible to discuss his use of the fields at Central Park before any tournaments are held. No agreement as to fees has been reached. ADJOURN Motion by Larson, second by Reisdorfer to adjourn the meeting, motion carried unanimously.
