Home My WebLink About1993-03-03 Minutes MINUTES OF THE REGULAR MEETING OF THE PARK AND RECREATION COMMITTEE OF THE CITY OF CENTERVILLE, MINNESOTA HELD ON WEDNESDAY, MARCH 3, 1993 AT 6:30 P.M. IN THE COUNCIL CHAMBERS Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, March 3, 1993 at the City Hall. Chairperson Dixon called the meeting to order at 6:40 p.m. Present: Drilling, Larson, Navin, Reisdorfer, City Council Liaison Helmbrecht. MINUTES Motion by Reisdorfer, second by Dixon to approve the February 3, 1993 meeting minutes, AYE - Reisdorfer; AYE - Dixon; AYE- Drilling; AYE - Larson; ABSTAIN - Navin, motion carried. APPEARANCES: ,Tim Warnest and Paul Montain - Centennial Little Teague Mr. Jim Warnest and Mr. Paul Montain representing the Centennial Little League appeared before the Park and Recreation Committee to express the following concerns about the softball fields and their usage. - the Centennial Little League needs both fields four nights a week; - they have 70 teams (over 1,000 players); - they want the Park and Recreation Committee to reconsider their decision to allow Kelly"s Korner use of the fields two nights per week. Chairperson Dixon asked about the Rice Lake School fields. Mr. Warnest responded that they are approved for one field at the Rlce Lake School. Committee member Drilling asked what the other cities have committed to the Centennial Little League for fields. Mr. Warnest responded that Circle Pines has committed 100 %; Lexington - 100 %; and Lino Lakes - 75 %. Committee member Drilling asked if weekend games could be a possibility. Mr. Warnest responded that this is an option, yet not desirable. Tom Dario, 1573 Peltier Lake Drive, was present. Mr. Dario explained that as a parent he was uncomfortable about having his kids travel a distance to play ball. The Park and Recreation Committee decided to table discussion of the Centennial Little League's request for use of the ball fields until City Council member Dario can discuss this issue with Bill Bisek, owner of Kelly's Korner. OLD BUSINESS: Northern States Power Cmmoany - Possihle Rebate - Hpnkev Tights at Central Park. Chairperson Dixon has not heard anything from Northern States Power Company regarding a possible rebate for the installation of the hockey lights at Central Park. Centerville Lions Club - Request for Donation. Chairperson Dixon will attend the March 13, 1993 Centerville Lions Club meeting. Park Recreation Committee /City Cannon /Planning and Zoning Commission Joint Meeting - Park Land Purchase of T,nt 7, Plonk 1 J'A11ier Estates Motion by Reisdorfer, second by Drilling to direct the Clerk /Administrator to set up a date for a joint meeting for April 7, 1993 subject to no prior formal decision and to notify each member if meeting date is changed, motion carried unanimously. Bill Risek - Kelly's Korner - Request for Use of Ball Fielded Motion by Navin, second by Drilling to approve Bill Bisek Kelly's Korner, request for use of the ball fields at Central Park for the following weekends. - May 8th and 9th; - May 22nd and 23rd; - June 5th and 6th; - July 26th and 27th; - July 10th and llth; - July 24th and 25th, subject to meeting with Mr_ Bisek to discuss field maintenance and financial consideration that meet with the Park and Recreation Committee approval, motion carried unanimously. Water Tower Park - Playground Equipment - Phase TT Committee member Drilling discussed Phase II for the Water Tower Park. Committee member Drilling requested approval to invite a salesman from Landscape Structure to a Park and Recreation meeting. P&R MEETING MINUTES MARCH 3, 1993 PAGE THREE The Park and Recreation Committee appeared to be in agreement to invite a salesman from Landscape Structure to a Park and Recreation Committee meeting. Committee member Navin will check into a 1/2 basketball court. Committee member Reisdorfer will gather budget data. PETITIONS AND COMPLAINTS: J,TGHTS AT HOCKEY RINK BRING LEFT ON 24 HOURS PER DAY. The Park and Recreation Committee noted that one light only is being left on not all of them. The reason it is left on is to prevent vandalism. Secondly one new light is much brighter than the old ones. The Park and Recreation Committee is seeking bids for building lights to eliminate the need for the one hockey light. CONDITION OF HOCKEY RINK. It was noted that there has been some trouble with flooding and weather. The rink attendants could have done a better job, however, the weather in January did not help the condition. Chairperson Dixon suggested a daily log of weather conditions and flooding activity. The Park and Recreation Committee discussed the complaint about the "problem child ". NEW BUSINESS: Neil Pe 7176 Clear Ridge - Request for ilse of Central Perk Facilities. Neil Reisdorfer, 7176 Clear Ridge, appeared before the Park and Recreation Committee to request use of the Central Park softball facilities on June 12, 1993. Motion by Dixon, second by Drilling to approve Neil Reisdorfer's, 7176 Clear Ridge, request for use of the Central Park softball field on June 12, 1993. AYE - Navin; AYE - Dixon; AYE- Drilling; AYE - Larson; ABSTAIN - Reisdorfer, motion carried. Centennial Little League's Appearance before the City Council. The Park and Recreation Committee expressed their disappointment to City Council Liaison Helmbrecht concerning the City Council and the Council's handling of the Centennial Little League's complaint. It was noted that the City Council receives copy of P &R HUMP P 041U'TAd MARCH 3, 1993 PAGE FOUR the Park and Recreation Committee's meeting minutes. The City Council is responsible to delegate a Liaison to each Park and Recreation Committee meeting. While the media is out of the control of the City Council and the Park and Recreation Committee, the lack of backing from the City Council concerning an informed thought out decision /action by the Park and Recreation Committee was disregarded by the Council members, as reported by the Quad Community Press. Acorn Creek Park Land The Park and Recreation Committee needs to know exactly where the correct amount of dedicated park land is located and identified in color on a plat map. ADJOURN Motion by Larson, second by Navin to adjourn the meeting, motion carried unanimously.
