HomeMy WebLinkAbout1990-05-08 Minutes r Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Tuesday, hlay 8, 1990 at City Hall. Chairman Dixon called the meeting to order at 7 :15 p.m. Present: Drilling, Reisdorfer, liaison Felton. Absent: LeTendre. Mouton by Dixon, second. by Drilling to approve the minutes of the April 10, 1990 meeting, motion carried unanimously. NEW COMMTTTEE MEMBER Ms. Pat: Downing, 1876 Prairie Drive, appeared at the meeting au a nominee member of the Park and Recreation Committee. She presented her desire to become a member and discussed some of her concerns. Motion by Reisdorfer, second by Dixon to recommend to the City Council Ms. Downing for appointment to the Park and Recreation Committee, motion carried unanimously. OLD BUSINESS• TREASURER'S REPORT The Treasurer's Report was reviewed. Discussion pertained to what the plans were for the unspent dollars. It was decided that at the June 12, 1990 meeting, the committee would revise the 1990 budget numbers to conform with the Treasurer's report. Motion by Dixon, second by Drilling to approve the Treasurer's report, motion curried unanimously. LAWN MOWER Liaison Felton presented tractor /mower options that the City Council has been reviewing. Discussion followed as to who should pay for what and what are the needs of the Public Works Department. The point was made that if we start splitting the cost of major capital improvements between the City and various departments, how do we split, handle and control the cost of future repairs and maintenance. • P&P.. Meeting Minutes Page Two May 8, 1990 Motion by Reisdorfer, second by Dixon to have the City purchase a mower attachment with their proposed tractor, using the City's capital improvement funds; the Park and Recreation Committee will pay for the City maintenance salaries for cutting the Park land, motion carried unanimously. Drilling . Motion by Reisdorfer, second by Lriiling stating that the Park and Recreation Committee is not interested in purchasing the smaller $8,000 tractor presented by liaison Felton and will look at other alternatives, motion carried unanimously. Chairman Dixon will check on purchasing a used tractor from Dan Tourvilie and discuss with Mr. Tourvilie about having him provide mowing services. • Committee member Reisdorfer will look into other broom options • for the skating rinks. PARK MASTER PLAN Liaison Pelton gave a brief background of the aevelepment, of our previous park master plan and suggested that it be updated. No action is to be taken at this time but will be addressed in the future. WATER TOWER PARK Motion by Dixon, second by Reisdorfer to have Committee nominee Downing and Orville Hughes, Public Works Director, coordinate the initial landscaping (smoothing and seeding) of the water tower park, motion carried unanimously. CENTER HTLLS PARK LANs) DEDICATION Clarification: The $55,000 D irii dedication fee from this development will be used to purchase park land north of this development and park development. NEW BUSTNESS: SNOW FENCEATCENTRAL PARK The old snow fence has been removed, but the steel posts are still there. "as questioned whether , It was t� '., s= her Gfe should purchase plastic snow fencing as a replacement. 1 I AA F r P&R Meeting Minutes Page Three May 8, 1990 Motion by - Relsdorfer, second by Drilling not to replace the old lenee due to the potential liability of someone injuring themselves 011 such a fence; a chain link fence is planned for the future, motion carried unanimously. SAFETY AND LOSS CONTROL WORKSHOP It was suggested that someone from the Park and Recreation Committee attend this workshop. Committee nominee Downing will look into rearranging her schedule to attend. EABILMATNTENANCE Motion by Dixon, second by Drilling to recommend to the City Council to direct the Public Works Department to be responsible for par maintenance within the budget of the Park and Recreation Committee and the City, motion carried unanimously. Note to the above: Maintenance needs are becoming more of a day- to-day operation and it may be better for the Park and Recreation Committee to operate more as a policy, planning and recreation program coordinating body. COMPLAINT A resident located adjacent to the Royal. Meadows Park has complained about damage to their property from park activity due to not having a fence separating the properties. A fence had been previously promised. Motion by Dixon , second by Drilling for both Committee members Dixon and Drilling to take action to obtain cost estimates and award the job at the June 12, 1990 meeting, motion carried unanimously. Also, the Park and Recreation Committee directs City Staff to write a letter to the resident advising them as such OTHER A general discussion followed pertaining to the Park and Recreation Committees responsibilities and procedures.
