HomeMy WebLinkAbout1989-02-14 Minutes Minutes of the Parks & Recreation Committee February 14, 1989 Present: Steve Dixon Dan Kupfer Jerry LeTendre Cindy Paschke Lisa Smith Bob Burgstahler, Liason The meeting was called to order at 7:07 p.m. Motion by Dixon to accept January minutes, second by Smith, motion carried. OLD BUSINESS As of February 8, 1989 the P &R Committee has $2,469.60 in a C.D., and $2,639.75 remaining in the budget. This brings our total allowances to $5,109.35 for the remainder of 1989. Dixon noted that a phone is needed at the warming house for emer- gency use. Though there are no budget monies to spend this winter for the phone, we are considering the idea for next year. The cost of having a phone is high, however, and Dixon noted that it is much more cost effective to extend a line running from City Hall. In the future we will ask the City Council if such an idea is workable, and ask the Council to accept our proposal. Dixon asked if the snowblower could be kept at the warming house, because transporting it back and forth is too difficult. It was decided that the snowblower would be kept at the rink. The ice rink is too big for the snowblower to do an efficient, timely job of clearing snow. It was questioned whether we should instead pay a city worker to do the job. Other options are being investigated. LeTendre is still working on ideas for a plaque for Central Park. NEW BUSINESS The old hockey rink needs to be taken down. It was decided that the lumber from the rink should be put up for sealed bid. Cindy will check with Tammy for possible sources for bids. Recently there have been problems with local dogs running at the rink, unleashed and unattended. It has been decided that if the problem continues a formal complaint will be filed against the pet owners. The P &R Committee is looking for donations for a Shop Vac for the warming house, as a broom or vacuum of some sort is desperately needed. Not a lot has been done to decentralize activities in Centerville. The main reason for this is that no monies exist to carry out any projects at this time. However, the Committee would like to begin planning stages, and will review "The Parks of Centerville" and make recommendations, specifically for trails. Also, there are no monies available for seedlings this year. The P &R Committee wil contact Carol Pelton regarding DNR donations, since she took over the Arbor Day celebration with the grade school. It was decided that Cindy, Steve and Dan would be assigned to charge merchandise needed by the committee. It was noted by LeTendre, however, that all members of the committee should be able to charge, especially when a project is being worked on. No decision was made regarding this issue. Cindy will get clarification from Tammy regarding Resolution #88- 71, #2. Cindy brought up the question of budget dollars being carried into the next year, and will address the City Council regarding this issue. It has been noted that compliments have been extended to the rink attendants by several users of the rink. Our thanks go out to the attendants for doing a fine job. The P &R Committee will be working on posting signs with rules & regulations for skaters and attendants using the rink. Those rules are attached to these minutes. The rules will be posted on a 16 "x 20" poster. LeTendre & Dixon noted that organizations such as the Girl Scouts have been requesting use of the rink, and this creates a need for regulations for the group and outside citizens during this time. Whether or not these regulations will be posted with the general rules of the rink has not been decided, but the regulations are outlined below: 1. After school use for non - profit organizations available until 5:00 p.m. 2. A one week notice is needed to adequately reserve time for the group. Non profit groups must obtain a permit for $10. 3. For after hours use by various groups, a $250 damage deposit is required. Actual use fee is $60/ evening. Attendants will be paid $5.00 /hr. for attending during these hours. 4. After hours use is from 9:00 p.m.- 12:00 a.m. 5. The warming house is not to be opened by anyone unless the attendant is there. 6. Rules of the rink will apply at all times the rink is in use. Motion to adjourn meeting at 9:30, all in favor, motion carried. 4 2-it 341,6//1 PAID ATTENDANTS POLICIES 1. Follow and enforce all rules posted. 2. Help all skaters in need of assistance (i.e. tying skates) 3. Clean up warming house and grounds at the end of each shift. 4. Last check will be held until keys are turned in. 5. Responsible for shoveling each night. Should seek help from users. 6. Check satellite, clean if necessary. 7. If you sign up on schedule for specific hours, you are re- sponsible for replacements if unable to attend. 8. Do not lend your keys to anyone. 9. Notify police using 911 if you need assistance or the situ- ation gets out of control - -don't wait! 10. Do not leave warming house unattended while people are in there. 11. Check gas in machines and cans to make sure there is an adequate supply for the next day. Should you need more gas, let someone from the Parks and Recreation Committee know. I have red the above rules, and agree to abide by them. Signature Date GENERAL SKATING RULES 1. No swearing while on the rink or inside the warming house. 2. No pucks inside the warming house. 3. Hockey sticks are to be kept outside at all times, and may be placed in the bucket outside the door. 4. No shoveling until 8:45 p.m., so that maximum skating time is utilized. 5. Everyone present is responsible for helping to clean off the rink. 6. No flooding until 9:00 p.m. on nights when the rink is in use. 7. If you damage equipment or facilities by undesirable behavior you are responsible for the repair or replacement of such. 8. Any problems arising while you are skating should be told to the attendant so that the problem can be solved as quickly as possible. 9. Any person violating the above rules will not be allowed to remain at the rink.
