The meeting was called to order at 7:20 p.m. LeTendre made a motion
to accept the October minutes as written, second by Pelton, unanimously
accepted.
There were residents present that objected to the Hardwood Ponds Estates
park land dedication. Enclosed is a copy of a petition from the residents,
a notice placed at Tripple's Market, and a list of the residents present
at the meeting. Some of the audience comments were: a path along the
pond would open up the area to A.T.V.'s, vandalism, the residents would
lose their privacy, the liability of the city, with the removal of the
cattails there would be no ducks, and there is not enough at Royal
Meadows Park to accomodate others from other developments. After
some discussion, the P & R members asked the residents what measures
they felt should be taken to provide them with the least amount of
intrusion due to the pathway being put in next to the pond. Measures
that will be taken are posts with cable at the entrance to the trails,
big boulders on the abutting park property line, tree lines along the
property edge, edge planting at pond (cattails), and to have the trail
grass, not gravel or bituminous.
Paschke made the motion that in the future, when it is appropriate, that
adjacent land owners be notified of park land and /or trailways along with
the development notifications, second by LeTendre, unanimously accepted.
Dan Kupfer of 1761 Center Street, was present to apply for the vacant
Park and Recreation Committee seat. P & R members decided to talk
with another person applying for the position who was unable to attend
this meeting,before making a recommendation to the City Council.
LeTendre made a motion to recommend to the Centerville Economic Task
Force that they ask for current as well as historical pictures in their
photo contest, second by dixon, unanimously accepted.
P & R requests a copy of the amendment to ordinance 4.
P & R requests that the City Clerk inform them when the $2,320 will be
coming from Hardwood Ponds Estates.
LeTendre made a motion to request that the City Council approve no
billing of the sewer bill for the park building this year as the facilities
will not be complete this year, second by Dixon, unanimously accepted.
P & R reduced their 1989 budget, and will be getting a revised copy out.
P & R requests a site plan of the Centerville Heights park land.
Paschke made the motion to recommend to the City Council that for
Centerhill and Acorn developments, they request two four acre parcels
adjacent to one another, one from each of the above mentioned proposed
developments, with the grading and drainage to be approved by the
P & R Committee, and that it contain usable land, no lowlands or ponds,
second by LeTendre, unanimously accepted.
Dixon made the motion to adjourn at 11:15 p.m., second by Paschke,
unanimously accepted.

Park & Recreation Committee Report to the City Council on Nov. 9, 1988:
The following are the results of the Royal Meadows residents appearance at the
November P&R meeting regarding the Hardwood Ponds development park Land
aquisition. The recently aquired park land is located in the northwest comer of the
development property and abutts the existing retaining pond. The intended use of the
park is to develop a turf trail approximately halfway down the slope, between the
residents' property line and the pond edge. The trail would include entry points at Brian
Way, Royal Meadows Park and Ann Street. No athletic facilities or play equipment are
included in the proposed plans. The park is to be brough to fine grade condition with a
minimum of 4" topsoil, seeded and straw mulched, if possible this fall, by the developer.
The land aquisition includes 80% of the possible land that could be aquired for park
dedication.
We anticipate the major park users will be the residents of Royal Meadows and Hardwood
Ponds. Along this trail they will be able to gain access to Royal Meadows Park and to the
park in the Centerville Heights development, as well as possible future parks in adjacent
proposed developments. In addition, this trail provides a link in a pedestrian system that
will allow children to travel to Centerville Elementary School without being exposed to
the dangers of the County roads.
The following are the issues of concem that the residents of Royal Meadows brought to
the attention of the Park and Recreation Committee at the November meeting:
1) Loss of privacy
2) Traffic
3) Garbage
4) ATVs and snowmobiles
5) Vandalism
6) Gravel path
7) Loss of nesting area for the water fowl
8) Flooding from runoff if the outlet is plugged
9) Pond is not within the DNR jurisdiction
10) Child safety, kidnapping
11) Liability
12) Kids/traffic disturbing waterfowl
13) Mosquito hole potential
14) Decreased value of adjacent homes
15) Increased access to water if cattails are removed = danger to kids
16) RM park is not big enough to serve 4 or 5 kids now, can't handle more kids
17) Increased Police calls
18) Don't want their kids to be able to go through the rest of the City
19) Quality of pond would improve if 1' deeper than current level
20) Don't want to see people walking by
Suggestions from Royal Meadows residents (* indicates feasible in the short term):
1) Block entrance to the trails w. bollards, boulders, cable to prevent ATV, etc. traffic*
2) Tree line at property edge, widely spaced and pruned up to allow view and define
property*
3) Pond edge planting to discourage kids in pond and establish wildlife habitiat*
4) No gravel path*
5) Develop feeding stations
6) Minimum depth of pond to allow for ducks and cattails*
7) Fence
