September 15th, 1988 Meeting Minutes

The meeting was called to order at 7 :20 p.m.
Public Works Director, Orville Hughes, reported that the old skating
rink has been straightened, and that P & R will be receiving a bill
for class 5 that was required to fill holes at the old rink. Mr.
Hughes also mentioned the possibility of acquiring a used slide for
$25. P & R members stated that they would need to see the condition
of the slide.
After reporting that a bid of approximately $1300 was received for
the fence in Royal Meadows that was mentioned in the August minutes,
Steve Dixon made the motion to accept the August meeting minutes as
written, LeTendre second, unanimously accepted.
After reviewing the City Council minutes, Steve Dixon made a motion
to recommend to the City Council that if a building is built for
the transmitter in Centerville Heights Park, that it be built
with similar architecture as building on site, second by Paschke,
unanimously accepted.
P & R's recommendation for report 167.01 in response to the N.A.C.
Centerville Development Plan for the Northeastern Area with respect
to the concept plan recommendations are as follows; #3 recommendation
of 1.7 acres of park land, see Centerhill proposal recommendation,
#4 recommendation for provision of trailways is fine in principle,
but the trailways should be in usable condition with it graded and
bituminous with the rest seeded. Steve Dixon made the motion
to recommend the above recommendations, LeTendre second, unanimously
accepted.
P & R's recommendation for report 167.03 - 88.02 in response to the
N.A.C. Centerville Development Plan for the Centerhill Addition
Subdivision with respect to the proposals recommendations are as
follows: #2 P & R recommends not to follow this recommendation as
this appears to be a redundant access, #3 same as #2 as it services
too small a user group, #8 P & R recommends the following recommend-
ation as it is vital to the safety of the citizens of Centerville,
#10 P & R disagrees with the recommendation that 1.7 acres is an
appropriate amount of land and the proposed land does not provide
adequate land for recreational facilities. F & R recommends to take
approximately four acres of land to insure usable space for recreat-
ional facilities. P & R recommends to propose park land as shown
in exhibit 1, which includes a revised road layout, and eliminates
two lots in the corner of Fox and Brian. P & R also recommends that
the following conditions be met:
1. That park dedication land exclude road and utilities easements
when figuring the total park dedication area, and that the remainder
be paid in lieu.
2. That the majority of park land should be brought to a grade
that will be dry throughout the year, excluding the creek.
3. That P & R review the proposed grading plans.
LeTendre made the motion to recommend the above, Paschke second,
unanimously accepted.
P & R could make no further recommendations for other sections of
the city as proposed by the planner as no information was provided
to make any recommendations.
P & R reviewed the Lino Lakes Survey, and recommends to the City
Council that they support the survey as written.
Paschke made the motion to request that the City Council waive the
unit hookup charge of approximately $1600, and the building permit
of approximately $562 for the warming house at Central Park,
Dixon second, unanimously accepted.
Paschke made a motion to adjourn the meeting at 11:00 p.m., Dixon
second, unanimously accepted.
