Home My WebLink About1987-12-08 Minutes w ti Park and Recreation Committee December 8, 1987 Meeting Minutes Present: Carol Pelton Steve Appel Carol Fritchie, Cindy Paschke Steve Dixon Council Liaison The meeting was called to order at 7 ;00 p.m. After reviewing the minutes, Appel made a motion to accept the minutes of the November 10th meeting, Dixon second, unanimously accepted. The City Council minutes were reviewed with some discussion on the items listed below: - October 28th minutes - Centerville Heights park land and dedication fee, and the sweeper. - November 9th minutes - Summer Recreation Program, and the newly planted tree in Royal Meadows Park. - November 23rd - Steve Dixon appointed new P & R member, the Summer Recreation Program, and the Fire Commission in regards to flooding the rinks. Just a reminder to the City Clerk, Steve Appel needs the receipts and disbursements. Pelton reported that the controls will be moved on the City Hall side of the building to accomodate flooding the hockey rink. She then reported that as of December 8th, we have one individual interested in being a rink attendant, and one individual interested in snowblowing. They are Rick L'Allier at 429 -1788, and Tony Rehbein at 429 -0792, respectively. P & R members were asked to contact any individual sixteen years and older they felt might be interested in being a rink attendant. Pelton also requested that each P & R member go door to door in search of volunteers to man the warming house and hockey rink on weekends. Pelton will hand out calendars to P & R members for a two week time period with three hour time slots on it. Gerald LeTendre was in attendance at 8 :00 p.m. P & R requests of the City Clerk what the status of the sweeper is, and to have the city workers put it high on the priority list. Also, a reminder to have the City Clerk get the satellite delivered by December 15th. The Hockey Association will be requested to put up a check for $25 when their flooders are given keys,to be held until the keys are returned at the end of the season. The paid rink attendant's last check will be held until their keys have been turned in. This is being done so as to not have so many missing keys. P & R requests that the City Clerk get the following information from individuals given keys to the warming house and City Hall. We would like the individual's name, address, and phone number during the day and night. -1- A . A letter was sent to John and Phyllis Trippel of Trippel's Market requesting them to hold a set of keys for the volunteer rink attendants on weekends. A copy of this letter is on file with Cindy Paschke. Warming house hours have been set,and a copy of them are enclosed in your packet. Rules and Regulations for open skating have been set,and a copy of them are also included in your packet. P & R requests the City Clerk to inform the police that the hockey rink will be opening December 26th, and would they start doing drive bys. P & R will send them a schedule. A letter was written to Brad Erickson from the Centennial Hockey Association welcoming them to the 1987 -88 hockey season,and informing them of the posted hours,and rules and regulations. A copy of this letter is on file with Cindy Paschke. A list of policies for the paid rink attendants was drawn up, and is included in your packet. A meeting will be held to make a recommendation to the City Council on the rink attendants for the 1987 -88 season on December 17th. P & R requests the City Council to pay the rink attendants every two weeks. P & R decided to drop the tennis court issue with the school district at this time. Paschke will be contacting the school for clarification of the Summer Recreation fee. She will be asking if the Program Supervisor Joint Venture is a part of that program, and if it is, could the City of Centerville request to put their monies toward that area instead of another area. The P & R budget will be adjusted when more information is available. P & R originally set aside $3,000 for debt reduction in 1987• Our revised budget allocated $1,000 So we have $3,498.27 left in our outstanding debt. In 1988 fiscal year, we had originally budgeted $1,000. Due to the enormous amount set aside to debt reduction this past year, we reduced it to zero. Paschke made a motion to recommend to the City Council to increase the park dedication fee to $500 due to the limited amount of land left to develop, and that the P & R's budget at this time is only operational not for developing park property. P & R feels they are not out of line with other cities, and that it will have little effect on if the developer develops in the city or not Seconded by Appel, unanimously approved. -2- r P & R will be checking on the amount the park land dedication fee was changed for commercial /industrial. Further discussion was tabled on our land dedication fee ordinance until the January meeting. Paschke made a motion to adjourn at 10:40 p.m., second by Appel, unanimously approved.
