July 14, 1987 Meeting Minutes

The meeting vas called to order at 7:08 p.m.
After a review of the minutes, Appel made a motion to accept the minutes, LeTendre
second, unanimously accepted. The P&Z and Council minutes were reviewed.
A motion was made by LeTendre to recommend to the council that they recind their
decision to use the Cedar Street site as a depository for road construction fill. (pg. 4 - 5.
June 10, 1987 CC minutes) The reasons are that the oaks on the site will not tolerate
additional soil on their root area and the soil to be dumped is primarily a heavy clay
which is not a good base for grassy cover. Second by Appel, unanimously accepted. Ve
wondered if the excess soil might be of' use at the Centerville Heights park site.
Motion by Appel to recommend to the council that the City not abandon the Sorel Street
Extension so as to allow for downtown pedestrian access to Centerville Lake as per the
proposed Park & Recreation master plan. Second by LeTendre, passed unanimously.
Motion by LeTendre to recommend that the council approve another ball tournament at
Central Park as per a request by Jerry Jolly for July 25, 1987. Proceed on issuing the
permit only if Mr. Jolty persues it further. Second by Appel, passed unanimously. The
Commission requests that any complaints brought to the attention of' City Staff that
involve these tournaments or other Park use please be listed by date and complaintant
for our review and action to correct any problems and avoid future ones.
P &R asks for confiirmation that the $200.00 non - refundable ball field we fee is entered
into the P &R fund to help cover operational costs.
Appel said he needs Reciepts and Disbursements for ,Jan 1 -14, March 1 -11, and April 23
- 30 from the City Clerk. Appel then gave a financial update. The only excessive
spending per the 1987 budget was $350 spent v.s. $200 budgeted for park summer
maintenence. This is due to the fact that this is the first year that all labor is kept track
of and billed to P &R du ectl y.
Orville Hughes made an appearance and provided an update on park conditions per the
maintenance department. He informed w that he hauled in 24 yards of black dirt to
Royal Meadows Park and this was then leveled off. He is going to seed for better cover.
Orr reported that the tennis court is worsening, the hole is 2Y larger. Dry clarified that
the fill to be brought.to the Cedar St. site was to be used to build up the drive area only
and this was acceptable to the Commission.
The Commission made revisions to the Central Park parking lot layout in the proposed
master plan to accommodate 100+ vehicles and provide more space between the parking
and the ball field. The changes include a 50' x 125' extension from to southwest corner
of the existing lot and extending the western edge of the existing lot up to the western
property line. LeTendre has the revised plan and will contact the Lions so they can
proceed as soon as possible with construction efforts.
LeTendre said that the warming house building plan will be drawn up by Anchor Block
via Ray Houle. The Commission confirmed that what the Lions had for preliminary
plans would be sufficient for our park needs. We recommend that a cement pad be
installed around the warming house as per the master plan for Central Park.
Pelton said she would try to get a bid response from Action Court to repair and /or
rebuild the tennis courts.
The Commission decided that no chain across the Central Park parking lot entrance
would be installed due to logistical problems of locking and unlocking, etc. Ve felt that
it could also lead to increased vandalism from people trying to get into the park when
the chain was pulled across.
The Commission decided to budget in 1988 for a sign(s) for Central Park to instruct
coaches to clean up the grounds after games and practices. LeTendre will contact the
coaches for this season by phone.
Motion byAppel to recommend to the council that in Article 4 - 42 the P &Z give the
developer a copy of' the P &R comprehensive master plan (85" x 11" map) to indicate
where dedicated park property should occur to fit within the park system. Somewhere
within Article 43, before the preliminary plat goes to P &Z for approval, the developer
will appear with a proposed grading plan at a P &R meeting. The P &R will make a
recommendation to the P &Z in writing at their preliminary plat approval hearing.
Second by LeTendre, unanimously approved.
LeTendre introduced the idea of a program supervisor for Community Education for Lino
Lakes, Circle Pines, Lexington, East Blaine and Centerville; Centennial School District
*12. The proposed budget will include 59,000 per year for salary. The Commission
agreed to potentially budget up to $500 for 1988 if the program is initiated.
Pelton will write a letter to the Hockey Association to solicit funds for lights for the
Central Park rink.
The Commission worked out apreliminary 1988 budget. (see attached)
The preliminary agenda for August will include:
Update on Central Park move (please make a site visit before attending the August
meeting).
Tennis court update,
Hockey Association funding response,
Appoint budget hearing attendant,
Dist. *12 Program Supervisor update
Motion by LeTendre to adjourn at 1030 p.m., second by Appel, accepted unanimously.
