Present: Carol Pelton Cindy Paschke Leon L'Allier, Council Liaison Gerald LeTendre Steve Appel The meeting was called to order by Pelton. Correction to the April 14th minutes page one paragraph four to include the sum of $2000 in the Center Oaks II park dedication motion. Appel made a motion to accept the minutes with the above correction, second by LeTendre, motion carried unanimously. P & R reviewed the City Council minutes, and discussed their decision on Center Oaks II park land dedication (page four, paragraph four). It was suggested that P & R send representatives to the May 13th City Council meeting to promote the cause of park land in Center Oaks II. LeTendre and Pelton will represent P & R at that meeting. The treasurer reported that to date, $1000 has been spent from the P & R budget. The exact listing of disbursements are being recorded by the treasurer. The treasurer requests from the City Clerk a list of disbursements from January 1 -14 and (larch 1 -11. It was discussed that the Lawcon report was sent in on time,so now P & R needs to wait for the inspections, and the final decision in the fall. LeTendre made a motion to recommend that Lot 13,minus 10 feet to be added onto Lot 12, plus the land along the creek with a minimum of 35 feet be the park land dedication, instead of the 20 foot easement to save the developer the expense of replatting, second by Paschke, motion carried unanimously. P & R discussed having the Lions work with them, and through them,to develop the warming house and skating facilities in Central Park. The Lions have stated that they will make a cash donation plus labor and equipment towards the building of the warming house. Pelton will attend their Thursday meeting when they are going to discuss the size of the warming house. P & R requests that the building plans be approved by them. P & R also requests that the City Clerk contact the inspector in regards to the sewer, and a building permit for the warming house to be built in Central Park. It was also mentioned that the lights are leaning on the south end of the existing hockey rink. P & R will be sending a letter to Dave Lutz stating that he needs to contact Dan Tourville for the extra mowing of the soccer field in Central Park, and that he should request Dan Tourville to give him a separate billing of the mowing since the Soccer Association will be picking up the added expense up to $200. P & R requests the City Clerk to contact the Metropolitan Mosquito Control for their services in regards to the problem with mosquitoes and wood ticks in Central Park. P &.R stated that if Metropolitan Mosquito Control is a free services, they request the City Clerk to have them respond immediately. If there is a charge for the services, they will be contacted at a later date. At the next P & R meeting, Koch will report on the response from the rink attendants believed to still be holding keys. In regards to the park dedication of Centerville Heights, Pelton will graphically represent the park dedication land that would connect Royal Meadows Park, the proposed Clearwater Creek Trail, Centerville Elementary School property, and the proposed L'Allier Estates II park land, acquiring the minimum amount of land, and preserving the natural feature of the windbreak. The intended use of the trail would be for hiking, biking, and crosscounty skiing. The graphic representation of the land, the percentage of land and supplemental cash in lieu, not to exceed 10%, will be supplied to P & Z . Appel made a motion to recommend to the City Council that a developer attend the P & R meeting with a proposed grading plan when his development is being discussed, and that the developer contact P & Z (who will have been given P & R's comprehensive plan), then P & R, and then the City Council for final approval, second by LeTendre, motion carried unanimously. Jerry Jolly of the Waterworks Bar, contacted P & R to make reservations for softball tournaments on 'iay 30 - 31, June 20 - 21, July 25 - 26, and August 8 - 9. His work phone number is 774 -9207, and he works Friday, Saturday, Sunday, and Monday nights. His home phone number is 778 -1846. P & R requests the City Clerk to give a copy of the policies when the liquor permit is issued, and that a copy of the liquor permit be given to the police the week before the tournament, specifically ;iay 33 - 31. Paschke made a motion to recommend to the City Council that they make a policy of charging $200 for field use per weekend of tournament, and that $10 per man per hour will be charged from the $200 refundable damage deposit if necessary. Nonprofit organizations will be reviewed on a per case basis for exemption from fees. Other tournament policies are to remain in effect, second by LeTendre, motion carried unanimously. lotion to adjourn at 9:40 P.M. by LeTendre, second by Appel, motion carried unanimously.
