Park & Recreation Meeting
Tuesday, April 14, 1987 - 7:00 P.M.

The meeting was called to order by Pelton. A motion was made by
Koch to accept the minutes of the March 10th meeting, second by
Appel,motion carried unanimously.
The Park and Recreation Committee addressed the Planning and Zoning
and City Council minutes. Business discussed from the minutes
included using names of some of the French settlers from this area
when considering names for parks, roads, etc.
The financial report from the treasurer disclosed that the Park &
Recreation committee had $1000 more than was included on the budget.
Koch made a motion to put the $1000 into a long term capital
improvement fund for a warming house or for moving the rink, second
by Paschke, motion carried unanimously. The treasurer also stated
that Park & Recreation has $2200 in savings, $1242 in two
certificates, and that any money in the budget not in long term
capital improvements,not spent in any given year,goes in the general
fund.
LeTendre made a motion to accept Center Oaks II park dedication
land upon making the north end more rectangular shaped by running
the lot lines more parallel, and straightening the lots, and grading
the north and south end to maintain sufficient top soil plus seed
money, second by Appel. aye - Paschke, Pelton. nay - Koch.
Park & Recreation felt that this park would serve area residents
who are quite a distance from Central Park. This proposal also
fits into the tentative park plan.
Upon reviewing the letter written by the City Clerk to the Park &
Recreation Committee, Park & Recreation agrees that payment approval
is not feasible but requests that the City Clerk send receipts and
disbursements to Appel and Pelton. Koch made a motion to have the
council break out the hours by the city workers for the Park &
Recreation Committee, second by LeTendre, motion carried unanimously.
Bob Mann, Tony Rehbein, and David Chu have not turned in their keys
for the warming house. Koch will call to remind them. Park &
Recreation would like a $20 deposit on keys given out to coaches
and rink attendants,next year. Park & Recreation requests that
the City Clerk askha"/torney if rink attendants would fall under the
minimum wage policies.
LeTendre made a motion to add an F to long term capital improvements
for tennis court general repair with a total of $1200, and leave
$300 in C under park maintenance, second by Appel, motion carried
unanimously. LeTendre made a motion to appropriate $200 to repair
the cracks and remove the woody material in the tennis courts,
second by Paschke, motion carried unanimously.

Orville Hughes, one of the city workers, informed the Park &
Recreation Committee of business they had been attending to
concerning the Park & Recreation committee. Mr. Hughes discussed
the opening of the tennis courts, transplanting trees in Royal
Meadows(which involued two city workers for four hours), and
the building of a proposed sandbox in Royal Meadows. Mr. Hughes
also informed the Park & Recreation Committee that one set of
bases were never returned from last years baseball season. He
suggested that we find another area to keep the bases. It was
suggested that Park & Recreation get a metal box to keep out at the
ball field, and the coaches or umpires would have the keys to the
box. Park & Recreation decided they would need to check out the
keys at the beginning of the season, and make sure they were turned
in at the end of the season. Park & Recreation requests that
the City Clerk send a copy of the minutes to Mr. Hughes. The
Park & Recreation Committee also requests that the city workers
contact one of the Park & Recreation members before working on a
project.
Dave Lutz from the Chiefs Soccer Association, would like to use
the soccer field at Central Park. He proposed that the association
would cut the lines and paint them,along with providing the materials
and goal posts. LeTendre made a motion to accomodate the Chiefs
Association with the soccer field and that the Chiefs would pick
up the added mowing cost of $10 -15 per mowing not to exceed $200,
second by Koch, motion carried unanimously. Dave Lutz stated that
he needed to know the dates on which the field was mowed, and that
he needed the field to be mown on request. Dan Tourville will be
advised of the Soccer Association arrangement. Dave Lutz telephone

Koch made a motion to contact the City Attorney to clarify Article
2 section 21.02 regarding a land dedication fee for each building
permit issued by the city, second by LeTendre, motion carried
unanimously.
Park & Recreation Committee will meet April 22 at 7:00 P.M. to
work on the five year park plan: It was suggested that the five
year plan upon completion be given to the City Council to look over.
Motion to adjourn at 10:30 P.M. by Koch, second by Appel, motion
carried unanimously.
