PARK AND RECREATION MEETING
Tuesday, August 12, 1986 7:00 P.M.

Meeting was called to order, The Committee welcomed City Council
Members Wilharber, Robischon, and Fritchie, City Clerk Gonsior, Tom
Tourville, and Maureen Asleson, The July 8, 1986 minutes were accepted
with the deletion of the sentences that read The Council had not conferred
with the P&P, C.omitte.e about this decision. Further it has not announced
this decision to the Committee, rather members heard about it through
word of mouth." The motion to delete the sentences was made by Floyd,
seconded by Larry, and passed 2 to 1.
Discussion followed to clarify the intent of the City Council regarding the
P&P budget and fund. The Council explained that the budget was seperate
from the fund, being monies distributed from the general fund specifically
for P &R operation. The fund is an account of park dedication fees.
Currently the fund has a deficit of about $13,000.00, the result of the
aquisition and improvement of Central Park, The intent of the Council was
to use all incoming park dedication fees, as well as a portion of the yearly
budget, to further reduce the fund deficit.
The P &P Committee felt that the exclusive use of park dedication fees for
debt reduction was limiting to the efforts of the Committee to make park
irnorovernents and not nessessarily in the spirit of the intention of the
tees. Floyd mace a motion to recommend to the Council i.hat 505 of poi k
dedication fees be used to reduce the fund deficit and the remaining 50%
be used for park improvements. The motion was seconded by Carol and
passed 3 to 0.
Under "Old Business" the Committee discussed the park dedication fee and
compared it to surrounding communities' fees. A motion was made by
Floyd to recommend to the Council to raise the park dedication fee to
$150.00 (from $50.00) per new housing unit (leaving all other text and
amounts as is), Carol seconded the motion and it passed 3 to 0. •
The Committee decided to continue to maintain beer permit fees at $25.00
plus $5.00 per day. There was discussion about charging a fee for use of
the ball fields, but it was decided that would not be done at this time.
Under "New Business" the Committee decided to hold a special meeting on
Tuesday August 19 at 7 p.rn. to prepare the 1987 P &P, budget. Debbie was
to be asked to compile 1986 expenditure records by the 19th. Dan
Tourville suggested the Committee start a requisition ledger and receipt
system.
The Committee decided to reschedual the September meeting for the third
Tuesday, Sept. 16, as election primaries are held the second Tuesday.
The Committee decided to have the satellite removed from Central Park on
Sept. 1, 1986,
Dan Tourville reported that the snow fence at Central Park needs repair,
and that there is erosion damage behind the backstop and wing fence at the
north diamond. 1 also noted that the wood on the benches need repainting.
He suggested that "Roundup" be used under the bleachers and benches at the
ball fields.
Robischon suggested that we replace the snow fence w ith a plywood fence

sold to cover the cost of the new fence and perhaps generate additional
revenue. He said that other cities have done this, charging $40.00 per half
sheet and $30.00 for a full sheet of plywood. The Committee thought that
this was an idea worth looking into.
The Committee discussed setting up the little league schedule for games
and practices with preference for local teams.
Leon reported that a 6" well has been dug in Central Park by the Lions, the
motor is to be installed shortly.
In other business the Council and Committee agreed that better
communication was needed between them, and the Committee recommends
to the Council that there be a rotating laison from the Council at each
months meeting.
Debbie asked that she receive direction from the Committee for each
months agenda.
