HomeMy WebLinkAbout1992-04-01 Minutes Minutes from the April 1, 1992 Centerville Parks and Recreation Committee meeting. The meeting was called to order at 6:45 p.m. by Chairperson Dixon. Present were Dixon, Drilling, Larson, Navin and Reisdorfer. Reviewed minutes from the March meeting, Reisdorfer made motion to approve minutes, Dixon seconded the motion. Motion carried unanimously (Larson abstained). The committee welcomed its newest member Dale Larson to the committee. City Council member Carol Pelton made an appearance to discuss upcoming Arbor Day activities. Ms. Pelton exhibited a flyer that will be passed out proclaiming the activity to help plant trees in the Centerville park system. Pelton informed the Committee that the planting of trees will be moved from the originally planned site of Watertower Park to the trail around Royal Meadows. Committee member Navin raised a question concerning set back requirements the city would have to adhere as homeowners do. Does the City of Centerville have such set back requirements for shrubs, tress, etc.? City clerk to advise. The committee thanked Ms Pelton for her efforts. Centerville's North Metro Rec(NMR) member, Pat Turgeon, appeared before the committee for an update. Ms. Turgeon reported that the NMR had their first meeting in February and Turgeon was elected chairperson. The NMR placed an ad for a Parks & Rec Coordinator and planned on hiring candidate Kimberely Bergmann. Turgeon invited the Committee to come and meet Bergmann April 21 at the Lexington Fire Hall at 7:00 p.m. Drilling and Navin raised questions concerning the coordinator's duties and the NMR mission statement /objectives. Turgeon responded by saying that a budget for the NMR will be provided to the city councils by May. Turgeon also felt the goals and objectives of NMR will be established by Bergmann after she conducts a needs assessment. Drilling stated that the Centerville Parks & Rec Committee rust be kept informed of the NMR activities. Navin suggested that Turgeon appear at least quarterly. Turgeon will return for the June 3 meeting. OLD BUSINESS Navin presented findings concerning using a tree spade for moving trees from the site of the new fire hall. Initial findings revealed that it will cost approximately $40 -60 a tree. The committee would like to do an inventory of the number of trees to be used. Navin is to contact Council Member Pelton so that she may accompany Navin, Larson, Drilling, and Reisdorfer to the site to conduct an inventory. Bids were reviewed that were received to repair the hockey rink lights. The bids were: > Muska, no interest in the job > White Bear Electric, $4050 > Rivard, $4349 The committee expressed their surprise at the high cost. Reisdorfer made motion to thank Orville Hughes for obtaining bids as well as to seek bids on the cost of replacing the lights all together. Navin seconded the motion, the motion carried unanimously Water Tower Park will be the site of new playground equipment when on April 25, 1992 volunteers from the city will assembly the equipment, Drilling reported. Furthermore, Mike McGreedy from the playground equipment company will be present for 8 hours to direct the assembly. Drilling covered the tool list and will contact O. Hughes on use of city tools. Larson is to contact the playground equipment company about the delivery of the equipment. Discussion turned to the city memo of 3/31/92 concerning Committee Member Larson. The Parks and Recreation Committee recognizes Larson to be a paid city employee on April 25, therefore his pay is to come from the general fund. Item 4 tabled Item 5 tabled Xmas Tree Chips. Lake Sanitation took trees and will bring back chips, however, amount of chips are not really worth the effort to bring back. City will continue to try getting chips from NSP. Orville Hughes reported that a party wished to purchase the old sweeper (used for cleaning the ice rinks) for $20. Navin questioned the method of disposing /selling of city equipment to avoid any perceived conflict of interest. Committee felt based on the value of the equipment in question, the principle was of minor contention. Reisdorfer moved to approve sale of sweeper for $20, Dixon seconded the motion. Ayes; Dixon, Drilling, and Reisdorfer. Nay, Navin. Abstaining, Larson. NEW BUSINESS Navin presented bids gathered for the timbers and sand for Watertower Park. Of the three yards called, Howard Lake Lumber, Hugo Inter- state, and Rum River Lumber, Howard Lake was the cheapest. For sand, approximately 140 yards cubed, Arsenal Sand of Lino Lakes was lowest. RJ Trucking and Schifskys were the other two bids for sand. Committee wanted to know about washed sand vs regular sand. Navin was to explore this concern further and report back to the committee. It was discussed by the committee to try and have a rep of the committee meet the new NMR Coordinator on April 21, 1992. Reisdorfer mentioned that he advised the city to collect a $150 deposit from any organization that wished to have access to the bathrooms at Central Park. Meeting adjourned at 9:05 p.m.
