Home My WebLink About1992-03-04 Minutes Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, March 4, 1992 at the City Hall. Chairperson called the meeting to order at 6:55 p.m. Present: Drilling, Navin, Reisdorfer. MINUTES Motion by Reisdorfer, second by Drilling to approve the February 5, 1992 meeting minutes with the following corrections: Page 2, Paragraph 5 Now Reads: "Chairperson Drilling asked Weber Electric.. Amend to Read: "Chairperson Dixon asked Weber Electric..." Page 4, Paragraph 7 Now Reads: "Motion by Drilling, second by Reisdorfer to request that any one on the City Council or Administration Staff that is making decisions that effect the Park and Recreation Committee, that the Park and Recreation Committee be informed, even if it is something that has been done before with out Park and Recreation Committee's knowledge, motion carried unanimously." Amend to Read: "Motion by Drilling, second by Reisdorfer to request that any one on the City Council or Administration Staff that is making decisions that effect the Park and Recreation Committee, that the Park and Recreation Committee be informed, even if it is something that has been done before with or without the Park and Recreation Committee's knowledge, motion carried unanimously." motion carried unanimously. APPEARANCES Carol Pelton, City Council Member Carol Pelton, City Council member, was in attendance to update the Park and Recreation Committee as to where the trees will be planted in the Water Tower Park on Arbor Day by the Centerville Elementary third graders. Park and Recreation Committee Meeting Minutes March 4, 1992 page two The Park and Recreation Committee directs the Clerk /Administrator to direct the Public Works Director to work with Council member Pelton in preparing the soil for planting and follow up maintenance. OLD BUSINESS Trees at the Proposed Municipal Facility Site Council member Pelton mentioned again about the Park and Recreation Committee transplanting the trees from the proposed municipal facility site to the City parks. Committee member Navin will contact tree transplanting companies for pricing, picking out the trees with Council member Pelton's help and make recommendation as to where the trees should be planted. Lights at the Hockey Rink Motion by Reisdorfer, second by Navin to direct City Staff to obtain bids for the lights at the hockey rink; Based on the Rivard Electric proposal, the Park and Recreation Committee would like similar bids and - bids not using our current equipment (new lights and brackets with the old posts), motion carried unanimously. A copy of the Rivard Electric proposal is on file with the City Hall. p1av&round Equipment Motion by Navin, second by Reisdorfer to set the April 25, 1992 as the installation date for the playground equipment at the Water Tower Park; - each of the Park and Recreation Committee members are to recruit one (1) resident to help with the playground equipment installation; - Committee member Navin will obtains bids for timbers and sand, motion carried unanimously. Budeet Line items Motion by Reisdorfer, second by Navin to table discussion of a the line item budget until: - determination of the exact amount of fund carry overs and park dedication fees; - and the dollar amount of maintenance to be removed from the Park and Recreation budget; - Committee member Reisdorfer is to be the Financial Liaison, motion carried unanimously. Park and Recreation Committee Meeting Minutes March 4, 1992 page three Tax Tncrement Financing The Park and Recreation Committee would like the Clerk /Administrator to advise as to the following with regard to Tax Increment Financing funds: 1) How much money is available for trails /sidewalks? 2) When would the funds be available? 3) When can such funds be used? North Metro Recreation Commission Motion by Dixon, second by Drilling to have City Staff contact Pat Turgeon, Chairperson North Metro Recreation Commission, and ask that she appear before the Park and Recreation Committee to update and discuss current issues, motion carried unanimously. Christmas Tree Chips The Park and Recreation Committee would like Orville Hughes, Public Works Director, to update the Committee on the chips from Lake Sanitation. Chiefs Bonner The Park and Recreation Committee would like the City Staff to contact the Soccer Club to inform them that it is okay to use the field at Central Park, but that the Chiefs Soccer Club advise as to the following: 1) A schedule as to when it will be used and thus available for other organizations; 2) If they would like a key for the bathrooms, a deposit is required; 3) They are responsible for marking the fields. It appeared that the none of the Park and Recreation Committee members have the time at this point to participate. Discussion will continue at the next meeting. Appointment of Dale Larson to Park and Recreation Committee Motion by Reisdorfer, second by Dixon to recommend to the City Council that Dale Larson be appointed to the Park and Recreation Committee, motion carried unanimously. Farthkeepers. Tnc Regarding the request from Earthkeepers, Inc. to proclaim April 25, 19992 as Earth Day, the Park and Recreation Committee turns this over to the City Council with no recommendation.
