Home My WebLink About1992-02-05 Minutes Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Wednesday, February 5, 1992 at the City Hall. Chairperson Dixon called the meeting to order at 6:50 p.m. Present: Reisdorfer, Drilling. Absent: Navin. MINUTES Motion by Reisdorfer, second by drilling to approve the December 5, 1991 meeting minutes, motion carried unanimously. Motion by Reisdorfer, second by drilling to approve the December 11, 1991 special meeting minutes, motion carried unanimously. APPEARANCES Orville Hughes, Puhlin Works Director - Lock at Warming House Orville Hughes, Public Works Director appeared before the Park and Recreation Committee to discuss an apparent problem of unknown persons getting into the warming house and messing things up, leaving it open and the heat on. Discussion on the locks being re- keyed: - Furnace and garage - 1 key - Concession - 1 key (no kids allowed to have key) - 5 masters for all doors, sign out for rooms kids; masters given Orville Hughes, City Hall and Neil Reisdorfer. - Re -key, "do not copy" written on keys, numbers on them. Approximately $200.00 cost. - Keys will be checked out by group using it and rink attendants - deposit required by group - fee will be how much it costs to re -key. - Orville Hughes will find out the price to re -key. It was discussed that a policy should be set that if key is lost by Rink Attendants, they should be responsible for covering the cost for the re- keying. Motion by Reisdorfer, second by Dixon to authorize the public works department to re -key the building at Central park, motion carried unanimously. Christmas Tree Chips Orville Hughes, Public Works Director, appeared before the Park and Recreation Comittee to discuss the chipping of the Christmas trees by Lake Sanitation. The Christmas trees were carried away by Lake Sanitation, no chips were returned. The chips that are at the Water Tower Park are from Northern States Power. Mr. Hughes noted that he would take care of the tree problem with Lake Sanitation. Park and Recreation Meeting Minutes February 5, 1992 page two Motion by Dixon, second by Reisdorfer to direct the public works department to put wood chips on the trail south of Fox Run, motion carried unanimously. Game Machine at Central Park Building Chairperson Dixon will have the game machine removed. OLD BUSINESS Lights at Rink - Central Park Chairperson Dixon noted that Rivard Electric will replace the bulbs by Thursday, February 6, 1992. Rivard Electric is not going to hang any lights. After the bulbs are put in, Rivard Electric will give a quote for the brackets and hanging. The Park and Recreation Committee would like to direct City Staff to write a letter to Rivard Electric requesting a firm price quote and date of completion for the brackets and hanging of the lights. The work is not be started until it has been approved by the Park and Recreation Committee. Chairperson Drilling asked Webber Electric for a quote, but they would not do it unless the City waived liability for the lights and hanging. Agenda Ttems for the next meeting: Lights at Hockey Rink City Staff is request to make up a general letter asking for bracket and hanging bids for other electric companies. APPEARANCES Orville Hughes, Public Works Director - Bathroom Bricks need to be Sealed Orville Hughes, Public Works Director, noted that the bathroom bricks at the Central Park building need to be sealed. This would be a summer project. It would require at least two gallons per bathroom at a cost of approximately $15.00 per gallon. Carol Pelton, City Council member Council member Pelton appeared before the Park and Recreation Committee regarding the possibility of consolidation of the cities of Centerville and Lino Lakes. Council member Pelton would like the Park and Recreation Committee to prepare a written Park Master Plan that would be part of the City's Comprehensive Plan. The City of Centerville may have more say in park development if Centerville and Lino Lakes were to be consolidated if there is a plan. The Park and Recreation Committee should consider buying as much park land as possible now to ensure Park and Recreation Meeting Minutes February 5, 1992 page three Centerville Park consideration. Ms. Pelton offered her previously prepared park plan as a jumping off point. The specifics could include: - City map showing existing and proposed parks and what is planned in each one. - Formalize the plan and have the City Council adopt it in the Comprehensive Plan; - bring to the City Council meeting, - Text describing it, - The plan should also be verbalize also, - Park Acquisition. AEenda Ttems for Next. Meeting To direct City Staff to prepare a list of each park in the City and what the Park and Recreation Committee has proposed for improvements. Carol Pelton will come back to the March meeting to discuss the seedling program. OLD BUSINESS Waterworks Bar - Request for Ballfields Motion by Reisdorfer, second by Dixon to direct City Staff to inform the Waterworks Bar that one baseball field will be allocated to them, Monday through Friday in the evening contingent upon: - that the first time the police are called due to alcohol, the privileges of using the ballfield will be suspended; - if bathroom access is desired, a key can be provided for a deposit fee, motion carried unanimously. Playground Fauinment - Water Tower Park A representative from Earl Anderson will be invited to discuss the ordered Water Tower park playground equipment. NEW BUSINESS Trees at Almendinger Property - Proposed Municipal Building Site Council member Pelton updated the Park and Recreation Committee on the trees located at the proposed municipal building site. If the Park and Recreation Committee would like to transplant the trees, the money for transplanting would come from their budget. Ms. Pelton suggested contacting Martin Asleson and /or Russell Almendinger. Park and Recreation Meeting Minutes February 5, 1992 page four The Park and Recreation Committee appeared to be interested in transplanting the trees. Ms. Felton noted that the ground breaking could be in April /May of 1992. The trees located in the first portion of the property are up for grabs. The Park and Recreation Committee could contract out the transplanting of the trees. Agenda Ttem for Next Meeting Go to proposed municipal building site and mark trees for possible transplant. User Fees for Use of Facilities It appeared to be the consensus of the Park and Recreation Committee members present that a user fee would not be charged at this time, except for tournaments, but will be reconsidered if there appears to be a problem with vandalism. Deposits will still be in effect. Metropolitan Mosquito Control District Contact. Person Motion by Reisdorfer, second by Dixon to recommend to the City Council that Mike Navin be appointed as Centerville "s representative to the Metropolitan Mosquito Control District , motion carried unanimously. Park and Recreation Activities Motion by Drilling, second by Reisdorfer to request that any one on the City Council or Administration Staff that is making decisions that effect the Park and Recreation Committee, that the Park and Recreation Committee be informed, even if it is something that has been done before with out Park and Recreation Committee's knowledge, motion carried unanimously.
