Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Thursday, December 5, 1991 at the City Hall. Acting Chairperson Drilling called the meeting to order at 7:10 p.m. Present: LeTendre, Navin, Reisdorfer. Absent: Dixon. MINUTES Motion by Reisdorfer, second by Navin to approve the November 7, 1991 meeting minutes, motion carried unanimously. OLD BUSINESS Skating Rink Committee member Reisdorfer will handle the hiring of the rink attendants. One attendant will be designated as a Head Attendant, possibly Ryan Houle. Motion by Reisdorfer, second by LeTendre that the pay for the rink attendants be $4.25 per hour; and that the Head Rink Attendant be paid $4.75 per hour, motion carried unanimously. The Park and Recreation Committee would like the Clerk /Administrator to advise of what is needed by contractors as far as insurance to do work for the Park and Recreation Committee. Motion by Reisdorfer, second by Navin that when Committee member Reisdorfer is setting up the skating hours, that open skating will not be designated on the hockey rink because the pleasure rink has been expanded and the ice will be kept up, motion carried unanimously. Budget The Park and Recreation Committee members reviewed the status of the 1991 budget versus expenditures. It appeared to be the consensus that at times expenditures are being made without majority approval of the Park and Recreation Committee. The Park and Recreation Committee would like the Clerk /Administrator to advise if it is possible to receive each month a report of all bills paid for the Park and Recreation Committee activities during the prior month. Motion by Drilling, second by LeTendre that all future expenditures over $100.00 must have Park and Recreation Committee approval prior to the expenditure; - and expenditure over $500,00 must receive bids prior to Committee approval, motion carried unanimously. P &R Meeting Minutes December 5, 1991 page two Tree Farm Fund Raiser Motion by Reisdorfer, second by Drilling that prices for the Centerville Tree Farm Fund Raiser Concession Stand shall be as follows: - Hot Dogs $1.00 - Pop $ .50 - Hot Chocolate $ .50 - Candy $ .50 motion carried unanimously. Water Tower Ptavground Equipment Tabled. Hockey Rink Lights Tabled. Hiring o f a y for Pa k and R e Lion Commit+ M t Motion by Navin, second by Reisdorfer that unless a volunteer is found to take the meeting minutes at the Park and Recreation Committee meetings, the current system of alternating members will continue, motion carried unanimously. NEW BUSINESS Special Meeting Motion by Drilling, second by Navin to schedule a special meeting to be held on Wednesday, December 11, 1991 at the Central Park Building at 7:00 p.m. to discuss the December 5, 1991 tabled issues, motion carried unanimously. Sub-Committees The Park and Recreation Committee plans to break down its responsibilities and have a Park and Recreation Committee member be responsible for (chair) each. The following is a list of potential categories: - Nite Golf Fund Raiser - Tree Farm Fund Raiser - Central Park Rinks - Water Tower Park Improvements - City Celebration - Treasurer - Maintenance - Baseball Fields These will be addressed at the February 1992 meeting. Committee member Navin will be responsible the Tree Farm Fund Raiser. Committee member Reisdorfer will be responsible for the Central Park Skating Rinks. • F&R Meeting Minutes December 5, 1991 page three Scheduled Meeting Dates Tabled. Trine Lakes Rink Use Request Park and Recreation Committee Reisdorfer will work with the Clerk /Administrator to answer the following: 1) What is the City's liability situation in a allowing Lino Lakes to use the rink; 2) Request that Lino Lakes be contacted to find out: a) Are Centerville residents participating? b) How are their fees used? c) Do all teams pay fees or just non - residents teams? The Park and Recreation Committee has already committed the hockey rink to the Centennial Hockey Association as follows: - Monday 5:00 p.m. - 7:30 p.m. - Tuesday 5:00 p.m. - 9 :00 p.m. - Thursday 5:00 p.m. - 9:00 p.m. ADJOURN Motion by Drilling, second by Reisdorfer to adjourn the meeting, motion carried unanimously.
