MEETING OF NOVEMBER 07, 1991
Steve called the meeting to order at 7:08 p. m.
OLD BUSINESS:
Neil moved to accept the minutes from the last Park & Rec meeting, Steve
seconded the motion. Motion passed unanimously.
Nite Golf; Jerry reported about the Nite Golf Tournament. Jerry felt that
certificates would be in order for all businesses contributing gifts. City
employees would be requested to the printing (calligraphy) of the
certificates.
Ice Rink Equipment; There was a brief discussion concerning the sweeper for
cleaning the ice rinks. Jerry moved that Dry purchase the "like new"
sweeper for $500. Neil seconded the motion. Motion passed unanimously.
NEW BUSINESS:
Two interested applicants for the ice rink attendant positions appeared
before the committee, Earl Smith and Doug Peterson. Phone numbers are 426-
4860 and 429 -7370, respectively. The committee indicated they would note
their interest and contact them at a later date concerning a formal
application.
Further discussion on the subject of hiring rink attendants ensued after
Earl and Doug left. Since Doug does not turn 16 until early January, the
committee would like the city clerk to advise concerning laws regarding
employment of minors under the age of 16.
Neil made the motion for the city to advertise for the position of the rink
attendants (including cable channel). Senior Citizens would be encouraged
to apply. Jerry seconded the motion. Motion passed unanimously.
The Park & Rec concession stand at the tree farm was discussed. Mike
voiunteerad to rnordinate the function. Jerry moved that Mike be
responsible for the annual tree tarm fuud stand. Neil seconded the motion.
Motion passed unanimously.
Chairman Dixon reported on the situation concerning the hockey rink lights.
Rivard Electric has been contacted to assist in repairing these lights.
More information concerning cost will be forthcoming.
Discussion moved to the subject of a recently broken window in the warming
house. Jerry moved that the committee study the feasibility of installing
security lights at the warming house. Neil seconded the motion. Motion
passed unanimously.
Neil moved to close the meeting at 8:50 p. m. Jerry seconded the motion.
Motion passed unanimously.

APPOINTMENTS
Michael Navin. 7197 Brian Drive, Park and Recreation Committee
Member
Motion by Dixon, second by Reisdorfer to recommend to the City
Council the appointment Mike Navin, 7197 Brian Drive, to the Park
and Recreation Committee, motion carried unanimously.
Patricia Turgeon. 7289 Centerville Road, North Metro Recreation
Commission Representative
Motion by Reisdorfer, second by Dixon to recommend to the City
Council the appointment of Patricia Turgeon, 7269 Centerville
Road, as Centerville "s Representative to the North Metro
Recreation Commission, AYE - Dixon; AYE - LeTendre; AYE -
Reisdorfer; NAY - Drilling, motion carried.
Pursuant to due call and notice thereof the Park and Recreation
Committee of the City of Centerville held their regular meeting
on Thursday, October 3, 1991 at the City Hall. Chairperson Dixon
called the meeting to order at 7:05 p.m. Present: Drilling,
Reisdorfer, LeTendre, Navin.
Motion by LeTendre, second by Drilling to approve the August 13,
1991 meeting minutes, Aye - LeTendre; Aye - Drilling; Aye -
Reisdorfer; Abstain - Dixon; Abstain - Navin, motion carried.

1991 meeting minutes, Aye - LeTendre; Aye - Drilling; Aye -
Reisdorfer; Aye - Dixon; Abstain - Navin, motion carried.
APPEARANCES
Jim Warnest. Pat Mahr - Centennial Little Teague
Jim Warnest and Pat Mahr representing the Centennial Little
League appeared before the Park and Recreation Committee to
discuss the use of the baseball fields for next year. It was
noted that the Centennial Little League would like to use both of
the fields next year. The Centennial Little League would need to
use the fields four (4) nights per week from 5:45 p.m. until
dark, Monday through Thursday. The little league would also be
practicing at 4:00 p.m., but did not request the. use of the
fields. The Centennial Little League would be using the fields
from May 2, 1991 until July 1, 1992. There are fifty -five (55)
children from Centerville participating.
The Centennial Little League offered to help with money for
improvements and /or volunteer labor.
Warren Tester, Centennial School District Director of Business
Affairs, will be notifying the Centennial Little League about
utilizing the school's fields sometime.

Landscane Structures - Plavaround Equipment Sales - Water Tower
Park
Playbooster Aluminum appears to be the best playground equipment.
Playbooster Aluminum is constructed of aluminum with an outer
core of different material. Aluminum is low maintenance.
Redwood is 15% cheaper but requires more maintenance. The
playground equipment is manufactured in Delano. The playground
equipment could be picked up by the City, as the salesman felt it
would fit into the City truck, if the Park and Recreation
Committee would like to save the freight costs.
The following were discussed from Landscape Structures Catalog:

Installation
$250.00 a day for a foreman directing volunteers.
Would require five (5) volunteers.
A sand box was discussed. The sand box would require twelve (12)
inches of sand and two (2) six (6) by six (6) cedar /redwood
timber boards.
Insurance /Guarantee /Liability was discussed. Landscape
Structures offers a ten (10) year guarantee on the posts, etc.
This is an industry standard guarantee.
The delivery /shipment time is thirty (30) days.
It was noted that starting January 26, 1992 every playground must
have the following:
- transfer points onto equipment from a wheelchair and
back to wheelchair;
- wheelchair path to equipment
There could be a 3 -4% price increase if ordered in 1992.
The Park and Recreation Committee is to send an itemized list of
desired future equipment and receive a plan for the playground
equipment. The Park and Recreation Committee questioned if they
could order the equipment now and build it later.
The Park and Recreation Committee would like Landscape Structures
to provide prices for:
Model Number 9178, with handicapped accessible adjustments,
(Six person swing), for the first year.

Motion by Reisdorfer, second by LeTendre to direct City Staff to
write a letter to Pat Mahr, Centennial Little League, advising
the following:
"At this point the Park and Recreation Committee can
only allocate one (1) field. The Park and Recreation
Committee would like to know, in writing, which days of
the week and times the Centennial Little League would
like to use the field by December 1, 1991. The Park
and Recreation Committee is also requesting
notification from the other users. There may be a
possibility of the use of the second field depending on
the other requests,
motion carried unanimously.
It was requested that the Park and Recreation Committee's
response be sent to:

The decision was based on two facts:
1) Adults do also use and have the right to use field (as
done in the past).
2) The number of Centerville students who use the field.
Motion by Reisdorfer, second by LeTendre to direct City Staff to
write a letter to the Waterworks Bar advising the following:
"Please send the Park and Recreation Committee
notification in writing by December 1, 1991 if you
would like to use the Centerville parks next season.
The Park and Recreation Committee would like to know
the days of the week, times, the number of fields that
would be required. If nobody else requests the fields,
the Park and Recreation Committee will re- examine the
Little Leagues use ",
motion carried unanimously.
OLD BUSINESS
Lite Golf Tournament.
Committee members LeTendre, Reisdorfer and Drilling will be
there. Chairperson Dixon is unable to attend.

Fences at Central Park
Motion by Drilling, second by Dixon to table discussion of the
fences for Central Park until the 1992 budget is final, motion
carried unanimously.

The Park and Recreation Committee would like to know what the
City Council is looking for. The Committee has worked on this
and is unsure as to what else the City Council wants to know.
Trail System Master Plan
The Park and Recreation Committee would like to know what the
City Council is looking for. The Committee has worked on this
and is unsure as to what else the City Council wants to know.
It was noted by the Park and Recreation Committee that the
residents of 7129 Brian Way that would like to have a sidewalk on
Main Street included in the Trail System Master Plan. The Park
and Recreation Committee feels this is the City's responsibility.
NEW BUSINESS
Ventilation at Central Park Building
Orville Hughes, Public Works Director, advised the Park and
Recreation Committee in a memo dated October 3, 1991 that the
park building is in need of a ventilation system.
The Park and Recreation Committee would like the Public Works
Director to investigate the what the options for ventilation are
prices for the Committee to discuss at their next meeting.
A copy of the Orville Hughes', Public Works Director, memo dated
October 3, 1991 regarding the ventilation of the park building is
on file with the Clerk /Administrator.
Central Park Building Vandalism.
The Park and Recreation Committee would like to have the lights,
one on each side, left on.
The Park and Recreation Committee would like for City Staff to
investigate to see if the damage is covered by insurance.
The Park and Recreation Committee would like for City Staff to
investigate the cost of lexon glass and if the it turns cloudy.
