HomeMy WebLinkAbout1991-04-18 Minutes Pursuant to due call and notice thereof the Park and Recreation Committee of the City of Centerville held their regular meeting on Tuesday, April 18, 1991 at City p 1 the zty Hall. Chairperson Dixon called the meeting to order at 7:05 p.m. Present: Drilling, LeTendre, R.eisdorfer, City Council Liaison Pelton. Absent: Downing. Motion by Dixon, second by LeTendre to approve the March 12, 1991 meeting minutes with the following corrections: - Page one, Paragraph four: Now Reads: "Are still looking into..." Amend to Read: We are still looking into..." - Page one, Paragraph seven: Now Reads: "The Park and Recreation Committee would like a name given to the park on Mill Road." Amend to Read: The Park and Recreation Committee would like the City Council to designate the City property on Mill Road as park property." - Page Two, Paragraph four: Delete: The Park and Recreation Committee would like to propose $1,000.00 for landscaping." motion carried unanimously. The Park and Recreation Committee is asking for a clarification on the idea of monies being allocated by the School District and County to acquire a lot and build a trail system onto the school's property. We have heard nothing on the subject at this point and would like the City to explain what steps have been taken in this matter. OLD BUSINESS State Outdoor Recreation Grant The Park and Recreation Committee would like the City to give them all the information needed to see what it takes to apply for grants. This should include any application packet which the City has on hand. Acquisition of the T,'Allier Estate Tot The Park and Recreation Committee would like the City to obtain an easement cost and a purchase cost of both Lots 7 & 14. Once this is obtained we can get a better idea of where we stand. The Park and Recreation Committee would also like the City to contact. Mr. Dan Kelley, Principal Centerville Elementary School, to see what help or assistance the school will be in this matter. P&R Meeting Minutes April 18, 1991 page two The Park and Recreation Committee would also like the City's assistance on obtaining information on what it would cost to build a bridge across Clearwater Creek. The Park and Recreation Committee would also like the City's assistance in determining any other funding possibilities which we have. At this point the Park and Recreation Committee favors Lot 7, as they feel it would fit better into our trail system scheme. Ten Anre Park Update No further information at this time. Bike Trail System The Park and Recreation Committee has no further information on the Bike Trail System at this time, but they are working on it. Park Equipment at the Watertower Park Prior to next meeting, Committee member Drilling will prepare a list of various types of park equipment, with their prices, for the Park and Recreation Committee to review and decide on what we want to put where, during 1991. As far as the fence around Watertower Park, the Park and Recreation Committee feels that the Park and Recreation Committee funds should not be used for such a fence. Although we feel that a fence is needed to protect the City property and keep residents away from such property, we do not feel that it is a Park & Recreation expenditure. Motion by Reisdorfer, second by Dixon to recommend to the City Council that although the Park and Recreation Committee feel that a fence is needed to protect the City property and keep residents away from such property, they do not feel that it is a Park & Recreation expenditure, motion carried unanimously. Park Maintenance Budget Moving to City Budget The Park and Recreation Committee needs a clarification from the City as to what they mean by park maintenance expenditures, before we make a determination as to what the dollar amount is that should be moved out of the Park and Recreation budget. One individual item discussed was that of mowing. Is mowing part of the park maintenance budget? If it is not, we would like the City to contact Dan Tourville for a bid on the 1991 mowing. Committee member Reisdorfer will discuss the above with the Clerk /Administrator. P &R Meeting Minutes April 18, 1991 page three City Festival Committee member LeTendre informed the Park and Recreation Committee that the Ball Tournament to be held during the City Celebration is to be a joint effort between the Lions Club and the Park and Recreation Committee. Also, we will need volunteers to assist in this function. NEW BUSINESS Arbor Day Arbor Day is on April 30, 1991. As like last year the Centerville third grade class is planning to plant trees in the Watertower Park. The Park and Recreation Committee agreed that it would be okay for them to do that again this year. Also, Committee member Drilling has been given authorization to purchase eight (8) Black Hills Spruce trees for the Arbor Day celebration, and have them planted by the same Arbor Day crew. Committee member Drilling will also call Bailey's Nursery to find out what can be purchased for their minimum of $500.00, order such plants and check with Russ Almendinger as to the price to purchase such plants for the Park and Recreation Committee at the Watertower Park. Ball Field Allocation • Chairperson Dixon will contact the Waterworks Bar to determine what days they would like to use our fields. Based on what he • concludes from this discussion, he will then contact the Centennial Little League and give them the details as to which nights and which fields they can use. Soccer Field It is okay for the Chief's Soccer Club to use the Central Park Soccer Field as was done last year. Damage Deposit & Fee at Central park The Park and Recreation Committee has considered whether it should charge the Little League, Soccer League and Waterworks Bar a damage deposit for use of the fields. At his point, we have decided to let things go as they are and implement a damage deposit fee only if we see that trouble is occurring at the park. Maintenance Request At this meeting a map was left of Watertower Park which designates areas that trees will be planted. We would like the City to direct Orville Hughes, Public Works Director, to rototill 498 M4 :wr. ifirAws of compost in these designated areas before April 29, 1991. We would also like Mr. Hughes to add six inches of mulch in the same areas by May 6, 1991. Also present was Liaisan Pelton. Minutes to the March 12th, 1991 meeting were reviewed, the corrections were as follows: 1. The fourth paragraph under old business begins the sentence with "Are still ". This should be corrected to read "We are still ". 2. The second paragraph under 1991 Budget which refers to $1000.00 for landscaping should be eliminated. Based on these revisions, a motion by Di.ekeen and seconded by LeTendre to approve the minutes.
