Committee of the City of Centerville held their regular meeting
at the City Hill on Tuesday, December 11, 1990. Chairperson
Dixon called the meeting to order at 7 :10 p.m. Present:
LeTendre, Drilling, Downing. Absent: Reisdorfer.
Motion by LeTendre, second by Downing to approve the November 13,
1990 meeting minutes, motion carried unanimously.
OTi) BUSINESS
Hiring Of Rink Attendants
The following candidates appeared before the Park and Recreation
Committee to be considered for rink attendants:
Ryan Houle 653 -1395 17 years old
Jesse Ristow 429 -1926 15 years old
Jay Smith 426 -4860 17 years old
Matt Brewster, 426 -9283, 17 years old, was absent due to school.
The Park and Recreation Committee hired Ryan Houle, Jesse Ristow,
Jay Smith and Matt Brewster as rink attendants.
The expectations of the position were told to the rink attendants
regarding the following:
- Machine care and operators
- Concessions
- Cleaning
- Security
- Drinking /drugs
- Schedules
Chairperson Dixon will get a copy of previous rules, and a
special meeting may be called to review /update, and have the rink
attendants sign. No date or salary was said.

1. Post hockey /pleasure skating hours, when hockey schedule is
available.
2. Post warming house hours.
3. Request that Circle Pines /Lexington Police Department stop
by the warming house at least one time per evening when on
duty.
4. Write out instructions for machine operations.
5. Chairperson Dixon will call attendants when operation should
begin.
6. Set up another meeting with attendants to review salary,
schedule, machines, rules.
7. Decide on salary.

Motion by Drilling, second by Dixon to approve the following
schedule for rink attendants:
Monday _ Tuesday. Wednesday _ Hours
Ryan Houle Jay Smith Matt Brewster 5:15 p.m. to
Matt Brewster Ryan Houle Jay Smith close
Thursday Friday Hours
Ryan Houle Jay Smith 5:15 p.m. to
Matt Brewster Ryan Houle close
Saturday Sunday Hours
Ryan Houle Jesse Ristow 12 p.m. to 4:00
Jesse Ristow Ryan Houle p.m.
Matt Brewster Jay Smith 4 p.m. to close
Jay Smith Matt Brewster
motion carried unanimously.
Motion by Drilling, second by Dixon to set the following hours
per week for of the rink attendants:
- Ryan Houle 29 hours;
- Matt Brewster 24 hours;
- Jay Smith 24 hours;
- Jesse Ristow 8 hours;
motion carried unanimously.
Warming House Hours - 0 en to Public
Monday - Thursday 5:00 p.m. - 8:00 p.m.
Friday 5:00 p.m. - 10:00 p.m.
Saturday 12:00 p.m. - 10:00 p.m.
Sunday 12:00 p.m. - 8 :00 p.m.
The rink attendants will need to stay later to close the park
building and complete jobs.
One employee (rink attendant) will run concessions, and one rink
attendant will see to other duties per evening.
Concessions at Central Park During Skatin& Hours
1. Individual boxes of popcorn.
2. Individual envelopes of hot chocolate.
3. Cans of pop.
Committee member Downing will bring a cashier slip for cash
drawer.
The rink attendants will not be allowed free concession.

The cash drawer for the concessions will be started with $25.00.
Motion by Drilling, second by LeTendre to request the
Clerk /Administrator to:
1. Ask Orville Hughes, Public Works Director, to show rink
attendants how to operate machines. (Only those over 17
years of age can operate the snowblower machine)
2. Find out if these are State or Federal employees
(related to salary) and what the exact hours different
ages can work.
3. Note that this will be the Park and Recreation
Committee's policy regarding opening the warming house
for special skating use outside of posted hours:
"A rink attendant must be present, a $10.00 fee is
to be charged for two hours of use, the fee and
notice must be give at least three days in advance
to City Hall, fee is forfeited if no show."
motion carried unanimously.
Golden Meadows - Park J.and Dedication
The Golden Meadows Park Land was tabled until more information is
available regarding the new plan, the City Council Liaison seemed
to think the proposed revised sketch plan would not be accepted.
The Park and Recreation Committee would like to have input as to
where the land would be.
Ronal Meadows - Fence
The fence at the Royal Meadows Park has been moved. The cost was
$200.00. Orville Hughes, Public Works Director, had mentioned
that the City may split the cost.
Water Tower Park Grading
The grading of the Water Tower Park looks fine, except for the
culvert.
The Park and Recreation Committee directs the Clerk /Administrator
to find out why the culvert is there and if it isn't the Cities
or is a safety hazard, have it moved.
Long Term Development of Parks
Trail System
At the present time, there is no easement owned by the City along
Clearwater Creek by the L'Allier Estates Addition. The only way
to get one is to purchase an easement through Lot 7 by Clear
Ridge or through Leo Hensel's and related property.. This is a
possible long term goal, connecting to the rest of the trail
system on Mill Road to Fox Run to Brian Drive connecting all the
present parks. Also, asphalt trails.

At the next meet park equipment will be discussed.
Rood Park Sign For Central Park
Committee member Downing will check on a wood park sign for
Central Park from St. Paul Stamp and Licensing.
NEW BUSINESS
Fund Raiser at Tree Farm
The amount raised was over $900.00. The Park and Recreation
Committee would like to use it for rubber in the bathrooms at
Central Parlc.
Video Tape - "Loss Control & Risk Management for Municipal
Festivals & Spec:ial Events"
This video tape was not available.
ADJOURN
Motion by Drilling, second by Downing to adjourn the meeting,
motion carried unanimously. Meeting adjourned 9:20 p.m.
