PRESENT: Mayor Mary Capra Council Member Linda Broussard Vickers Council Member Ben Fehrenbacher Council Member Jeff Paar Council Member D. Love ABSENT: None STAFF: City Administrator Dallas Larson City Attorney Kurt Glaser City Engineer Mark Statz I. CALL TO ORDER Mayor Capra called the February 24, 2010, City Council meeting to order at 6:30 p.m. II. PUBLIC HEARING(S) None. III. APPROVAL OF AGENDA Mayor Capra made the following additions/corrections to the Agenda: Consent Agenda, Item #1, Page 6a, (Check # 25201– 25215) Announcements/Updates, Item #3, I-35 Update Awards/Presentations/Appearances, Item #1, Sergeant Aldridge Updates Motion by Council Member Paar, seconded by Council Member Love to approve the agenda as amended. All in favor. Motion carried unanimously. IV. APPROVAL OF COUNCIL MINUTES 1.February 10, 2010 City Council Meeting Minutes City of Centerville Council Meeting Minutes February 24, 2010 Motion by Council Member Broussard Vickers, seconded by Council Member Fehrenbacher to approve the February 10, 2010 City Council Meeting Minutes as presented. All in favor. Motion carried unanimously. 2.February 10, 2010 City Council Work Session Meeting Minutes Motion by Council Member Broussard Vickers, seconded by Council Member Paar to approve the February 10, 2010 City Council Work Session Meeting Minutes as presented. All in favor. Motion carried unanimously. V. CONSENT AGENDA 1.City of Centerville February 11, 2010 through February 24, 2010 Claims (Check #25187 – 25215) 2.Centennial Fire District Claims through February 16, 2010 (Check #4154 – 4176) 3.Pay Request #2, Dresel Contracting – Pond Dredging ($64,089.85) Motion by Council Member Broussard Vickers, seconded by Council Member Paar to approve the Consent Agenda as amended. All in favor. Motion carried unanimously. VI. AWARDS/PRESENTATIONS/APPEARANCES 1. Sergeant Aldridge Sergeant Aldridge appeared to give updates to the City Council. Mayor Capra encouraged citizens to call 911 when they have a situation to report, which generates a phone number to follow up on. Sergeant Aldridge agreed explaining the Police Department will not know where violations are occurring if reports are not being made. The City Council thanked Sergeant Aldridge for the Police Department update. VII. OLD BUSINESS None. VIII. NEW BUSINESS 1. SCADA Wiring for Wells #1 & 2, E.H. Renner & Sons - $13,125.20 & Sons City Administrator stated the proposal is for steps suggested by DNR in response to the City Water Conservation plan. One of the issues from the study related to the City’s ability to monitor the capacity and sustainability of the City wells. He explained that the City does not currently have the means to monitor water levels in the wells. Installing a Page 2 of 5 City of Centerville Council Meeting Minutes February 24, 2010 monitoring system would require work on each well, plus programming the SCADA system. He stated the work would be required at some point by the DNR; however, not necessarily needing to be completed at this time. City Engineer Statz explained that the DNR is trying to make cities more aware of their wells hopefully eliminating problems that could arise when the wells are not being monitored. The City Council discussed the timing and the cost of the project. It was stated the money would be dispersed from the Water Enterprise Fund. It was noted the cost may increase the longer the City waits. Council members suggested obtaining additional estimates from alternate well drillers. Mayor Capra referred to page 2, the water source alternatives section and the exploring of wholesale interconnection with Lino Lakes. She asked if the City has met that requirement or if that was just informational. City Administrator Larson replied they are required to note what options the City has explored determining if what the City is doing is the most sustainable option. Mayor Capra referred to the review checklist provided by DNR, asking if Staff is planning to report back to City Council regarding the plan. City Administrator Larson stated Staff is in the process of identifying the answers for the checklist including implementing a City goal for water use reductions and would report back to City Council. 2. Request from RCWD for Continued Stream Gauge Hosting (Clearwater Creek) City Administrator Larson stated for many years the City of Centerville has supported the Rice Creek Watershed District’s efforts to improve water quality in Clearwater Creek by allowing the District to locate and operate a water monitoring station behind City Hall. They would like written permission to install and operate an upgraded automated system. Motion by Council Member Paar, seconded by Council Member Love to authorize Rice Creek Watershed District to continue and upgrade the cantilever stream gauge hosting site. All in favor. Motion carried unanimously. 3. Resolution #10-004 – Abatement of Special Assessments (Fund #84264) Associated with PIN#R14-31-22-31-0016 & the Mill Road Improvement Project City Administrator Larson stated this special assessment was paid off; however, inadvertently the County was not notified in time. Motion by Council Member Love, seconded by Council Member Broussard Vickers to approve the abatement of special assessments certified to Anoka County for PIN #R14-31-22-31-0016 for the years 2010-2023 relating to the Mill Road improvement project due to payment in full. ANNOUNCEMENTS/UPDATES 1.City Administrator Dallas Larson City Administrator Larson reported on the Trail Project easements, noting one easement still needed to be resolved and should be completed by the following week. 2. Mayor Capra – 2010 Census Mayor Capra reported she and Staff are consistently sent information on the Census. She asked the citizens of Centerville, upon receipt of the Census this March, to please take ten minutes to answer the few questions and return it. She added it saves tax payer dollars if residents mail the Census back compared to the $60-$70 per Census form that isn’t returned by mail, as a Census worker then has to visit your home to obtain the information. She explained the importance of returning the Census stating that the population may be decreasing and the State may lose some of the representatives’ seats, as well as the data collected helps determine the locations of new schools, hospitals and roads. City Administrator Larson also mentioned that Census workers would not call residents and ask for Social Security numbers, advising caution. Mayor Capra added if Census workers do come to your residence to make sure they have proper identification. 3. I-35 Update Mayor Capra reported on the I-35 Coalition meeting. She updated the Council noting the construction is starting from the outside ramps and then continue internally. She mentioned detours would be implemented noting there would be times of closure and the projected completion date is June 2011. 4.Young Eagles Airplane rides and the Lions Club Fishing Contest Mayor Capra thanked the Young Eagles for the plane rides given at the recent Lions fishing contest. Councilmember Paar also thanked the Lions Club for all the hard work done on the ice fishing contest. He stated that his son took a flight from the Young Eagles and had a great time. He thought the event was very well put together and successful mentioning it is things like this that set the City of Centerville apart from other cities. 5.Tree Trimming City Administrator Larson stated there would be tree trimming along the east side of Centerville Lake this week, which would help increase the view the lake.
