HomeMy WebLinkAbout2000-12-06 i.-� • APPROVED PARKS AND RECREATION COMMITTEE MEETING MINUTES December 6, 2000 Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville held their regularly scheduled meeting on December 6, 2000 at City Hall, 1880 Main Street. Chairperson Doug Porter called the meeting to order at 6:30 p.m. Present: Chairperson Doug Porter Karla DeVine Wayne LeBlanc Brian Walter Tedd Peterson Terry Sweeney (Council Liaison) Absent: Staff: Jill Lien �I APPEARANCES Ground Develo�pment Terry Hannah and Joel Cooper from Ground Development appeared before the Parks and Recreation Committee to present the revised preliminary plat map for the proposed Pheasant Marsh development. Mr. Cooper explained the path of the streets, trail and sidewalks, along with the placement of the storm water ponds and outlots. There will be three storm water ponds that are classified a Type 1 wetland mitigation, which in his words are "perfect pheasant cover". Mr. Cooper also mentioned that the developer would be willing to deed the outlots over to the City, adding that some or all could be left in their natural condition. They continued the sidewalk through on Dupre Road to maintain the "upland" flow. After lengthy discussion, it was determined that they will "blend" the sidewalk into the trail, which will serve as an access to the proposed parkland in Outlot A. In addition, the trail will act as a buffer to the Vickers property. The committee stressed to the developers that they want the trail installed before any properties that abut it are sold, so the homeowners aze aware of the trail before they sign any purchase agreements. Mr. Hannah confirmed that the committee wants the trail ran straight across Dupre Road running "roughly" along block l, lot 12 and continuing upward along and across the Vickers property to Outlot A. The revised plat map will be presented to City Council on December 13, 2000. YMCA Darrell Silverness, Jason Swavely and Katie Kubic from the YMCA appeared before the Pazks and Recreation Committee to discuss the consideration of a proposed skate park. 1 they had proposed (by City Hall), due to the "take a tree — put a tree in" requirement. Mr. Mr. Silverness, Director / YMCA, stressed that the YMCA will support any proposal the Porter questioned if the YMCA would still be willing to participate if the Parks and • Parks and Recreation Committee offers, whether directly involved or not. Mr. and Recreation Committee to discuss the Summer Day Camp programs offered through Swavely explained that the City of Hudson had problems with the youth riding their the YMCA. Ms. Kubic e�lained that the Summer Day Camp programs offered last yeaz skateboazds "downtown" where they aze not allowed. Additionally, he stated that kids didn't go over very well due to late promotions and the fact that residents were looking that have activities generally ha.ve fewer problems. The Wheel Park provides a place for for full day programs. This year the YMCA is proposing offering a full day program at the youth to go, keeps them out of trouble and works great. There is no longer a problem the park, bus services from LaMotte Park to the NW YMCA, a bus route through the with "downtown" skating in the City of Hudson. Mr. Swavely shared some of the community, hours available from 6:30 a.m. to 6:00 p.m. and reduced rates for YMCA concerns and safety issues with the committee as follows: members. All in favor. Mot�on carried unanimously. Proposed Trail Map Ms. Lien e�lained this was placed on the agenda to iet the Committee know that nathing has been received from the Engineer as of yet. Trails coordination Meeting for Northeast Metro Update — Tabled Hail D e/ Roof Replacement at Parks 1dlr. Peterson explained that he had spoke with Mr. March regarding the status of the roof repairs. Mr. March informed him that he has been in contact with the City's insurance agent, and the agent will be checking all of the city buildings. Ice Rink Attendant Recommendations Mr. Peterson explained tha# he interviewed 14 applicants, and the interviews went very well. Mr. Peterson recommended the following applicants for the openings for the ice rink attendant positions: Jerid Helmbrecht, Joe Skeie, Robert Nebel, James Houg and Heather Belland. Mr. Peterson commented that he would be holding an orientation with all of the attendants on Saturday at approximately noon. Mr. Peterson requested keeping 4 • the rink and warniing house open unti19:00 p.m. on Satutdays instead of 6:00 p.m, adding that most kids are looking for something to do and someplace to go after 6:00 p.m. The Committee agreed it was a good idea to keep the rink open until 9:00 p.m on Saturdays. NEW BUSINESS Park Dedication Fees Ms. Lien e�lained that typically Park Dedication fees have increased yearly, adding that Mr. March had suggested the Parks and Recreation Committee increase the fees to $2,000 per lot for the year 2001. After discussion, the following motions were made: Motion by Ms. DeVine, seconded by Mr. Peterson to recommend to City Council to increase Park Dedication Fees to $1,800 far the year 2001. All in favor. Motion carried unanimously. Motion by Mr. Peterson, seconded by Ms. DeVine to recommend to City Council to increase the Park Dedication fees to $1,800; and to require the developer to absorb the cost of the installation of the trail in the proposed Pheasant Marsh development as recommended to the developer by the Parks and Recreation Committee at the Parks and Recreation Committee Meeting on December 6, 2000. All in favor. � Motion carried unanimousty. i Grants I I Ms. Lien e�lained that Mr. March had requested the Parks and Recreation Committee consider gants offered by the MN Department of Natural Resources. The Committee will consider the information presented and discuss at the January meeting. DISCUSSION ITEMS Parks and Recreation Monthly Report to Patricia Scott (LeJournal� The Committee directed Ms. DeVine to update Ms. Scott on the status of the proposed Skate Park and the Ice Rink hours of operation.
