PARI�S AND RECREATION C4MMITTEE MEETING MINUTES November l, 20Q0 Pursuant to due call and rtotice thereof, the Parks and Recreation Committee of the City af Centerville held their regulazly scheduled meeting on November 1, 2000 at City Hall, 1880 Main Street. Chairperson Doug Parter called the meeting to order at 6:35 p.m Present: Chairperson Doug Porter Wayne LeBlanc Karla DeVine Tedd Peterson Brian Walter Terry Sweeney (Council liaison) Absent: Staff: Jill Lien APPEARANCES Pheasant Matsh Terry Hannah from Ground Development and Troy Livgard from James R. Hili, Inc. (Project Engineer) appeazed before the Parks and Recreation Committee to discuss the preliminary plat for the proposed Pheasant Marsh development. Mr. Hannah, Mr. Livgazd and the Parks and Recreation Comunitttee discussed the street layout, easements, sidewalks, trail, park�and, and a buffer between the Center Oaks development and the new developm�nt. Mr. Livgard commented that the development would be built in phases to accommodate the MIJSA, which indicates that sorne of the property isn't scheduled to be developed until the year 20QS. Mr. LeBlanc mentioned that he would like to see 10% of the land dedicated for park use, and specifically where the trail will be placed. Mr. Porter commented that he would like the trail to connect straight across Centerville Road to the traii in the Hunters Crossing development. The committee discussed at length, the placement of a park and whether the committee should request money or park land frorn the developer. Motion by Ms. DeVine, seconded by Mr. Porter to recommend to City Council to request that Ground Development instail a ten foot wide trail along the south side of the Zerwas property; continaing along the east side, to the force main easement, straight east to the end of the development; with an eight foot wide trail south to a 1 fature delineated park; �lso to include a 51500 park dedication f�e per lot within the Pheasant Marsh development. Porter, Wal#er, Peterson, DeVine — yea. LeBlanc — abstained. Motion �arried. Motian by Mr. Porter, seconded by Mr. Peterson to request the Planning and �oning Commissian farward a revised eapy of the Preliminary Ptat for Pheasant Marsh indicating traiLc, revised sidewalks and proposed park area in oattot A. All in favor. Motion carried unanimously. CONSIDERATION OF MINUTES October 4, 200U Pazks and Recreation Committee Meetin�Minutes Motio�n by Mr. LeBlanc, seconded by Mr. Walter to approve the October 4, 2040 P�rks and Recreation Committee Meeting Minutes. OLD BUSINESS Follow-up on Informational Meetin fg or Skate Park/BMX Track The general consensus of the committee was that the Informational Meeting was a great success. Ms, Lien reported thatt there were over 40 people in attendance. Additionally, ' appro�cimately nine out of ten children and their parents e�ressed interest in a skate park !, over a BMX track. Mr. Peterson commented that perhaps the Lions Club would be I willing to donate some of their charitable gambling proceeds towazds #he funding of a skate pazk. Ms. DeVine suggested the property behind City Hall as a location for a park, but after discussion, the committee felt there were too many safety concerns related to the fire hall and parking Iot. T'he committee elected to e�lore other areas within the city and ', make the skate pazk a goal for the year 2(?Q 1. ' � Proposed Trail Map — Review Map from Enn�,ineer The Parks and Recreation Committee reviewed the proposed trail map provided by Dan Schluender (Bonestroo) and were very pleased with the results. The comtnittee would like to see the addition of all poncts, shaded in blue, indicated on the map. Ms. Lien will submit the request to Mr. Schluender. Tree Placement at Parks Mr. Porter explained that most of the trees hav�e been planted at the parks. There is one tree that the committee would like to see moved at Tracie McBride Park that is too close to the power lines. Approxirnately 30 trees have been planted, with the balance to be planted in the spring. Future TraiLs / Draft Trail Plan Undate Mr. LeBlanc submitted an updated "Future TraiLs Plan" to be approved by the Pazks and Recreation Committee and forwazd�d on to the appropria.te parties involved. 2 Motion by Mr. Walter, seconded by Mr. Porter to ailow Mr. LeBlanc to forward copies ot' the proposed Future Canceptu�l Trail Map to the appropriate parties involved. Mat�on carried. �001 Bud,get The Parks and Recreation Committee discussed the goals achieved in the year 2Q00, a.nd were pleased that most of the goals wer� accompiished. Mr. LeBlanc suggested the committee "brainstorm" on what they would like to see accomplished in the year 2041. The committee compiled the following gvals and contacts for the year 2001. Mr. Peterson questioned who is responsible for the repairs, adding that he felt insurance should cover the repairs. After discussion, the committee requested Mr. Peterson talk to Mr. March and Mr. Palzer regarding the situation. Ice Rink Attendants The committee discussed the performance of last years' ice rink attendants, along with issues and concerns that will need to be addressed with the upcoming new attendants. Mr. Petcrson volunteered to supervise the rink attendants and overall upkeep of the rink due to the fact that he already visits the rink on a daily basis for maintenance purposes. Ms. Lien explained that in the past, any attendant who is interested it� warking as an attendant again in the current year has "seniorit�'. The pay for the position was advertised at $7.50 -$5.00 per hour, depending on experience. If the applicant chooses to come ba.ck in the following yeaz, they would receive a pay increase of $0.25 per hour. Interest in these positions has already been expressed. 3 a Motion by Mr. Parter, secoaded by Mr. LeBlanc to anthorize Ms. Lien to run an advertisement for Ice Rink Attendants in the Quad Commanity Press, the LeJournal, the cable access channel, and on the reader 6oard �t City Aall; reqnesting applications be received on/or before Wednesday, November 29, 2000. All in favor. Motion carried unanimously. Turke,�hoot Ms. Lien explained that this was included in the packet for informational purposes onty. The Lino Lakes Parks and Recreatian Department is celebrating their 3'� Annual Turkey Shoot, and l�ad fa.��ed a copy of the notice to Ms. Lien.
