April l, 1998 Park and Recreation Meeting Minutes APPEARANCES PETITIONS AND COMPLAINTS UNFINISHED BUSINESS; A. La.Motte Park Update NEW BUSINESS A. Reisdorfer - Request for Ballfields on June 13, 1998 B. Letter from Centennial Soccer Club C. Laser Light Technologies, Inc. DISCUSSION ITEMS: A. July Agenda Items ADJOURIVMENT , PARK AND RECREATION MEETING MINUTES April 1, 1998 Present : R. Thompson, D. Porter, D. Larson, S. Brown, M. Navin Absent . None Staff . J. March ***************************************************************** LaMotte Park Discussion on the layout of LaMotte Park was brought forth. The comparisons of having three ball fields compared to four ball tields was discussed. The consensus was that three fields would be adequate. This would result in. less maintenance costs and allow additional room for other activities. The parking lot layout was discussed. It was mentioned that a larger, single parking lot wauld create less confusion than three smaller parking areas. The drainage from the parking lot would be designed to flow east to west across the parking the lot then I flow north to south down a drainage swale to the ditch on the south end of the parcel. Moving the pond on the south side of the parcel was discussed. I It was mentioned that this pond should be lengthened and I constructed to run east and west as narrow as possible. The location of bleachers and the spaces needed between I ballfields was discussed. It was the consensus that the area in I between the ballfields should be opened up as much as possible. A motion was made by R. Thompson, seconded by S. Brown to proceed with the plan as presented, including limiting vehicle access to the park down LaMotte Drive, establishing pedestrian access off of Centerville Road, opening up the fields as much as possible and leaving trie monument and garden area alor}e during the renovation of the park. Motion carried. It was the consensus to invite D. Nyberg to the next Park and Recreation meeting. Motion made by M. Navin, seconded by D. Porter to adjourn Che meeting. Motion carried. Respectfully 5ubmitted, Jim March City Administrator MEMo DATE : May 29, 1998 TO . Park and Recreation Committee FROM : Jim March RE . LaMotte Park **************************************************************** It is time for the Park and Recreation Committee to officially request the City Council to allow that authorization be made for the City Engineer to proceed with plans and specifications for LaMotte Park. I would like to see this project bid mid-summer. If the bids are favorable, we should expect to see construction beginning late summer. The base course for the parking lot should be installed this year. I have asked Dave Nyberg to be present at the June 3 meeting. we have had meetings on site with Kate Drewry from the Rice Creek Watershed District. It appears we may be able to save some money on the construction of the pond. We need to be able to prove that this wetland was manmade. We are in the process of verifying old aerial photographs and are seeking an affidavit from Dan Tourville who says he witnessed when this wetland was created by the party farming this parcel many years ago. This information will be compiled and submitted to RCWD as part of our permit. The 1997 City audit has been completed and as of 12/31J97 the park fund had a balance of $108,829. This does not include the park dedication fees from the Lakeland Hills development or the Parkview development. This will be an additional $61.,500. , May 11, 1998 City of Centerville City Council Members Centerville, I'vIN 5 503 8 Dear Foiks: We axe plarmin_g. agtri o:.fri iy r a.: dy af fu and r_elaxation on_ re 13,_ 198 ._e r a o rcstbe acu}t tb:.t are Ls r- - of ze bai ilcl. -a tlxe Parks an Zecreatios deart.ment.
