City staff did an abbreviated speed study on Monday, April 12, between noon and 2:00
p.m. on the stretch of CSAH 14 between City Hall and 20 Avenue. Two periods of
about twenty minutes each were monitored using a LIDAR speed gun provided by the
Centennial Lakes Police Department. One period was between 12:28 and 12:49, the
second between 2:00 and 2:18 p.m. It was a clear day with dry pavement. Traffic was
monitored during off -peak periods as MNDOT guidelines require.
Findings are summarized as follows:
Compliance with the posted speed is virtually 100 %.
Traffic consisted of 104 vehicles during the two periods.
62 vehicles were traveling eastbound.
42 vehicles were traveling westbound.
Five vehicles exceeded the posted speed and the maximum clocked speed was 47 mph.
85 percentile speed was 43 mph.
58% of vehicles were traveling less than 40 mph.
85 percentile eastbound was 42 mph.
85 percentile westbound was 44 mph.
In summary, it appears from this monitoring that the chances are near zero that a speed
study would result in an increase in the posted speed limit. Whether the findings would
result in a reduction in the speed limit is uncertain.

participated in the past with the understanding a customary donation would be made to your
organization for their participation. We would like to ask what your terms would be for your
participation again this year.
The city is currently preparing a policy with regard to server weather as it relates to those
