Cha.irperson Doug Porter called the meeting to arder at 6:00 p.m. Present: Chairperson Doug Porter Brian Walter Karla DeVine Tom Lee Kaxhy Peil ', Tedd Peterson I 1�bsent: Wa e LeBianc I ', Yn � Staff• Jill Lien �� i AP`PEA.R.ANCES '� Mr. Dean Anderson (6961 Centes�ville Raad) and Mr. Ben Henrich (6953 Centerville I �� Road) appeared before the Parks and Recreation Committee to express their concerns rela.ted to the temporary road located in Laurie LaMotte Park. Specifically, the cantractors working on the concrete in the ice rink aze driving all of their velucles on the mad, not just the large ones. Every tim� they drive on the road, it creates tremendous amounts of dirt, which in turn completely dusts out their homes. Mr. Anderson commented that he daesn't know if he should leave his winc3ows open when he leaves for work every day, or not. If he leaves them open, when he comes home, everytbung in his house has been completeiy covered by dust. It is tao hot to keep the windows ciosed every day, and he doesn't feel he sbould have to. Additionally, the gates are le$ open all night. He questioned if the gates are required ta be elosed, and why they were opened to begin with Mr. Peterson e�iained that the gates are being opened tem�orariiy for the construction of the Wheels Park (concrete) and the electricai contractars. Once tt�is is complete, the gates w71 be closed permanently, but in the mean tune, the cc►ntractors are supposed to be closing the gates every night. Mr. Henrich commented that the gates are no# being closed every night. in fact, there are some weekends when the gates are closed, 1 � that people remove them c�mp�etely offthe liinges. ALs�, when the gates are closed, people go arownd them into their yards to get through. Neither of them really minded that ' people go into their yards, but feel it should be addressed. Mr. Peterson offered talk to the cantra.ctors again to request that they make sure to close the gates when they Ieave at night. He also commented that the work at the park should be complete witbin the next couple of days. The Committee briefly discussed the possibility af a different type of barrierigate, but will discuss it in more detail in the future. A�Ir. Peterson will che�k into different options for a barrier. Mr. Anderson and Mr. �Ienrach were fine with this ou#come for the time being, but if it c�ntinues long into the future, they will appear befare the Committee agai�. UNFINISHED B�JSiNESS I�OR W�EELS PARK Turn Around Time for Ec�ui�ment Orders Ms. Lien explaaned tha.t she had contacted both vend�rs regarding shipment timeframes. Gerry Sabal of SunRamp Sc�lutions felt fairly cor�£ident that the pi�ces of equipmer�t could be delivered by Aug�ist 11`�, for sure they could be deiivered by 1�ugust 17`�. Tom Sr�ook of SkateWave sta#ed there is no �vay their �quipment could be delivered by the 11 �', but probably by August 17�'. SkateWave wYli install #he equipxner�t at �n additional cast, or can provide � supervisor to "over-see" the installation, but this would cost an additional �600. The Committee �lect�d to install the equipment on �'riciay, August 17�', and passibly the morning of the 1��' if necessary. Mr. Lee volunteered to obtain the proper equipme�t for the installation proj�ct. � 2 Shipping; and �Iand ' Costs Discussed previausly — indicated above. Advisory Boazd a. Help with Planning of Placement of Equipment. b. Duties/Responsibilities (Communication link / eyes and ears). The Committee eiected to invite the six (6j youth who have expressed 'mterest in being on the Advisory Board to the August Parks and It.ecreatioa Committee Meeting. T'hey would like the youth to help plan the layout of the park and also would like to discuss the duties and responsibilities of the Ad�risory Board. Ms. Lien will send an invitation to the saY (6) interestea youth for the meeting on August I�`. Phone Access Availability at LaMotte Park Ms. Lien explained that LaMotte Park doesn't have a phone for the Advisory �oard, or for anyone to use for that matter. There is a phone in the warming house, but that is locked. If there were to be a problem, no one could ca11 the Police for help. After discussion, the Committee requested Ms. Lien ta contact the phone company to see about installing a public pa.p phone. The Advisory Baard can call 911 without any cost to do so, while at the saane time it will be avaalabie for anyone to use. Rules and Reg;ulations ! S�na�e Ms. Lien commented that she had contacted Brian Bernier of Gator Signs regarding constzucting a sign with the Rules and Regulations. Mr. Bernier could build a 4 x 8 plywood sign for approximately $300, Because of the fact that he already has the City Logo, he would be willing to make the sign for $250. He felt he could have the sign completed within one week of ordering. The Committee requested Ms. Lien to forward the Ru1es and Regulations to either the City Attorney or the League of MN Cities for approval. Grand Onenin� a.. Set Date b. Concessi�ns c. Band Proposal The Committee elected to hold the Grand Opening on Saturda.y, August 18, 2001 at 3:00 ' p.m. There was brief discussion related to the Committee selliag cancessions at the � event. Mr. Porter wouYd �e to check with his daughters Girl Scout Troop to see if they ' would be witling to participate in the concessions. More discussion wil] fo�low pertaimng to this item at the August meeting. The Committee di�cussed the possibility af allowing Chaymus Klang and Mason Wurscher's band(s) to play at the Grand Opening. The general consensus was that it � would require too much additic�nal time �or researcbung, and money that the Committee , doesn't have, to support such an event. The Committee requested Ms. Lien contact Mr. Ktang and Mr. Wurscher to let them know the outcome. . I 3 , NEW BIT�IN]ESS DISCUSSION ITEMS DNR Grant A� hp 'catiQn Ms. Lien expla�ned the City had received notificatian fr�m the DNR that the City was n�ot awarded the grant.
