Chairperson Doug Porter called the meeting ta order at 6.35 p.m. Present: Chairperson Doug Porter Karla DeVine Tom Lee $rian Walter Kathy Pei� Absent: Wayne LeBlauc Tedd Peterson Sta.ff: Jill Lien , APPEARANC�S , Mr. Chaymus K1ang (7I62 Mill Road) and Mason Wurscher (7�32 �ray Heron Drive) �, appeared before ihe Parks and Recreatio� Committee to request permission to have several bands pla.y for four to s� hours at one of the pazks in town. Mr, Klang ea�plained that several youth have started bancls, and they have no pIace to play. They are loaking for this ta be a half-day event, where potentially hundreds of kids will come to Jist�n �o their music. The style of music is somewhat comparable to what you would hear on 93X, which is hard rocklmetal. 11�Ir. Wurscher commented that he works for A to Z Rentai, and he can get a stage, tent, lights, cables etc. for free. Their concerns were ifthere was a need for any type af pernvts required, security issues, or any other concerns the Parks and Recreation Cominittee may haee. They were hoping to }�a.ve this event sometime i� mid to late August, during the daytime hours. After discussion the Committee eapressed concems over the following issues, and requested Ms. Lien follow-up on the same: 1. Noise Permit 2. Police Department 3. Fire Department 4. Satellites 5. Mr. Terway was going to bring a copy of Vadnais �Ieights' trail ynap to Ms. DeVine, but she hasn't heard back from him as of yet. The Committee elected to table this item at this titne until Ma�. LeBlanc couid give his update. Satellite Enciosures Mr. Walter e�lained th�t he received a quote from Goetz Landscape for planting natural barriers (bushes} around all of the satellites at the parks. The quc�te ca�me in at approximately $2,500, wluch includes installation. 1VI�r. VValter expia3ned that it would take tune for the natural barriers to grow and become established, but eventually maingenance of these bushes will become an issue. Wha will be responsibie for trunining and upkeep of these bushes at the parl�s? Mr. Walter questianed the use of the satellites s at I�oyallVleado�vs aaid �agle Farks. Specif cally, is there really a need for satellites at these twa (2} parks? After discus�ion, the Committee conc�irred that thexe is a need for - satellites at these two (2) parks. Add'ztianally, if the Committee elected to remave the satellites at the two {2j parks, then it would becom� an issue at the other parks that �till have them. The C�mmittee decided ta look at wood fencing on two (2) sides of each sa.tellite instead of natural barriers. Tlvs wou}d be considerabty less e�ensive. Mr. Walter will eheck into pretxeated, pre-made fence sections and report back at the ne� meeting. � Ag-Lime �d Fence Reioca�ic�n at Lazzrie LaMotte Park M�. Lien exp�ained that with the relocation of the fencing and �ackstaps at La�Iatte Park, that additionai ag-litne would be r�quired. Mr. I'eterson has le$ messages with the Littte 2 J r League several times, but they haven't called back. He was hoping they would be willing to donate ag-lime as they have in the past, but he �s having a difftcult t�xne just getting through to them. Mr. Pe#erson haci received. a quote fQr 2S tons.of ag-lime at a cast of � $432. Ms. Lien questioned Mr. i4larch as to if this could come aut of the x�raintenance expenses. Mr. March approved this expense fram the maintenance budget. Ms. Lien comnn�nted that ultimately, this needs to be done by the end of 3uly for the Fete des Lacs Tournatnent. Mr. Peterson received a quate from Modem Fence for the relocation of the backstops, which came in $1,504 higher tban what had been ea�pected. Council already approved $3,500. After discussion, the following motion was made: Motion by l�ir. Porter, secan�ed by Ms. DeVine to r�quest approval of am additional $1,504 for anstailataon costs for the retocatian of the fencing at Laurie Lall��otte Park, due to the anavailability of the Public �orks Department to per�orm t6e labor as originally recommended #a City Counci! (tatal project cost �f $S,Q00). All in favor. Motion carried uaanimously. Ms. DeVine requested Modern Fencing sign a performance agreement for wor� to be ' completed by July 30�`. ', WheeLs Park I a. Ms. Lien explained there were 32 youth s�gned in for the Wheels Pazk Meeting. Included in the packet was t�se voting form with the final tabulations — most popular being circied. The ft� box was the most popuiar piece with 18 vfltes. Ms. L'zen explained she was requested to submit the proposed expenditures for the Wheels Park and the current e�enses to da.te, to City Council. Included were copies of the "Pazks and Recreations Proposed Expenditures for the Year 200I, and an updated "Park Fund" balance sheet. Ms. Lien commented that interest ha.d been added for the year 2000 on the balance sheet. Additionally, sta.ff is still researching the $7k overage from the year 2000, and whether it needs to be expended from the 2001 Park Dedication Fees, or from the General Fund. Per direction from Mr. March, the $7k overage was removed. Ms. Lien shazed that the total cost for the Laurie LaMotte Park Improvements is $ I 81,180 — which does not include shippinglhandling for the Wheels Park equipmenfi. Lien explained she took the top faur (4) choices from SkateWave, and the tQp three (3) claaices fr�m SuilR.amp Solutions. C)utside of the fact that these are the items the youth p�cked, she recommended the "Spine" and the "Quarter Pipe" from both vendors. She felt SuriRamp Solutions would be better equipment for bicycles, while at the same tixne, SkateWave would provide better equipment t.hat is mare suitable for skate-boards and in-Iines. This would allow both bike� and skateboards/in-lines to use equipment at „ the sa�ne time. Ms. Liem ccsmmented tha.t the eqtupment fram SkateWave didn't appear to be the most suitable far bicycles. Motion by 1VI�. Peil, seconded by Mr. VValter to request $42,OU0 froma City Council to p�rehas� cquipment for th� Wheels Park at I.,aarie LaMotte Park. All in favor. Motion carried unanimnusly. Ms. Laen e�iained she had compiled a dra� "Rules and Regulations" atad requested the Committee Members to review, comment, change or add to anytbing they feit necessary. Ms. Lien commented that it was her understanding that the Advisory Board should anly be OBSEIZ'VING what is happening at the Wheels Park, and calling the apprapriate parties (Pofice) when necessary. They are to be the "eyes and ears" of the pazk. She explained that the Committee shouldn't plaEe any member of the Adv4sory Board in uncamfr�rtable positions (i.e.: friends, enemies, siblings, etc.). There are six (6) youth interesYed in being on the Advispry Board. Ms. Lien� explained that Mr. Petersan had been in cont�.ct wifih samec�ne from the League of MN Cities aazd Tam Gross with Berkley Itisk �.dministrators Company (bra.cj regarding proper signage. Mr. Grc�ss made several suggestions, inciud.ia�g constxucting wlth 4" ietters similar to highway signs. The Ietters should be reflective and have a con�rastix� co�ar to the baekgraund. He �Isa recommended that the City Attor�ey and/or the League of 1ti1N Cities re�iew the signage before u�stallation. Ms. Lien offered to contact Brian �vith Gator Signs to see if he could make the sign, and l�ow much it wouid cost to do sa. T�ae final "�iules and Regulatians" are as fallows: 4 M l. I Anyone using the Wheels Park is asked to contact the Police if they witness any inappropriate behavior. The Committee discussed �ossible dates for a Grand Opening for the Wheels Park, and i eiected ta tentatively set the date for Saturday, August 1 l, 2Q01 at 1:00 p.m, subject to delivery of the equipment from the vendors. Sznce the Committee was unsur� of whether the Council woutd approve the rec�uest for $42k for park equipment or not, they couidn't direct Ms. Lien to ord�r the equipment until after the Counci� Meeting on July 11, 2001. At that, the Committee elected to hold a Special Meeting to pick out the equipment and finalize any other issues related specifically to the Wheels Park on Monday, Juiy 16�' at 6:00 p.m 1V�s. Lien will contact the vendors after Council's approvaUdenial to find out their delivery time for the equipment. If at that time, it is deter�mined that the vendors cannot pro�rride the equipment before August 11 �', the tenta.dve date for the Grand Opening would be changed to Saturday, August 18, 2001. Ms. Lien explained she had included the article publ.ished in the Quad for informationai purposes only. She noted sorne errors in the article, but averall it was a pretty good article.
