Starting with Michael Navin and continuing around the table as foilows: Wayne LeBlanc, Don Bahneman, 7im ivlarch, Jeff Gibbons, Jill Lien, Terry Sweeney, Rob Goldsmith, Sllelly LeBarre, Dou�� Porter, Mary Kupfer anci Chuc�k Brenner. Wavne LeBlanc mentionea he had cotribined the Park and Trails subcommittee with the Lakes subcommittee. 1VIr. March briefly explained he had invited the t�vo subcommittees to the Park and Reereation Meeting to explore what Park and Recreation and the subcomrnittees coi.zld do in relation to the parks, trails, lakes and aIl of the �rants available. After a len��thy discussion, the Park and Recreation Committee adjourned to the conference room to be�in the regular Park and Recreation meeting. � ?he Park and Recreation Committee officially began at 7:35 p.m. � CONSIDERATION OF NIINUTES � � Januar� 6, 1999 Meeting Minutes - tabled. APPEARANCES Michael Navin briefly introduced and congratulated Terry Sweeney as the Park and Recreation liaison. PETiT10NS AND COMPLAINTS UNFINISEIED BUSL�VESS Communit� Skate Night Mr. Navin questioned how the attendance has been at the community skate night. Jim March explained the last two weeks have been very good. Last week Aimee Fairbrother worked at the rink; she had mentioned there were 40 - 45 people. Jill Lien listed the nights as follou�s: Jill and !�imee worked the first Sunday. The second Sunday was canceled due to weatl�er. Aimee worked the third Sunday. Jim worked the fourth Sunday. Jim and lYlichael worked the fifth Sunday. Aimee worked the sixth Sunday. l��Ir. March stated that the attendance has been gradually increasing, adding that the ice �� isn't in the greatest condition due to the weather. Al�o, the ]ights have been installed at � the pleasure rink. i Consider Park Names for Acorn Creek and Eagle Pass Develo�ment - Tabled � Ms. Jill Lien mentioned that the newsletter and our sign outside City Ha11 states residents � have until March 1 st. to give their subgestions for park names. i i �i�date on DNR Grants ', Jim March explained the City has just received a tree grant offered by NSP. There are , 80 trees - vaiued at $75.Ov eaci� - frc� t� the residents on a first come first serve�d basis. ' The tree�s will have to be placed on properties with overhead power lines. Mr. March also �� mentioned we can receive t 0,000 seedlings for planting - as long as the City andlor residents d� ii�E j�;a�,t��,�. Mr. March explained there are four grants offered by the DNR for which he would like to see the City apply. They are as follows: Outdoor Recreation Grant (the City would apply for two of these), Cooperative Trail Linkage Grant and Fishing Pier Grant. Mr. Doug Porter expressed his interest in the Outdoor Recreation Grant. Once we get more information and applications, we could "show our mission" and possibly get donations through corporate involvEment. Jim March mentioned he would like to hold a public hearing at the next Park and Recreation meeting on the two Outdoor Recreation Grants. 2 Uodate on Cit� Parks � Mr. March mentioned three more truck loads of ag-lime have been delivered and placed on the infields. Jim also stated he received a letter from Pat Mahr of the Chain of Lakes Little League. Mr. Mahr is requesting to purchase equipment for the City to use on the tractor for graoming the ball fields. l�ir. Mahr would Iike the fields to be groomed Monday through Thursday frQm June untrl sometime in the fa1L The Chain of Lakes Lit�tle League would reimburse the City $500.00 for the brooming. Mr. Navin questioned if public works could handle the additional workload. Mr. March felt with the new tractor it wouldn't be a problem. He estimated that public works would be able to groom six ball fields in ane hour - except for unforeseen emer�encies. Mr. Navin questioned the land surrounding pul�tic works - specifically if residents could use this property for athletic practice purposes. It was determined that this area would probably not be a suitable place for practiee - due to traffic. Mr. Terry Sweeney brought up the quality of our parks - the weeds overrun the parks every year. He requested the City� take bids on upkeeping the parks - specifically for fertilizing. Mr. Navin added that the City should be setting an example by using fertilizer that is environmentally safe, and not over fertilize. Mr_ March mentioned the neighborhood of Acorn Creek is making a vision of how they would like to see Acorn Creek Park. The residents would like to see the park be full of all the extras - i.e.: playgrourtd equipment, pienic tables, BBQ pits and they want it handicap accessible. St 1��1U1 VV�i1LGi viiiit3% v'u'.��'.:S Pr�p??rt� Mr. March explained earlier at the Park/Trails and Lakes meeting that the St. Paul Water Utilities is looking to sell a piece of property located across the street from LaMotte Park. Half of the property is in Centerville and half of �he property is in Lino Lakes. Mr. March aiready spoke with Lino Lakes and they are very receptive to the idea of a joint purchase with Centerville. The idea is to make this property into a park with a fishing pier on the lake. The fact that it is located directly across the street frorn LaMotte Park would mean parking would not be an issue, and the fishing pier would be an added amenity to the park. Motion carried. , � NEW BUSINESS M�r. Navin mentioned he received a request from the Chain of Lake� Little League to use �he ball fields at LaMotte Park and Centervitle Elementary School. Mr. Navin questioned if the ball fields would be in shape and ready for use. ' Mr. March explained we should resp�nd to the Chain of Lakes Little League that there would be two conditions: 1. That the ball fields remain available for City functions - z.e.: Fete des' Lacs. 2. The City Engineer determines whe�n the fields are ready for use. Mr. Navin added the Centennial Soccer Association might be interested in using the fields too. The park dedication �� fees have been raised from $900.00 to $1200.00. Mr. March mentianed there is a development goin� in east of Clearwater Creek which includes 30 twin homes. Continuing on, Mr. Gerald Rehbein would like to re-zone a 10 acre commercial lot to residential so he can build 12 more townholnes {96 units). Additionally, a developer would like to deve'top the iand soui'r� vf ��r�t�r vak, a� s��n ?s pnssible_ Finally, Mr. Rick Carlson wants to develop 20 acres of property just sauth of LaMotte Park, and is also interested in 40 acres just nor�h of The Woods of Clearwater Creek.
