March 3 1999 Park and Recreation Meeting Minute� - Tabled APPEARANCES Jeff Gibbons (7203 Clear Ridge) arrived at 6:45 to represent the Parks, Lakes and Trails Design Team sub-comrruttee and their visions. Mr. Gibbons stated the intent of the sub- committee is to be in harmony with the Park and Recreation Committee. The sub- committee wants to communicate as a volunteer comrruttee, adding they are always willing to speak with the Park and Recreation Committee if they have any questions. The r goal is ta come to agreem�nt with Park and Recreatian and �ventually go to the City Council for Councii endorsement. � I PETITIONS AND COMPLAINTS UNFINISHED BUSINESS Steve Brown questioned what took pla�e at th� last two meetings regarding Acorn Creek Park. Michael Navin explained we started the meeting with a public hearing on Acorn Creek Park. The Neighborhood N�twork� Committee submitted information that included surveys, graphs, photos and petitions etc. Dale Larson concurred that the Park and Recreation Committee requested the Neighborhood Network Committee to su�mit a thumbnail sketch of their vision. 3im March mentioned that the Neighbarhoad Network Committee had ar�other meetin�; a couple of weeks after the Public Hearing. The graup came up with the initial phase of the park develapment. Mr. March shawed the plans that the Neigl�borhood NetwQrk Committee came up with, which illustrated play equipment, benches, refuse containers etc. Dale Larson questioned if there was mention of a�picnic shelter anywhere. Mr. March � stated there wasn'� a shelter in the plan, adding there are two major components: The first � component is the play area (equipment� and� th� �s��ond��component is connecting �thE trailways. I Steve Brown questioned the dollar amount of tne quote submitted by� the I�reighborhood i Network Committee. Michael Navin felt that the Park and Recreation Committee needs to be more prudent with the City's funds. I Jim 1�7arch explaine�d thaT the City would have to accept bids on anything over $25,OOO.UU. Mr. March gave a breakdown of the grant budget as follows: �55 500 for the blav structure 2,000 for grading the entire park 5,000 for hydro seeding 7,900 for 575 lineal feet of asphalt trail 3,100 for designing the park 9,000 for concrete sidewalk 3,500 for trail between benches and play structure 4 533 for ] 2" woad mulch $90,533 - Total Mr. Gibbons mentioned he works for the Department of Transportation and has a little bit of design eXperience. He offered that 1 1/2 inches of bituminous trail wouldn't be very adequate. He suggested granular material with a good sub-cut material would h61d up 2 ' nauch better: If emergency vehicles; tracks; plaws etc_ use the trails, they woutd damage it. Mr. March ciarified that the quote fram the Engineer included a six inch ciass frve base with two inches bituminous. Michael Navin suggested the City may want to have another public hearing. Steve Brown felt the Neighbarhood Network Committee submitted some very good ideas. Letter fram Parks, Trails and Lakes Design Team Volunteers The Parks, Trails and Lakes group suggested that their plans be approved first by the Park and Recreatian Committee and tnen, wit�r revisian�, if any; by the City Courrcil. This approval would provide direction and assurance that these plans should go f'orward with ths backing af the Park and Recreation Committee and the City Council. Doug Porter questioned if there was any news pertaining to Hugo and a possible trail between Centerville and Hugo. Alsa, is Centerville in harmony with Hugo? Mr. March expressed there have not been any discussions recently on an east-west regional trail. There are a couple of sub-divisions starting on the Hugo and Lina Lakes border. Jim March wiil contact the City Administrator in Hugo to discuss trail linkages. � Jeff Gibbons �tressed early communication is importarrt on the front end rather than trying to change after the fact. We should l�e working with neighboring communities. Mr. Gibbons stressed that the Parks, Trails� and Lakes committee just wants to affer �� su��est�ns. Michael Nav?n ��k_ed if any �f the P� and Recreation Committee members had any I problems with the proposal submitted by the Parks, Trails and Lakes committee. Mr. Navin �added that the proposal �alls into what the City wants to see. Very good � valuable citizen input. Steve Brown seconded the motion. All in favor. Motion carried. Jim March wanted to recap the final version �f the Lal�Zotte Park Outdo�r Recreation Grant that was recently submitted. This grant would be for paving trails from the parking lot� to the ball fields and on through to Centerville Road. It would �also be for paving the parking lot and a playground stn.icture. Mr. March mentioned he received a phone call from a gentleman from the DNR regarding some resid�nts of Lino Lakes who live on LaMotte Drive and are against the trail linkage. They have started a petition against the trail. Jeff Gibbons concurred that same residents brought up a concern that the trail didn't have to go right along the road. They want it 3 further ba�k from the homes. Mr. March added that Ron Cox (Anoka County Park and � Recreation) called to inform him that there will be a meeting on April 15th at 4:30 p.m. at the end of LaMotte Drive regarding resident opposition. Undate on St. Paul Water Utilit� Surplus Pro�ert� A�praisal � Mr. March explained the City hasn't received anything back on the appraisal yet. The � property is 220 feet wide and St. Paul Water Utility wants to retain the portion with the house on it. They want to sell a piece that is approximately 100 feet wide. The City is waiting to receive an appraisal being completed by the St. Paul Water Utility to determine the purchase price. Mr. March added the City is applying for a Fishing Pier Grant, but has been informed the funds have already been allocated. Mr. March was informed that the City's application should rate highly ne� �ear. Dou� Porter questioned if the City has acted on the potential trail corridor along �he Met eouncii� easement sauth of tne Center Oaks sut�divisions Mr. Marcl� explained the City has ]et Met Council know the City is interested in this opportunity and the City Engineer has provided comments on the Met Council p�ans i� regards� to this issue. NEW BUSINESS � Michael Navin questioned the Chain of Lakes Little League Contract, adding that he � thaught Park and Recreation recommended approval of the contract to the Council. He I asked� if�the City Attorney reviewed� the cantract and if Park and Recreation� needs to do � anything further with the docurnent. � Jim� March explained Attorney Ja7nes� Hoeft reviewed the contract and off�red one � suggestion. Mr. Hoeft felt the City should change the name to "Facility IIse Agreement". I Mr. Hoeft felt it was fine far a standard document, but suggested the title change for the i amendment covering the groomer apparatus No further action from the Park and � Recreation Cotnmittee is required. � Letter from Wayne LeBlanc T�� C'rihbons spoke on behalf of Wayne LeBlanc. Mr. Gibbons explained that Mr. LaBlanc is petitioning for the City to follow through on plans - don't let them get waylaid. Mr. LeBlanc is still hoping f�r tke possibility of a park in Lakeland Hills. He also questioned if there w be a walkway to the school from Lakeland Hills. Mr. March explained it is in the approved plans to require a paved trail connecting Lakeland Circle to the elementary school property. N1r. Navin asked if there was any further discussion or motion on Mr. LeBlanc's petition? Since there wasn't any further discussion, Mr. Navin wanted to note in the Park and Recreation Meeting Minutes receipt of Mr. LeBlanc's letter, adding Thank Yau to Mr. LeBlanc for his input and support. 4 � Naming of Centerville Parks Michael Navin questiQned why l wha put this an the agenda: Ms. Lien offered she added it to the agenda because there vvere a couple of parks in the city that aren't named. Af�er di�cussing the parks, it was determined that there are two parks that are unnamed. Both parks are located near Royal 1�leadows and are connected. The Park and Recreati�n C�mmitt�e ete�ted to name the tw6 pari� Rayal Meac�ows Park - all as one park: This will be recommended to Coun�il for approval. T Michael l�avin wanted to note an the record that it is very nice having M�. Lien attending the Park and Recreation Me��ings. Adding it's nice to hav� a11 the color coded information and the minutestyped up sc� nieely. Jim .March explained a developer is proposing 15 single family lots on a 10 acre parcel �f iand just east af The W�ods �f Clearwater Cr�ek development which would be called Deer Pass. Mr. March alsc� mentioned there is another parcel of 20 acres of undeveloped land just north af that. There have been questians fram residents within the area pertaining to sidewalk access to the park Mr. March suggested a trail easement with a paved traii ins�talled t� the plat boundary to the north �and� once the 20 acres nort�r of this is devetoped, the City could have the developer of that parcel connect to the trail stub and pave a walking trail to the north side af Acarn Creek Park. Mr. Navin asked if Brian Dri�e will continue north? Mr. Marcl� explained it may be ' dif�icult to extend the roadway north de�ending o� we�land or soil conditions, bi.�t it uould be possible. Dale �:arson felt the trail should be pa�red right away. If someone is intere;�te� ira purehasing pro�erty ��6ng th� trail, they kn��v it is there and they ma�Ze the � choice b�fore they purchase. Jeff Gibbor�s offered another alternative to put in a bcrardv�atk ar �bridge running to the west over the wetland. 'This option would not require any wetland fillin�. Steve Brown questioned ho� big the uetland area is? �;m M�r�h srated the wet�and is approximately 350 feet wide in some spots. Mr. March rnentioned a floating bridge ma_y be very e�pensive to construct and maintain. Mr. March was unaware if a permit could be allowed to construct a floatin� bridge over a I�NR protected wetland. Jeff Gibbons expressed his thanks to the Park ar�ct Recreation Committee for allowing him to participate in the meeting, but unfortunately had other commitments in which to attend. Mr. Navin asked Mr. March what the C'ity needs fr�m the Park and Recreation Commrttee regarding tl�e new Deer Pass development? Mr. March resp�nded that the Park and Recreation Committee needs to decide if they waulct lik� cash or land for the required park dedication. 5 Dale Larson questioned the need for sidewatks. Steve Brow-n felt sidewalks wouldn't be � necessary, it's a very quiet road. I�otion b� Michael Navin ta recommend ta C�urrcil a cash dedication for the Deer Pass develo�ment.
