Chairperson Michael Navin called the meeting to order at 6:32 p.m.. Michael Navin - abstained. Motion carried. APPEARANCES The Neighborhood Network Committee joined the Park and Recreation Committee Meeting to express their concerns regarding Acorn Creek Park. The follawing members of the Neighborhood Network Committee were present: Aimee Fairbrother (1844 Revoir . ' June 20 1999 Park and Recreation �fleetir,g -, �, St.), Lori Darn (18�6 R€voir St.), Ray D�Vine (18�7 Revoir St.) and Michele and Dati�e ��%roblewski (1845 Revoir St.). Mr. tilarch exptained that he and Paul Palzer have gone over to the Eagle Pass development and selected some trees to be relocated to the �1corn Creek Park. i��r. Al La�,Zotte h�s offered to relocate trees for the City at a cost of $70.00 per hour. Mr. 1��arch thought Mr. LaR��ott� wauld b� mo��ing the trees this coming Satur�ay the Sth. ��Ir. ��Iarch, Mr. Palzer, Aimee and Tom Fairbrother made a sketch of where ta place the trees at Acorn Creek Park. Mr. Porter �uestioned if J�e Goetz of Goetz Landscapin� has been contacted for consulting of the trees ta be moved. Mr. ��1'Iarch explained he has been in contact with NIr. G3etz, and Mr. Goetz is advising him on which trees would be best for transplanting. Ms. Fairbrother ��anted to confirm tl�e intent of ?��Ir. Larson's corr?ments regarding r�corn Creek Park and keeping the "adult" theme in mind. Ms. Fairbrother felt that since the City doesn't know yet if we have receiv�d the grant from the BNR or not, that the Park and Recreation Committee could let it rest until then. �Ir. Larson expresse�' that the park could/should be able �o accomm�date both adults and children. Also, Mr. La; son commented that the Neighborhood Netw�ork Committee '� �hould re-title the name "gazebo" ta "shelter". Mr. Larson explained that his perception of I a shelter all along has been a basic steet "shelter" ;��ith picnic tables and BBQ's in it, I nothing fancy. Adding, L:no Lakes has several steel sh�lters that have lasted for 20 years ' without �eir�� dama�ed �r �ost in st�rms. Mr. D��rine (1837 Revoir St.) mentioned that the "adult" theme seems to vary_ a lot from � what 1�ari Nelson is suggesting. �� i Ms. Fairbrother explained that the grant doesn't include a shelter, at least it is not in the � plans �f the Neighb�rhood 1�'etwork Committee. Shc questioned if there u�ere plans of a , shelter at LaMotte Park? � ��Ir. March explained that the Lions are p�anning to put a shelter at LaMotte Park sornvday, hut currently there is nothing in the tivorks. They don't ha��e the� funds a�vaila�ble. Mr. March added the City should hear back from *he DNR sometime at the beginning ot July. Ms. Fairbrother stresse� that the Ne;ghb�rhood Network C�mmitt�e just wants to keep in touch with the Park und Recreation Ccmmittee and make sure we ara all on the same page. Mr. De�'ine (1837 Revoir St.) sugg�sted contacting the prop€rty awners ta se� how they felt abcut granting an eas�ment to tre City allowing children to fish in the pond. Ms. Dorn mentioned she doesn't mind t�e kids coming anto her property, except that they leave garba�e and things b�hir�d. She �oesn't f�el sre should hav� t� clean up after them. �Is. Dorn questioned if the pond will ever be fished out, and alsc, �vhe�re did the �ish come �� from to begin with? ��r. St�ve Brown noted that he has never seen a dead fish atong the lakeshore, adcling that the fish ar�e getting bigger. He didn't feel the pond would ever be fished out. �Zr. March mentioned if the property owners have a probtem �vith children on Their property or are worrieci �hout liabilities, they could a1��ays put up a fence. It w�ould have been nice if there ��ere an easement on lot 9 from the start. �'Ir. March suggested contacting the property own�r to se� if thcy are interested in signing an easement. If th�y are interested, we can pursue from there. If they are not interesteci, it will have to be � dropped. Mr. March didn't feel the Council �vould be willing to �arsue condemnation. It �� was determined that Lisa and Loren Abrahamson are the property owners of lot 9. ', Mr. Navin rec�ueste� permission to �vrite a letter to the Abrahamsons an behalf of the City. ' It was determined that it ��ould be better to drop the letter off in person. Also, ?�1r. Navin could anstiver any questions tre !�brahamsons may have. There is a meeting scheduled on Thursday, 6/10i99 at 2:00 p.m. �tiith the St. Paul Water Utility and Anoka County. Mr. March mentioned that there were a few upset Lino Lakes residents at the last meeting. Mr. March briefly ex�l�ined tr�at a d�veloper �y the name of Rick Carlson is proposing d�v�loping 20 acres of land just sout� o� LaMott� Par�. Mr. Carlson is having a m�eting with the homeo�vners io discuss acquiring the property. This pr�perty is not scheduled � r1,� �ti ?�a „nt;l 7p01. T�1ayh� the clev€toper coutd put in a bridge when he ac�uires the pro�ert_y. Mr. March will update the Park and Recreation Committee of the status at th� next meating in July. Progress of field conciiti�n, e�ui�ment, du��outs,�avement� and ��hat's �oing on at LaMott� Park. NIr. March mentioned that some group was practicing on the ball fields at LaMott� Park. They are a?so driving on the grass. Public works is grooming the three ball fields behind the elementary school everyday. The inspector has inspected the seedin¢. The City is row just trying to keep people off of the park. � Mr. Navin mentioned he has been in contact with Dick Travis who �,�orks for Glen Rehbein. Apparently, Mr. Rehbein wants to help thc Socc�r Club and is svilling to �� contribute their ex�ertise. Mr. Porter suggested the City talk to Joe Goetz of Goetz Landsca�ing to see if Mr. Goetz �� has ary sug�est:ors about the grass and upkeeping of the grass at the parks. Also, sh�uld � the City post signs at the parks about driving on the grass? ' i Removal of swin� ta Ro�a� Meadows Park Mr. March €xplained that public works ;oes over to Royal Meadows Park almost daily to ! unwind the sivings. Public works hasn't had time to remove the s�i�e as of yet, but their goal is ta have it remoti�d by June l2. Mr. Natiin questione� �vhat needed to be replaced on the current sti�ing to bring it up to cocie? Ms. Lien offered all of the hardware needs to be replaced, i.e.: chains, nuts and bolts, scr€��s, ��oks for the chains, etc. Also, thc box�d in area surra�n�iing the s��ing with timbers needs to be made larger and more sand brought in. Apparently code requires that w�atever thc height of a swing is, the box�d in arca surrounding it must be twic� th� sizc. Exarnple: a 10 ft. tall swir�g need5 to !�ave an area of 2�J ft. surrounding, all sic�es. Mr. Porter felt that overall the whole park shauld be bulldozed over completely, and re- done. ivfr. March mentioned it is the one of the most heavily used parks in Centerville. 4 June 2, 1999 Park and Recreation l�leeting Motion by Mr. Navin ta authorize public works to repair the swing by removing the existing hardware, installing new hardware and chains, create a border with timbers, bring in sand ta filt, with all modifications up to City eode, not to exeeed �2000.00. Since we atready discussed this with the Nei�hborhood Ne�work Committee the Park and Recreation Committee felt this was alreadv covered. Srat��s of Notification to Residents re� a� rdin� easements and Trail Linkage Grant Mr. Porter questioned if the Cit_y should notify the residents of the possible trail going through witk the Trai1 Linkage Grant. Ntr. March felt it woutd be easier and wc�uld cause less confusion if w� waited until that propert_y comes into development. Possibl_y the City could get the developer to pay for the i tr�il. I NE�' BUSINFSS Si�ns for Acorn Creek Park and Rov�1 Meadows Park Mr. 1Vlarch explained that Mr. Gene Houte has offered to build two more si�ns to be , placed at Royal �leadows Park and Acorn Creek Park. These signs vvould look the same as the signs placed at Tracie McBride Park and Laurie LaMotte Park. Mr. Brown questioned if Mr. Houle would be donating his time. Mr. March confirmed � that Mr. Houle wauld be donating his time, addin� he is lookin� to ha��e the City pay for the cost of materials. Motion by i��r. Brawn to have Mr. Hout� construct not two, but three signs to be placed at Acorn Creek Park, Royal Meadows Park and Eagle Park, not to exceed $750.00 or it must come back to the Park and Recreation Committee for approval. 1L`Iofion seconded by Doug Porter. Rezone of Residential Pro�ert� to Industrial Mr. March ga�e a brief update on a rezone of a piece of land that is zoned RI (Residential) to I1 (Industrial). NIr. L�keland Hills Parkin I� ss�es Mr. March briefly explained that Little League peopl� are parking their cars on the road in Lakeland Hills, and then walk down the trail to the back of the school. The City Counci? voted to limit the �arking to one side of t�e stre�t. The residents are not happy with this , decision, and are therefore coming to the r�xt City Council meeting to expre�s their opinions. The residents are tooking to have "No Parking" between 5-9 p.m. on both sides of the streeT. � Intern for Park Maintenance 1VIr. Porter su�gested that�since the City has acquired so much park property, that maybe the City should consider hirin� an intern to help with the maintenance of the parks. Mr. Porter suggestec! we could check with school� for any stutients intereste�d in an internship. If nothing else, this is something to consider for next yea.r. Mr. Navin questioned if there was a market far �nterns. Mr. M�rch offered the City c�suld look into it further and check with different places. � DISCUSSION ITEIY�S �� 1�'Ir.
