Staff: Jim March Jill Lien i ROLL CALL CONSIDERATION OF MINL�TES October 6, 1999 Park and Recreation Meetin� Minutes Motion by i�lr. Porter to approve the October 6, 1999 Park and Recreation Meeting Minutes. Motion seconded by Mr. Brown. All in favor. 1�Totion carried. �PPEAR�NCES Mr. Wayne LeB�anc disir�buted a packet of information that was compiled from the Minnesota Design Team visit last summer. The packet included drawings, sketches, visions and literature fram the Desi�n Team visit, along with excerpts that related to the parks and trails from the Centerville Comp Plan. He also included a copy of the Park and Trail System Comp Plan that was nev�r adopted, but was referenced in the Comp Plan itself. The last of the information contained in 1�1r. LeBlane's packet was information that the City o�f Circle Pines distributes to it's residents about the trails in Circle Pines. 1 lOrlr. LeBlanc stressed ho�l impressed he was with the Design Team, explaining they did a�reat job of creating a"shared vision" and noted that everything is "doable". Mr. LeBlanc wanted to re-iterate the PmpQrtance of the City f�allc�wing tlu��ugh with the visions presented by the Design Team. He also asked Mr. March if the City follovvs the Comp Plan, when it w�as approved and if Mr. l�larch would keep the information in the Cr�mp Plan u�dated. Mr. Le�lanc questioned a few different �rail ea�ements, and if the City follows the Centerville Park and PedesYrian Sys�em C�mp Plan which is referenced in the Comp Plan. The Park and Pedestrian Sy�tem Comp Plan specifies that the City would like to be pedestrian friendly. Mr. March stated that for the most pa� th� City does follow the Comp Plan �vhich w�s approved �n 1997. 1�1r. Larson explained that a former member of the Park and R�creatiora �c�mmittee dr the Ce��tervitle Park and Pedest�rian System Comp Plan, as a"thumb sketch" but was n�ver �fficiallv au�c�pted by �he City. Mr. L�eBlanc mentioned that he wo�ald b� willing to "�ackle the project" of �pdating 1 scanning the Park and Pedestrian System Comp Plan. The last of Mr. LeBla�c'� information consisted of th� information the City of Circle Pines distributes regarding trails, �nd a sk�teh prepar�d by a Mr. Michael Pressman / Director of Planning for the "1000 Friends of Minnesota". Mr. LeBlanc felt it would be ben��'iciai fcr the City of Centervi�le to co��Eact NIr. Pres��an ta see if he can help the City set aside land as a t�x donation and/or public land. Porter wanted to express his than�CS to Mr. LeBlanc for all of his time and efforts he has so diligently put forth into the Design Team Follow-up. 2 Budget 2000 �here was a lot of discussion <egarding the Park and Recreation budget for t%e year 2000. �ased on historical use, $20,000 out of the �50,�00 proposed budget would be projected for labor, ' mair�tenance and other known park exp�nses.
