Mr. Niattke preser�ted an offer of $2000 per lot compared to the exi�ting park dedication fee of $1200 per lot, with the c�ndition that the development be develop�d as a PUD, and the Mti SA is modif ed �o one year earlier than the original date for this property. �Iomes wi11 not be constructed until the end of summer/ea�ly fall, so there will only be roughly 6— 12 homes built next year, with the balance of the homes btiing built the fatlowing year. Mr. Mattke added that they are just ir, �he sketch plan phase. IYtr. iblarch mentioned that he spoke with iVlr. Jon VonDe�,inde, Ano��a County Parks D'uector, last week. Mr. VonDeLinde informed him that the rough grading for the trail around the south side of �enterville Lake will be�in next week Mr. March continued, statin� that there are 3—� acres of prc�pese� wetland in this proposed developmer_t. It would b� a nice amenit_v to have a trail around the wetland. Also, 'Vletro�olitan Council would hzve to approve mc�difying �he date change in the MUS� from 2001 to 2000 When Gor-em plats the property east ofthis proposed d�velopment, th� Park and Recreation C�mmittee will want to retain a trail easemer,t. From there, Gerald Rehb�in has already stated that he has no problem with a trail easement on his property, ir� fact, he wants to dedicat� some of his pro�erty f�r tax purposes. NIr. Ken Carpertier will have a problem with a trail easement on his prop�rty, so this could be an issue in the future. Where the trail will be placed once it �ets to Mr. Carpenter's nroperty will need further discussion. OLD BUSINESS Acorn Creek Park Mr. Navin questioned the balar�ce of the park dedication fee account, and if the letter was sent out to Mr. Travis re�arding the trail in the Woods of Clearwater Creek development. Navin e�pres��d that his main goal �ras to attend to the immediate needs of the parks. ��� �. Sweeney mentioned that the Council wants to see the action plan arad wh�t actio:�s have been taken as the Park and Recreation Committe� go�s fonvard. Mr. March suggested that �he Park and Re�reation Committee form s�me �ype of "grant writing cc�mmittee o�� s��b-committee" to �elp write g_ran�s. They can look into partnerir�g �aiith other organizat�ons for the larger projec�s like the $3�0,000 purchase. Ther� w�uld probably be some re�iden�s in the community wha would lik� to work on, o� be uilling to help with w�r�tir�� the grants. If this "sub-c°om�iztee'` w�r� est�blished, they could alsc� help witn finding ou� which grants are being offere+�, which grants mQSt mat�h what the City is visionirg, all of the tegwork, letters of support, keep the goals of th� Park and Recrea�ion Comrr��ttee in m�nd, get vol�znteers to help, make recommendatio�s to the Park and Recreation Commi��tee and ultimately to City Council. Mr. LeBlanc s�res�ed that he �s h�re for that �urpose, and he is wil�ing to put time into wr�ting these grants. Also, beyond the grants, some visions cost money that d� not have grants offered I for �hem. iVls. DeVine and l�Ir. P�rter offered tQ Ic�ak into the �rant� being offere:d. Mr. LeBlanc would �� like to sit in o�z thes�; meet�ngs and help �vith writing the grant. �� Enterpris� Fund There was brief discussion reg�rding s�ttin� up a� Entetprise Fund, and the accountability of ��ch a fund. The Park and Recr��tion C"om�mittee could show the Council w�tere/what has be�n sper�t on a�emi-azinual basis, or 60 days pri�r to the en� of the ��e;�r show where i2 stands to � ju�tify rolling �ver the fun�is to an En��xprise F�nd. Nlarch rr�entioned he received a lett�r from the Centennial Hockey Association. Apparently the Hockey Association was suppose� to use the hockey rink last yPar, but never did. This year they are req�aesting to use the rink a couple of days a we�k. Page 4 of G Family Skate Ni�ht It was determinect that Park and Recreation would have three Family Skate Night's; Sunday, January 9`' Sunday, January 23T and Sunday, February 6`�', �000. The time wauld run from 4:00 — 6:00 p.m. The City will supply �he papcorn and hot chocolate, praviding the committee gets sameone ta run the event, such as girl scouts, boy scouts etc. Whoever we get to run the event, will be able to sell their own goods if they desire (girl scout cookies, etc). i � Letter from Metropolitan Council � ��Ietropolitan Council responded to the letter written by Mr. LeBlanc on behalf of the Park and Recreation Cammittee. Basically, the letter referenced NIr. John VonDeLinde, Anoka County Parks Director as our contact person regarding trail linkage. NEW BUSINESS Park Dedieation Fees Mr. March commented that he has surveyed several surrounding cities, and found that several of the cities have ��ised their park dedication fees to $1,500 per lot. Mr. March recommended that Park and Recreation raise their park dedication fee accordingiy from �1,200 to $1,500. 1�lotion by Mr. Navin to recommend to Council to raise the park dedIl�ation fe�es from � $1,2�0 to $1,500 per lot for the year 2000. DeFoe is budlding his home in that area and needs � to r�move these things. Apparently he ?���s already offered the diamond to the Little League. Mr. March felt it would be prudent to have a feasibility study done to get appropriate trails and '� easements. Public Hearin� at Plannin� and Zoning�Meet�n� Mr. March stated that Mr. Drilling has purchased the property directly across the street from Cit�� Hai_l. N1r.
