January 6, 1999
Pursuant to do call and notice thereof, the Park and Recreation Committee of the City of
Centerville held their regularly scheduled meeting on January 6, 1999 at City Hall,
1880 Main Street. Acting Chairperson Dale Larson called the meeting to order at
6:45 p.m.

CONSIDERATION OF MINUTES
T�ecember 2 1998 Meetin�Minutes
Motion by Da1e Larson to approve the December 2, 1998 Meeting Minutes with noted
changes. Motion seconded by Steve Brown. All in favor. Motion camed.
APPEARANCES
PETITIONS AND COMPLAINTS
Jim March explained Paul Palzer (Public Works I)irectorBuilding Official) has received
complaints about rink attendants riding snowmobiles in the park area.
Steve Brown offered he would talk to the attendants and make them aware they are not
allowed to ride their snowmobiles in the park areas.

Steve Brown expressed attendance has been very good. He questioned when we should
determine whether to close down the ice rink when whether conditions aren't favorable.
The Committee decided when the temperature is -10 degrees or below, andJor if the
windchill is -35 degrees or below the attendant should close down the warming house and
ice rink. Steve asked how the Community Skate Night went.
7ill Lien stated the first Community Skate lttight wasn't much of a success. There were
only a few people who showed up. Jill stated we didn't charge anything for the
refreshments because most kids who came didn't have money with ihem.
Jim March stated public works will clear the ice every Sunday before the Community
Skate Night. Don Bahnemen mentioned he didn't have any luck with getting music (i.e.:
tuner, speakers etc.). Jill Lien offered that the rink attendants usually have a boom box
inside and that it really isn't necessary to have more than that. The Committee determined
to cancel the next Community Skate Night due to the whether forecast.
�gested Na�mes for Acorn Creek a_nd �agl_e Pass Pa�rks
The Committee discussed several names for the two parks. Some of the names suggested
for Eagle Pass are: Eagle Park, Christmas Park and Evergreen Park. The only name
suggested for Acorn Creek Park is Acorn Park. It was decided staff should mention in the
ne� newsietter a blurb asking input from the community to help in naming the twa parks. �
Grants offered b� the DNR
Mr. March spoke of several grants he wants to check into offered by the DNR. ',
Dale Larson expressed he would like to see the Revoir Park be made into a park designed
more for adults, and more family oriented - all of the other parks are for children and
athletes. Adding, he would like to see BBQ pits, horseshoe pits, picnic tables and possibty
a shelter. Da1e felt landscaping and benches could be placed along the pond; and offered a
viewing dock would be very nice. i

Steve Brown added that everyone in the neighborhood is under the impression that the ��
park will be made into a"family" park. The builders are telling people this. Steve also �
stressed the residents are getting upset with the amount of kids who axe wondering around
and playing on private property to get to the pond.
Jim March stated Randy Hagerty just ordered two (2) picnic tables and a bench from
SCORE Funding. They were $500.00 each.
Steve Brown questioned the grants from the DNR. Jim March offered we could apply for
several of the grants, maybe we will get a11 of them, maybe we will get one. Dale Larson
asked how much money is in our budge�. Jim March e�lained we have $25,000 from
Buechler. Mr. Buechier also offered to donate an ammonia compressor from Met Council

for the ice rinks to extend the season longer. Steve Brown questioned tire shoreline along
Main Street - specifically the two houses the county awns.
' Mr. March explained Anoka County owns two of the lots arrd is in the process of
purchasing the two other lots. Adding, the City could possibly apply for the grant where
the County would match the funds from the City for park development. B�tween the
County purchasing the two lots, and the City applying for the grant matches, the City
could end up with approximately $400,000.00. The City could then purchase the
remaining lot which has a six-plex on it, bulldoze the six-ple� and build a beautiful park
on the lake with a pier and all the amenities. Jrm mentioned he woula bring a draft to the
February meeting for the grant applications.
NEW BUSINESS
Mr. Joe Goetz of Goetz Landscaping wants to be the City Forester. He can help pick out
the trees from Eagle Pass to be relocated. Jim will bring this up at the ne�rt City Council
meeting.

The Ciry of Centerville is requesting a grant in the amount of $20,000 fram the !
Department of Natural Resources to build a fishing pier on Centerville Lake. Centerville i
Lake is part of a chain of lakes in Anoka County's Rice Creek Regional Park. The fishing '
pier would be located on land currently belonging to Anoka County on the east side of ,
Centerville Lake. The idea for a fishing pier was derived from a city contest in which
youth submitted drawings of something they would like to see in Centerville. The drawing
was then incorporated in a visit by the Minnesota Design Team in September of 1998. It
is hoped that through grant funds the City can complete its vision for the community and
for the youth of Centerville.

Laurie LaMotte Memorial Park is approximately twenty acres of dedicated park land Iocated near
downtown Centerville, Centerville Lake, and Anoka County's Rice Creek Regional Park. The site was I
originatly named Central Park and was only about 10 acres in size. The park was renamed Laurie I
LaMotte Memorial Park after the City purchased additional property adjacent to the park in December of !
1996. Since that time the City has made significant progress on Phase I development of the park. Phase I �
development includes storm water improvements, site grading, seeding and mulching, construction of a
parking lot, construction of a pleasure rink and renoz�ation of the esisting hockey rink.
The City of Centerville is requesting a grant in the amount of $50,000 from the Department of Natural
Resources for improving Laurie LaMotte Memorial Park. The City is requesting these funds in order to
f nance a portion of Phase II developmeni of the park. Phase II developmeni of LaMotte Park is part of a
commnnity vision for the park to make connections to the downtown area, Centerville Lake and Anoka
County's Rice Creek Regional Park. Phase II will include the addition of several amenities including an
accessible playground, a picnic shelter, accessible trails, 3 softball fields, 2 soccer fields, a basketball
court, and a building for concessions and accessible restrooms.
The City would like to continue with the development of the park and build on a visit by the Minnesota
Design Team in September of 2998. However, the City has eapenQed a substantial amonnt of park
dedication fees on the acquisition of additional park land and the Phase I development. Continued
development of the park will not only benefit the residents of Centen�ille, it will also benefit the residents
of Circle Pines, Lino Lakes, Lexington, Hugo, Blaine and Forest Lake. It is hoped that through grant
funds and future park dedication fees, the City can complete its vision for the community park system.

Acorn Creek Park is approximately four acres of dedicated park land Iocated adjacent t� a j
subdivision in Centerville called Acorn Creek. The City would like to develop the park I
into a passive recreational area for City residents. Centerville is requesting a grant in the ��
amount of$50,000 from the De�artment af Natural Resources for improving Acorn Creek �
Park. Possible improvements include a playground, picnic tables, barbecue grills, benches, �
lighting and a gazebo. The development of the park is needed in order ta provide a
growing population with a developed neighborhood park. It would also build on a visit by
the 1Vlinnesota Design Team in September of 1998. However, the City has limited
resources for developing the park and it is hoped that grant funds will help the City
camplete its vision for the community and for Acorn Creek Park.

The City of Centerville is requesting a grant in the amount of $50,000 from the I '
Department of Natural Resources for trail linkage. The City would �ike to link azeas
within the city to each other such as neighborhoods, parks and the Village Cent�r
(downtown}. Also, the City would like to link these areas of the city to Anoka Caunty's
Rice Creek Regional Park, which partially lies within the city limits of Centerville.
Development of the trail linkages wit�n the City of Centerville and to Rice Creek
Regional Park would benefit the residents of Centerville as well as residents of Circle
Pines, Lino Lakes, Lexington, Hugo, Blaine and Forest Lake. It would also build on a
visit by the Minnesota Design Team in September of 1998. It is hoped that through a
grant the City can complete its vision for the community and the region.

fields for the children who live in Centerville and Lino Lakes tlzat are served by the Chain of
Lakes Little League.

properties in the near future.

This letter is to request the use of three baseball and softball fields and facilities located in
Lamotte Park for the summer months of 1999 beginning April l st through August 15, 1999,
Monday through Friday, from 4:00 p.m. until dark. These fields will be assigned as home ,
fields for the children who live in Centerville and Lino Lakes that are served by the Chain of
Lakes Little League.
