HomeMy WebLinkAbout05-04-05 P & R Minutes Approved Parks & Recreation Committee Meeting Minutes May 4, 2005 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, May 4, 2005 - 6:00 p.m. Pursuant to due call and notice thereof, the Parksand Recreation Committee of the City of Centerville held the regularly scheduled meeting on May 4, 2005, at City Hall, 1880 Main Street. Present: Chairperson Tedd Peterson Vice-Chairperson Wayne LeBlanc Committee Member Suzanne Seeley Committee Member Kathy Peil Absent: None Council: Absent – A Council Work Session was scheduled at the same time. Staff: Kim Stephan __________________________________________________________________________________ I. CALL TO ORDER 1. Roll Call Chairperson Peterson called the May 4, 2005 Parks & Recreation Committee Meeting to order at 6:35 p.m. II. SET AGENDA Vice-Chairperson LeBlanc requested a discussion be added of Hardwood Creek TMDL (Total Maximum Daily Load) under Committee Business as #2. Chairperson Peterson requested the trail along County Road 14 be added under Committee Business as #3. Motion was made by Committee Member Peil,seconded by Committee Member Seeley to set the May 4, 2005 Parks & Recreation Committee Agenda with the above additions. All in favor. Motion carried unanimously. IV. APPEARANCES Mr. Drew Johnson and Mr. Dana Johnson made an appearance to update the committee as to the status of the Adopt a Wood Duck House Program. At this point, eight (8) applications have been received and five (5) wood duck houses have been installed in Centerville. Those adopting the houses have agreed to clean them annually andrefill with cedar, as well as giving monetary 1 of 5 Parks & Recreation Committee Meeting Minutes May 4, 2005 donations. Mr. Drew Johnson supplied the committeewith pictures of some of the houses being built and installed. City Council approved the Parks & Recreation Committee’s recommendation to fund $700 of this project, with 15 of the wood duck houses potentially being installed on City ponds. Chairperson Peterson requested that Mr. Drew Johnson first attempt to get these houses adopted by residents before the City takes responsibility for them as the maintenance would fall to Public Works and they would prefer residents take ownership. There has been interest by Lino Lake’s residents, but Mr. Drew Johnson will give Centerville residents precedence. Mr. Drew Johnson will continue to solicit residents to adopt a house and feel there will not be a problem placing the 30 wood duck houses. The committee will be kept informed as to the status of the project. III. CONSIDERATION OF MINUTES Consideration of April 6, 2005 Parks & Recreation Committee Meeting Minutes Committee Member Seeley asked for a correction on page 2, the second paragraph of the rd discussion on Hunters Crossing 3 Addition. The last word should be approved, not improved. Vice-Chairperson LeBlanc asked that the spelling of Mr. Nick Eoloff, Anoka County Parks, be corrected in multiple places from Eloff to Eoloff Motion was made by Committee Member Peil,seconded by Vice-Chairperson LeBlanc to approve the April 6, 2005 Parks & Recreation Committee Meeting Minutes with the above corrections. All in favor. Motion carried unanimously. IV. COMMITTEE BUSINESS Preliminary Plat for the Church of St. Genevieve The committee discussed what trail proposal they would like to recommend to City Council for the Church of St. Genevieve’s preliminary plat. Chairperson Peterson questioned whether the Church of St. Genevieve will be required to pay Park Dedication Fees and would like to know what fees have been waived for this project. The committee would like to see a trail connection on the northwest/north corner of LaMotte Drive and Heritage Street to the existing trail that runs along LaMotte Drive. There is an existing utility easement on this corner. City Council previously approved Dressel Contracting doing a sub cut for a trail extension on the southwest corner of the property from the existing LaMotte Drive trail north of the lift station. The lift station is in the southwest corner and the existing trail runs into the parking lot at the entrance of the park. For safety issues the committee would like to see the trail on the north side of the lift station emptying onto the current temporary trail so bikers do not have to go into the parking lot from the trail. The committee would also like to recommend a trail extension from the temporary trail in the southeast corner of the property to line up with the Meadow Lane sidewalk on the east side of Centerville Road. Chairperson Peterson will determine the footage as it is unknown at this time 2 of 5 Parks & Recreation Committee Meeting Minutes May 4, 2005 Motion was made by Chairperson Peterson, seconded by Committee Member Peil to recommend to City Council that trail easements be negotiated with the Church of St. Genevieve for a trail connection on the northwest/north corner of LaMotte Drive and Heritage Street to the existing trail that runs along LaMotte Drive, a trail extension from the existing LaMotte Drive trail north of the lift station to the temporary trail in the southwest corner of the property and a trail extension from the temporary trail in the southeast corner to line up with the Meadow Lane sidewalk on the east side of Centerville Road. All in favor. Motion passed unanimously . Vice-Chairperson LeBlanc questioned whether there would be a median installed on Centerville Road in conjunction with the church expansion. Committee Member Peil said with the first phase there would be a maximum of 30 parking stalls for the community building so traffic will probably not be an issue at this time. Hardwood Creek TMDL (Total Maximum Daily Load) Vice-Chairperson LeBlanc requested a discussion be added of Hardwood Creek TMDL (Total Maximum Daily Load) as information to the committee. An advisory group has been commissioned to go through a process recently formulated by the Federal Government to study the load on Hardwood Creek, which is listed as impaired waters. Vice-Chairperson LeBlanc has been asked to sit in on the proceedings and he accepted the offer. The timetable of the study is not complete as it is a new process, but Vice-Chairperson LeBlanc suggested it would be approximately 6 months for the initial phase to be completed. County Road 14 Trail Chairperson Peterson requested this item be added to the agenda and stated that City Administrator Mr. Dallas Larson and Public Works Director Mr. Paul Palzer had discussed looking at other options for the trail along County Road 14. The suggestion was to not have the trail follow County Road 14, but to follow the creek on the south side of County Road 14 out to th 20 Avenue instead. The committee discussed this option and the pros and cons of this concept. Though a trail following the creek would be in a pretty location, Vice-Chairperson LeBlanc reminded the committee how difficult it is to propose to residents a trail go through their property and/or development where there has not been a trail in the past. The best way to put trails into the system is with new development as then people know exactly what they are buying and the proximity to trails. Chairperson Peterson statedthe area around the creekis quite steep and there would be difficulty building and maintaining the trail and he questioned how well it would hold up. The committee felt this trail idea would not be workable as it would go through too many residents’ property, require wet land mitigation, as well as Rice Creek Watershed Permits, and potentially be very expensive. 3 of 5 Parks & Recreation Committee Meeting Minutes May 4, 2005 V. UPDATES Earth Day Participation – Saturday, April 23, 2005 Chairperson Peterson thanked the volunteers who attended the park cleanup Saturday, April 23, 2005. Vice-Chairperson LeBlanc stated there were not many in attendance, but they were able to clean the four (4) parks they had planned to clean in 1 ½ hours as the parks did not have as much litter as they had expected. Laurie LaMotte Memorial Park was cleaned by the Centennial Little League Association. Adopt a Flowerbed Committee Member Peil will take care of the flower bed at Laurie LaMotte Memorial Park, Committee Member Seeley was willing to adopt Tracie McBride Memorial Park, but a resident volunteered after seeing the information on the city’s web site. Chairperson Peterson has talked to a resident near Acorn Creek who is willing to adopt the flower bed in that park. Both residents were informed they could talk to Ms. Stephan for supplies or turn in receipt’s not to exceed $50 for each park, to City Hall when completed with the flowerbeds. Ms. Stephan will plant, fertilize and mulch Eagle Park, and then a resident close to the park will maintain the bed. A resident close to Royal Meadows Park adopted that flower bed last year and will continue with the project this year. Ms. Stephan will supply Royal Meadows with supplies. Chairperson Peterson requested putting a thank you to the residents on the web site. St. Paul Water Utility Property on Centerville Lake There is no current update on the purchase of this property. Vice-Chairperson stated he believed the City has an extension until the end of 2005 to see if the City will be awarded the grant which was submitted. Wheels Skate Park Equipment Chairperson Peterson stated the representative from DuraFun had said the pieces ordered would be in on May 2, 2005 and hoped to start the installation work next week. Community Garden Committee Member Seeley is pursuing this project with City Council’s approval. Additional Lights at Laurie LaMotte Memorial Park Chairperson Peterson has not heard back from Rivard Electric regarding the additional lights at Laurie LaMotte Memorial Park for the pleasure ice rink, but will contact them in the upcoming week. The committee would like the work done certainly by the time the ice rinks are in use again. Committee Member Peil is planning to paint the outside trim on the warming house to complete the work she started with the inside of the warming house. 4 of 5 Parks & Recreation Committee Meeting Minutes May 4, 2005 Chairperson Peterson reported one of the windows was broken at the warming house and he has ordered all new windows cut to fit, with the funds coming from the maintenance budget. Parks & Recreation Committee Vacancies Committee Member Seeley stated Mr. Kevin Amundsen, who attended the regularly scheduled April 6, 2005 Parks & Recreation Committee Meeting, would like to join the committee, but had a conflict for this evening. IX. ADJOURNMENT Motion was made by Committee Member Seeley, seconded by Vice-Chairperson LeBlanc to adjourn the May 4, 2005 Parks & RecreationCommittee Meeting at 7:40 p.m. All in favor.
