BACKGROUND In May of 2008, we were authorized, by the City Council, to perform some preliminary design work along with other pre - project tasks. Since that time, we have explored a number of alternatives for treating the storm water which will be generated as part of the downtown redevelopment. We have also assisted the City in obtaining several grants to help pay for these improvements. The ultimate project will consist of a network of storm sewer inlets and collection pipes feeding a large diameter storm sewer pipe extending from the Downtown area to an existing ditch running westward along the south edge of Laurie LaMotte Memorial Park. The schematic route of this pipe is shown on the attached Figure 5. We will then utilize the existing pond in the Rice Creek Chain of Lakes Regional Park Reserve as a reservoir for storm water to be used for irrigation of the LaMotte balifields. The pond would hold enough water to provide the 16 acre site with one inch of water per week for approximately three weeks without rain. A back -up system would be provided to add water to the pond during extended drought periods. This system could be either a small well or hydrant lead from the existing water system. The irrigation system will consist of a pumping facility near the pond and a forcemain leading back to the ballfield area where it will feed a network of irrigation lines. Due to the pace of redevelopment in the downtown area, the decision was made to scale back the 2010 project to just the irrigation system and pond modifications. Having met with the Rice Creek Watershed District, the Board of Water and Soil Resources and Anoka County Parks officials to gain their consensus on the revised project scope, we are now ready to move forward with design and construction of the project should the City Council choose to do so. City of Centerville Downtown Strom Water Reclamation � *0161a *$YATi fel 1 PRELIMINARY SURVEY Under previous authorizations, we have completed some preliminary topographic surveys. However, at the time, we were not certain of the final route of the pipe or placement of the pond. Therefore, we will need to supplement this information with additional topographic surveys of the ditch along the south side of LaMotte Park, Pond outlet, pump works site, forcemain route and ballfields. Page 2 6/9/10 Our work under this phase will include: Calling in a Gopher State One -Call Design Locate Ticket, Topographic Survey work, locating existing property corners and measurements of existing utility structures in the area. PERMITTING AND AGENCY COORDINATION Permits for this project will be required by: Rice Creek Watershed District (RCWD) — Much of the up -front work of this permit process has already been completed. From here on out, we will simply need to submit the formal application, provide our calculations, drawings, and other documents for their review. Subsequently, we will need to respond to their comments and resubmit, if necessary. The permitting process can involve a few iterations, but we have been proactive in involving the district early in the design of this project should reduce the time required to obtain a permit. Anoka County — We do not anticipate the need for a permit from the county since we now have a joint powers agreement governing the use of the pond. We will need to stay in communication with Anoka County Parks as we work through the design, especially as it relates to site selection for the pump works, trail modifications and other issues that will affect their park. St. Paul Regional Water Services — Our forcemain and perhaps some ditch /culvert work may be on land which is either owned by or has easement granted to the St. Paul Regional Water Services. Their staff will review our plans and construction in these areas will require a permit from the agency. We will work through the review process, addressing their comments and submitting revisions, as necessary. We will also complete the initial application for the construction permit. Final permit submittal, including any escrow /fee requirements will be made by the contractor. Minnesota Pollution Control Administration (MPCA) — A National Pollution Discharge Elimination System (NPDES) permit for storm water discharge associated with general construction activity will be required. We will complete the initial application for the construction permit. Final permit submittal, including any escrow /fee requirements will be made by the contractor. Lino Lakes — The ditch feeding the pond runs along the border between the Anoka County regional park and a residential development which is part of the City of Lino Lakes. We do not anticipate the need for a permit, but will need to coordinate with Lino Lakes City Staff and their residents. City of Centerville Downtown Strom WaterRedamation Page 3 6/9/10 Centerville Parks and Recreation Committee — Significant coordination with the Parks Committee will be required to work out issues related to the irrigation system location and functionality. For the purposes of this scope of work, we anticipate attending two (2) parks committee meetings. ASSISTANCE WITH FUNDING APPLICTAIONS The City has received funding for this project from the RCWD and the BWSR — Clean Water Legacy Act. Both will require submittal of documentation, etc. to collect their funds. For the purposes of this proposal, our scope will include only those activities needed prior to project award. On -going reporting required during construction will be covered in a separate proposal at the appropriate time. City staff is applying for additional funding from several other sources. We will assist them by providing technical information and documents required for these applications as requested. This work would be done at our normal hourly rates and would be considered outside the scope of this proposal since we do not know the specific requirements of these grants at this time. ASSISTANCE WITH EASEMENTS An easement along the alignment of the forcemain pipe may be necessary. The need for any easements will be identified as we work through the design. We will provide easement descriptions and sketches as necessary. This scope assumes the need for only one easement. DESIGN & BIDDING To this point we have done some preliminary storm water modeling of the pond and ditch. More detailed modeling of the ditch should be completed once topographic survey information is available. Additionally, the restriction of the existing culvert under the bike path will need to be evaluated and modifications to the pond(s) will be designed. This work will be completed by our specialized Water Resources Engineers, working in conjunction with our Civil Engineering staff. Along with hydraulic concerns, there will be significant concerns regarding erosion potential. Our specialized staff of erosion control experts will be involved to deal with those issues. Our Civil engineering staff will design the route forcemain pipes. For the purposes of this proposal, it is assumed that the route of the pipes will generally follow those shown on the attached figure. Significant deviations from this route will be beyond the scope of this proposal. We have spoken with industry representatives regarding the best approach to the design of the pumpworks and irrigation system. It is the consensus of these folks and our conclusion that the entire system should be designed and specified as part of the bidding documents. We will utilize our expertise in designing large pumping stations and forcemains and will employ the services of a specialized irrigation designer with whom we have worked in the past on similar projects. The alternative to this approach is to have the contractor submit the design of these facilities as part of the project, much like he would submit a set of shop drawings. Our staff would write what is known as a "Performance Spec ". This document would tell the contractor the basic requirements of the system, such as the pumping capacity, control capabilities, minimum quality and performance requirements, power supply location, and other such pertinent information. This approach can work in many cases and is a viable choice, given the right project. The difficulty is writing a tight enough specification which does not allow cheap designs which meet City ofCentemIlle Downtown Strom water Redamation Page 4 6/9110 the specification, but do not satisfy the intent of the project. If you bid the design of the system, you will get the cheapest system possible, under the rules set in the specs. This will usually exclude the best contractors who are not willing to compromise their reputation by providing a cheap design. If the City is not comfortable with our approach of writing a full specification, we can certainly modify our scope of services to provide a performance spec and allow the contractor to design the system. As has been our practice, we will coordinate administration of the public bidding process, including submitting advertisements for bid to the local paper and trade publication, responding to bidder questions, issuing addenda and assisting the City with the receipt and tabulation of bids. The scope of services outlined in this proposal ends with the award of the contract. Services beyond that point will be presented in a separate, future proposal. For Preliminary Survey and Design /Bidding phases, we will consider the figures above to be not -to- exceed limits. For the Permitting, Funding and Easement phases, we request that these figures be viewed as estimates based on the best information available at this time. The requirements for these phases can often be fluid as the project takes shape and the effort required to complete the work can vary. We will be present at the next City Council meeting to discuss this proposal and the project in general. If the City Council wishes to move forward with the design and bidding of the project, it would then be appropriate for them to authorize the completion of plans and specifications.
