CALL TO ORDER Roll Call Chairperson Branch called the June 2, 2010 Parks & Recreation Committee Meeting to order at 6:36 p.m. Committee Member Seeley was not present, but will be in attendance. II. SET AGENDA Mr. Mark Statz, City Engineer, requested a discussion be added regarding the location of the flag pole in Comer Stone Park, Chairperson Branch added this item under Updates #8. Motion was made by Committee Member Amundsen, seconded by Committee Member Haiden, to set the agenda with above addition. All in favor. Motion carried unanimously. Committee Member Seeley arrived late and requested adding a discussion of two ideas she would like to present under Committee Business: #1 - Advisory Position to the Parks & Recreation Committee and #2 - Inviting a Master Gardener to a Committee Meeting to Discuss the Emerald Ash Borer. Chairperson Branch also would like to add Mr. Tom Lee under Appearances to discuss Music in the Parks. Motion was made by Committee Member Seeley, seconded by Committee Member Haiden, to amend the above motion to include the above additions. All in favor. Motion carried unanimously. III. APPEARANCES Mr. Tom Lee made an appearance to discuss the Music in the Park schedule with the committee. Mr. Lee has 1 of 6 Parks & Recreation Committee Meeting Minutes 06 -02 -10 scheduled two teen bands for the July 13 performance. `Concealed Fate' will warm up for `Brace for Impact', who won last year's Battle of the Bands. The Laurie LaMotte Memorial Park warming house area is a good venue for teen bands, especially since part of the audience comes from the skate park. Mr. Lee will supply his PA system for these bands. Mr. Lee will do a solo performance at Hidden Spring Park on July 27 All other bands will be at Hidden Spring Park except for the Centennial Community Band which is 35 pieces and will need to use the Laurie LaMotte Memorial Park parking lot. Mr. Lee suggested to the committee that if the Music in the Parks Program is something they would like to continue they should think about purchasing a PA system as most good bands will not play for $300 if they have to bring and set up their own PA system as it is time consuming and labor intense. If the PA system were available the committee would be able to attract more good bands for lesser fee. Mr. Lee said the committee could purchase everything needed for approximately $3,200 and he will put together the information for the committee to review at the next committee meeting. Chairperson Branch asked about storage and set up. Mr. Lee said the equipment could be stored in a relatively small space, probably at Public Works and he would be able to train -people to use it. Committee- Member Maiden asked -- about renting equipment. Mr. Lee stated that renting at $250 each time the equipment would shortly pay for itself. The committee briefly discussed radios for the 81( Walk/Run with Mr. Lee as he was in charge of the parade the last few years and the radios he rented for the parade in 2009 were also used for the 8K. Chairperson Branch informed the committee that Mayor Capra had notified him that the Anoka County Radio Club will provide radios for both the parade and the 8K run and her and Council Member Paar will be meeting with Mr. Bob Cordell sometime in June to go over the details. Mr. Lee reported he tried this with the parade in a previous year and it did not work for a variety of reasons and he would not suggest using HAM Radio Operators. Chairperson Branch will discuss this with Mayor Capra. Different radio options were discussed; type, quantity and range. Mr. Lee said he would rather error on the side of caution and he ordered more radios than he may have needed, but felt 12 radios with a better range would be sufficient for the 8K. Committee Member Amundsen said the radios work much better with cooler temperatures and that is perhaps one of the reasons the radios worked so poorly for the 2009 8K as by the time the race was run it was in the afternoon and very hot. This year hopefully the race will be run in the morning when it is still cooler. IV. CONSIDERATION OF MINUTES May 5, 2010 Parks & Recreation Committee Meeting Minutes Motion was made by Chairperson Branch, seconded by Vice - Chairperson Grahek to approve the May 5, 2010 Parks & Recreation Committee Meeting Minutes as is. Ayes — 5, Nays — 0, Abstain —1 (Amundsen). Motion carried. V. COMMITTEE BUSINESS Advisory Position to Parks & Recreation Committee Committee Member Seeley requested a discussion of an `advisory position' to the Parks & Recreation Committee be added to the agenda. Through recent visits to Chauncey Barett Gardens and speaking with the manager, Committee Member Seeley started thinking the committee is missing a segment of the population in Centerville by not having a voice from the senior community in what they would like to see offered for instance as Park Programs. The other consideration is this is a building for 55 and older and many of the residents are capable of being fully involved in the community and potentially able to volunteer their time and their expertise in areas the committee may be lacking. The committee agreed this is a resource that should be pursued, but 2 of 6 Parks & Recreation Committee Meeting Minutes 06 -02 -10 thought an advisory position may be premature. They would like to gather information as to what the senior community would like to see offered, as well as determine if there is any interest in participating in the committee. A survey was suggested. It was also suggested to bring the meeting to them and let the community at Chauncey Barett Gardens know about upcoming events such as Music in the Parks. Chairperson Branch suggested contacting the manager to determine if the July Parks & Recreation Committee meeting could be held at Chauncey Barett and invite residents to attend. Ms. Stephan will determine if there are any problems with moving the July meeting other than posting a change of location. Committee Member Seeley will contact the manager. Motion was made by Vice - Chairperson Grahek, seconded by Committee Member Seeley to move the July 7, 2010 Parks & Recreation Committee Meeting to Chauncey Barett Gardens if this meets with the approval of City Administrator Dallas Larson and Chauncey Barett Gardens Staff. All in favor. Motion carried unanimously. Inviting a Master Gardener to a Committee Meeting to Discuss the Emerald Ash Borer Chairperson Seeley suggested the committee invite one of the Master Gardeners who was present at the Flea Market to attend a committee meeting to discuss the Emerald Ash Borer and how the community can deal with it proactively. Chairperson Branch also suggested inviting a representative from the group that was responsible for hanging the purple boxes around the City. As the August meeting will be right before the 8K Walk/Run it was suggested Committee Member Seeley invite the Master Gardener to the September committee meeting. VI. UPDATES Flea Market / Good Turn Event Review The committee collected $50 in registration fees for the Flea Market. Expenses were $18 for 2 tables and 2 chairs. The cost of printing approximately 1,600 fliers (1,400 went out with utility billing) 200 distributed within the community, at .10 per copy was $160. This was submitted for SCORE funds with Anoka County splitting the cost between the Flea Market and the Good Turn Event. If this event is held next year the committee will need to think of ways to incorporate more recycling as this is what SCORE fund reimbursement is about. Committee Member Seeley said the feedback from people who had tables was good in spite of the bad weather on that day. Chairperson Branch mentioned that had it been a nice day there may have been traffic problems in the parking lot which will have to be taken into account for next year. Committee Member Peterson stated that Mr. Mark Spitzmueller, Bald Eagle Water Ski Club should have brought a boat to advertise for members and the ski show and he will consider doing this next year. Vice - Chairperson Grahek asked if we could send a thank you to the Master Gardeners and the Centerville Lions for their participation. Committee Member Seeley will take care of this 2010 - 8K Run Chairperson Branch stated now is the time for a major push to get the word out about registering for the race. He stated he is going to place an ad for the 8K with Midwest Events and Vacation Sports as they are doing the timing for the race and if an ad is purchased they will give us another months advertising free as well as packaging things together such as shirts, banners and a bullhorn. Chairperson Branch is working out the details on this and will keep the committee informed. Chairperson Branch is currently looking for a volunteer 3 of 6 Parks & Recreation Committee Meeting Minutes 06 -02 -10 photographer. Committee Member Haiden suggested changing the City website so it links directly to the 8K. Ms. Stephan is not sure what the committee wants here as it currently says `click here for more information and registration.' Committee Member Peterson says it has to do with how the item is searched for and will get more information for Ms. Stephan. Chairperson Branch is going to send out registration information with photos of last year's racers for those he can identify and suggested the committee advertise with fliers at runs that are scheduled over the next months. Music in the Park This item was discussed under Appearances. Fete des Lacs Parade —Mayor r Capra - -was- unable -to attend -the mee _Thi item was tabledunti1 - the next scheduled meeting Movies in the Park Committee Member Peterson had no update at this time. He had tried to contact Father Fitzgerald regarding the possibility of Movies at the Parish Center, but Father Fitzgerald has been out of town. Concession Stand / Raising Funds for Parks & Recreation Chairperson Branch reports he has done no further research on this at this time as his concentration has been on the 8K Walk/Run. The committee briefly discussed this as perhaps something to pursue in the future, but no one has the time to take this project on right now and they are not convinced it would be an effective fund raiser for the committee. Sand Volley Ball Court The committee had requested Mr. Paul Palzer, Public Works Director, attend the committee meeting, but as he was unable to, he supplied a diagram of a proposed location as well as information on standards for volley ball courts from VolleyballUSA.com. Mr. Palzer requested the committee review the following questions. The responses are from Committee Member Haiden. Whose design standards will the courts are built too? FIVE? While FIVB is the }world governing body for volleyball, 1 would not get too wrapped up in adhering peffectly to every standard (we probably will not have too many Olympic events here). The Project Requirements Document (PRD) is ALWAYS the governing document, but it is intended to be modified based 011 our discussions. Feel free to bring up points of discussion you learn from any source. The general location and orientation of the courts & lot on a map, keeping in mind the proposed storm piping. Now provided. Feedback on my proposal is welcome from all. Whose safety recommendations or standards will be specified? A 10' or 15' safety zone? My research indicates that 10' is common. We'll just have grass beyond that, so I am not too concerned about needing the extra size /cost. If a double court is affordable, more space between courts may be needed. 4 of 6 Parks & Recreation Committee Meeting Minutes 06 -02 -10 FIVB recommends a minimum of 19.7" of sand and I found 18" recommended otherwise. Whose standard specifies 12" as provided by Goetz? The 12" number came from my research on the internet. Deeper is better, so if the cost to go to 18 or 19. is minimal, let me know and I will modem the PRD. What are the pole specs & safety design...protective material? I recommend the pole be set 60" + deep due to soil conditions in this area. Specs per the PRD. If we find protective material that is resistant to theft and vandalism, let me know. I do not recall that the Centerville Lake beach area volleyball court has protective material. Good idea on the deeper posts. What border is desired and at what height to the adjacent ground? We want to keep he san om x mixing with presenting the grass without a safety hazard P d� � b g P -- g �tY Y'we need a boarder -- for this, then we should have one. Please recommend. Flat to the ground seems best for safety. What net height is desired, men's or women's? Per the PRD: Men's height with addtional eyelets for women's. I would recommend 6" of pea rock wrapped in road fabric beneath the sand with a tapered bottom to a low point and drain tile run to the county ditch if the elevation is low enough, otherwise the area will have to be raised. Please advice if you think this will work as good as the drainage system indicated in the PRD. What pitch to the courts are acceptable? Seems like 0 pitch is best for play. Advise what can be done at the proposed location. Where is the location of the parking lot and to what standards should this being built? The is critical to the drain tile depth. Location indicated on the attached document. Built to whatever standards the city builds parking lots to. Let me known the standard and I will include it in the PRD. The committee discussed the locations of courts and size of parking lot proposed by Mr. Palzer, as well as the distance between the courts, if two courts are built, and what the requirements of a parking lot would be. Committee Member Haiden suggested moving the court(s) more north, keeping the prime southerly piece for perhaps a future tennis court. It was suggested the 50' buffer to the south could be tightened up to 30' feet. The committee questioned whether additional parking was needed at Laurie LaMotte Memorial Park, should the parking lot be made bigger to accommodate this or left small to be utilized just for volleyball players? A portion of the parking lot area was marked `WET' by Mr. Palzer, Chairperson Branch said this area is significantly wet, and there is often standing water. The committee discussed the $6,000 Mr. Palzer suggested for drain tile and would like more information from Mr. Palzer as to what that includes. Would the grant project for irrigation and drain tile at Laurie LaMotte Memorial Park have any affect on this area? Committee Member Haiden said the plan was not calling for lights as the park is closed after dusk, but lights might be a good idea for the parking lot so as to not attract illegal activity after dark behind the neighboring resident's homes. The committee discussed the existing trail being extended to the volleyball area with the 2010 Trail Project, running across the north side of the park to Centerville Road connecting with Meadow Lane. Regarding the parking lot the committee felt 10 -12 parking spots would be adequate and would prefer it be kept Class 5 opposed to asphalt. The committee would like Mr. Palzer's input as to what lighting the parking lot 5 of Parks & Recreation Committee Meeting Minutes 06 -02 -10 would cost, as well as a Class 5 parking lot for 10 -12 spots. Also, what would the cost of one court be opposed to two be, would the second court be less since the equipment would already be there for instance? Committee Member Haiden will modify his PRD drawings to take into account Mr. Palzer's drawings and the volleyball manufacturing company's standards. Information provided by Mr. Palzer from VolleyballUSA.com includes retail prices which lists the equipment needed at approximately $1,800. For the purpose of submitting a request to Dead Broke Saddle Club Mr. Palzer suggested doubling the quote from Goetz Landscaping, which was $9,476. In addition add $6,000 for drain tile and $1,800 each for equipment. The amount of the parking lot is yet to be determined. Ms. Stephan had prepared a letter to Dead Broke Saddle Club which the committee reviewed and made revisions to. Flagpole at Corner Stone Park Mr. Mark Statz, City Engineer, requested the committee take a look at designs he provided regarding placement and lighting of the flagpole in Cornerstone Park. Chairperson Branch also requested a discussion of a request from a resident, Mr. Bob Hathaway, to rename the park Military Veterans Memorial Park. The committee was not in favor of renaming the park, but will consider dedicating the flagpole to Veterans, Police & Fire Fighters. Committee Member Seeley suggested engaging the local VFW or Legion for wording of a dedication plaque or perhaps funding of. As far as the placement of the flagpole, the committee was satisfied with Mr. Statz's placement near the kiosk where it is visible from all ways and not blocking the view of the fountain or St. Genevieve. The committee preferred the lights to be flush mounted to the ground, but do not think this will work if the flagpole is lighted in the winter, the lights would be covered by snow. The committee was also satisfied with Mr. Statz's selection of the style of light, but would like them to be spot lights, opposed to flood lights and prefer two lights instead of three, thinking three lights will be too much. Play Structure Equipment for 2 — 5 Year Olds at Royal Meadows and Eagle Parks Chairperson Branch reports Mr. Paul Palzer informed him the equipment in Royal Meadows and Eagle Parks were designed for children 6 - 12 years old. There is no equipment in either park for 2 - 5 year olds. Chairperson Branch suggests the committee should consider additional equipment for these parks on the committee's list of desired projects. ME TO: Parks and Recreation Committee Members FROM: Kim Stephan SUBJECT: Updates DATE: July 2, 2010 Bald Eagle Water Ski Club From Mark Spitzmueller regarding the Bald Eagle Water Ski Club: Our website has been down, but I thought it was fixed. The first home show will be Thursday, June 24, 2010 at 7:00. We are always looking for new members, no previous ski experience required. Mr. Spitzmueller will check on the status of the web site and get us a flier to include on the City's web site. The ski club's web site is already published in the Summer Program flier. Xcelerator Play Equipment at Laurie LaMotte Park Per Mr. Paul Palzer, Public Works Director, the Xcelerator Play Equipment for Laurie LaMotte Memorial Park has been delivered, but has not been installed. This was to replace the piece that was recalled last year. Mr. Palzer said when our schedule permits we will look at installing the Xcelerator. Street projects are currently our priority due to work that needs to be completed prior to the seal coating deadline. Wood Chips in the Parks Per Mr. Palzer all the woods chips have been installed. Cornerstone Park Chairperson Branch reports he called Mr. Bob Hathaway regarding the naming of the park. Mr. Hathaway was satisfied with using the flag pole as a Veteran's Memorial. Chairperson Branch suggested Mr. Hathaway contact the American Legion to see if they would be interested in providing the plaque, but Mr. Hathaway did not take that action item. Concession Stand at Laurie LaMotte Memorial Park Chairperson Branch reports he has tried to make contact with the Centennial Little League about the concession stand, but they have not returned his calls. E NO TO: Parks and Recreation Committee Members FROM: Kim Stephan SUBJECT: 8K Run/Walk DATE: July 2, 2010 8K Walk/Run I have sent the flier regarding Summer Programs and the 8K Registration to my email business list, to all City Council, Committee Members and Commission Members, the Police Department and to each member of Centennial Fire. On June 20, 2010 Ms. Deb Barnes, Citizen Newspaper said `I'm running a front-page story on Summer Fun in Centerville in next week's edition. The 8K is one of the main elements of the story. ' The following email from Chairperson Branch was also sent to all of the above. I need your help in getting out the word about the Centerville Festival of the Lakes 8 K Run or Walk The 8K (5 mile) run or walking event goes through a small section of town and then around Centerville Lake via the trail along side Main Street and the through the Rice Creek Chain of Lakes Regional Park We have one of the best courses to run or to walk in this part of the state. It is an easy, flat, fast and beautiful course. It is also certified by USA Track and Field. The date is August 7th. We have an excellent set of sponsors. There will be three water stops on the course plus water and snacks at the finish line. There will also be a cooling station at the finish line. (cooling station = garden hose with a soaker under a canopy that I hope to borrow from the Lions). All participants will get a t- shirt. Plus there will be awards for the first two male and first two female finishers in each age group division. To give walkers a fair shake 3 or 4 awards will be given to walkers on a random basis. Please register yourself or volunteer to help. Please also encourage your family, friends, neighbors and co- workers to register and come out for some healthy fun. Attached is our Festival of the Lakes 8K Run/Walk flyer. Print it out and post it at work or other places people gather. Feel free to forward the flyer to your contact listing. Check out www. cenlervillemn8K. com (we own our domain name). We are also on Facebook plus six event calendars. We still have difficulty getting the word out; so anything you can do will be helpful. From Chairperson Branch: Sponsors — Craig Johnson, OSI Physical Therapy, is in for $200. Vibrant Life is in for $100. The person I had worked with and had been trying to contact is no longer with Vibrant Life; the new person is Lynnette Carver. Some of our sponsors have asked to set up tents at or near the finish line to promote their businesses. I always say yes. CKA will have their little yellow school bus, Vibrant Life is offering free chair massages. Gold's gym is offering a drawing for free membership. OSI will be running the post event snacks. Radios — I have serious reservations about depending on others for either routine or emergency communications. I am also motivated to keep the cost down. So I intend to go with a combination of rented radios and relying on the radio club. I want to use a radio club member at each water stop and at our situational command post (that would be where ever Officer Krueger and I happen to be). We could also use a radio club member with Michele Lakso (CERT Team leader). Mayor Capra asked Mr. Bob Cordell to attend a work session with council scheduled June 23, 2010. Chairperson Branch was unable to attend, but Vice - Chairperson Grahek was in attendance and will update the committee. From Centennial Fire: I got an email from the Centerville Parks Dept. and they want us to help out with the 8K run/walk again this year. We would assist with paramedics in case of an emergency.. They also asked if we will park an Engine at LaMotte Park after, along with some other sponsors, to promote fire safety They are expecting 250+ runners, walkers and spectators. The date is Aug. 7th from 7:30 to 10 and then after for a bit at LaMotte with an Engine. Chairperson Branch has had 500 fliers printed which he folded and distributed. August 2010 Agenda Items: Update from Chairperson Branch: I am willing to think seriously about adding the in -line event as well as adding a children's run. Starting in St Genevieve's parking lot and ending in LaMotte Park., avoiding all roads. I want to get kids oriented sponsor (CKA) to fund that activity and let kids 5 -10 run for free. Hopefully that will draw in their parents to do the longer run/walk. All of this is on hold for now. We may want to have a serious discussion about expanding the Festival of the Lakes event (s) at our August meeting. MDRA wanted a commitment for an ad and event calendar in early August last year. Box 441 Hugo, MN 55038 Dear Mr. Larson: On behalf of the City of Centerville and the Parks & Recreation Committee we would like to thank you for your past support of our park improvements. The committee has been researching and soliciting estimates on installing one, possibly two, sand volleyball courts in Laurie LaMotte Memorial Park in the fall of 2010 or possibly spring 2011. Laurie LaMotte Memorial Park is the City's sports park with many amenities; ball fields, soccer & football fields, outdoor hockey and pleasure ice rinks, a skate park and play structure. The play structure at Laurie LaMotte Memorial Park was partially funded by donations from Dead Broke Saddle Club. The committee feels a volley ball court(s) will be a perfect addition for families participating in an activity together. This project may be done in phases with a parking lot added at a later date, but initial estimates have the volley ball court construction for one at approximately $9,500 with and additional $6,000 needed for drain tile. The committee would like to request $10,000 in charitable gambling funds from your organization. While recognizing the limitations of your funding, any amount the Dead Broke Saddle Club could donate towards this project would be greatly appreciated. A staged financial commitment over a period of time would also help the committee fund and budget expenses for this project. Maybe a questionnaire to the residents in this area would be a good idea? The parking area upon review of city ordinance needs to have a durable dust free surface, but possible could be a "green" surface if the committee would like to explore this option. The design for the drainage system has not been completed so we can have discussions with the designer about how best to drain these areas. Lighting the parking area would depend upon what power is available and extend of the lighting. Let me know if you need further assistance. Additional Estimate reported by Chairperson Branch: I talked to Mr. Lance Noren about doing the work and what a rough cost estimate might look like. He was blown away by the amount of sand that is needed and the precision of laying out the courts as shown in the diagram we had from our last committee meeting. We made the assumption that all of the waste dirt would have to carried away and disposed of. The volume of sand/ dirt is about 260 Cu. Yd. If the supplier could deliver 12 yd per truck (that may be high) it would require 22 truck loads of sand and the same number of trucks to haul away the dirt. Mr. Noren called his supplier and got an estimate of $200 / truck. Here is the estimate. Sand supplied $4,400 Dirt removed $4,400 Drain title $500 Landscape cloth $500 Rock $1000 Sub total: $10,800 then I added a 10% overhead and profit factor (which is low) and $1700 for equipment (I took this number out of the handout material) for a grand total of $14,580 for each court. SO if we wanted two courts we would be looking a $30,000 job. Mr. Palzer's Input: I'm not sure of the fabric that Lance quoted, but the fabric I have used in the past is $.12 -.15 per square foot based upon buying a roll. We would want at least 4 -6 inches of pea rock under the sand for drainage and the tile may have to run out to the ditch for proper elevation fall. There maybe a possibility of tying the drain tile into the new drainage system for the irrigation system which has yet to be designed. Depending upon the wetness of the soils unearthed, more drain tile may be required. The old road would have to be removed also to allow drainage from the south side. I was envisioning a 50 foot set back from the property lines for limited impact upon these home owners. Let me know if I can assist with anything else. Chairperson Branch: We talked about the depth of the pea gravel and where to tie the drain title. We talked about both of the options but without more design specifics it did not figure into the estimate. I think for the preliminary estimate we are in the right ball park. What the committee needs to focus on is how bad do we want this volley ball court and is there actually a chance of funding it? Mr. Palzer's input tells me that we are a little high on the fabric, but under estimating the pea rock and drainage title.
