CITY COUNCIL MEETING
August 11, 2010

Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled
meeting on August 11, 2010, at City Hall, 1880 Main Street.

Acting Mayor Paar called the August 11, 2010, City Council meeting to order at 6:40
p.m.
II. PUBLIC HEARING(S)

III. APPROVAL OF AGENDA
Acting Mayor Paar made the following additions/corrections to the Agenda:
Consent Agenda, Item #1, added Page 4a, (Check # 25662 & 25681)
Consent Agenda, Item #8, added Request to use Acorn Creek Park for Centennial Youth
Football -Permission to Strip Field
Old Business, Item #1, Bonestroo Updates -Recommendations for Rebidding -Trail Project
& Update on Design -Downtown Storm Water
New Business, Item #3, Discussion of sod on new construction
Motion by Council Member Love, seconded by Council Member Broussard Vickers

IV. APPROVAL OF COUNCIL MINUTES
July 28, 2010 City Council Meeting Minutes
Motion by Council Member Love, seconded by Council Member Broussard Vickers
to approve the July 28, 2010 City Council Meeting Minutes as presented. Motion
approved 3-0-1 (Councilmember Fehrenbacher abstained.).
V. CONSENT AGENDA
1. City of Centerville July 29, 2010 through August 11, 2010 Claims (Check
#25642-25661) & (Check #25662-25681)
2. Centennial Fire District Claims through July 30, 2010 (Check #4412-4423) Check
#4401-4411 VOIDED
3. Encroachment Agreement — Mr. & Mrs. Handahl, 1937 Eagle Trail — Shed
4. Change Order #1 — Asphalt Surface Technologies (2010 Seal Coat Project)
-$5,090.99
5. Approval of Job Description and Change in Employment Status of Greg
Bermeister from Seasonal Temporary to Regular Full-time Effective September 1,
2010. He would be placed in Pay grade 6, Step 7.
6. Approve Energy Improvements -Lighting Fixtures at City Hall
7. Parks & Recreation Committee Request to Expend Funds to Provide "Movie in
the Park Night' Event — September 18, 2010 — Not to Exceed $400.
8. Request to use Acorn Creek Park for Centennial Youth Football -Permission to
Strip Field
Councilmember Broussard Vickers requested item 6 be removed from the consent
agenda.
Motion by Council Member Fehrenbacher, seconded by Council Member Love to
approve the Consent Agenda as amended. All in favor. Motion carried
unanimously.
6. Approve Energy Improvements -Lighting Fixtures at City Hall
City Administrator Larson stated Xcel Energy conducted an energy efficiency audit and
indicated the light fixtures within City Hall are not efficient and that changing the lights
would save the City money over time.
Motion by Council Member Broussard Vickers, seconded by Council Member
Fehrenbacher to approve Energy Improvements -Lighting Fixtures at City Hall. All
in favor. Motion carried unanimously.

VII. OLD BUSINESS
1. Bonestroo Updates
a. Recommendations for Rebidding -Trail Project
City Engineer Statz reviewed background information regarding rebidding the Trail
project.
Motion by Council Member Broussard Vickers seconded by Council Member
Fehrenbacher to concur with Anoka County's intention to rebid the Trail Proiect.
All in favor. Motion carried unanimously.
b. Update on Design -Downtown Storm Water Reclaim
City Engineer Statz shared the preliminary design drawings for the downtown storm
water reclaim project. He explained that with this system, there would be the possibility
of irrigating the ball fields for three weeks without precipitation. He proposed using a
larger sprinkler head around the park as a cost savings measure.
The City Council directed the City Engineer to obtain more information regarding the
large sprinkler head option.
VIII. NEW BUSINESS
2. Resolution #10-018; Electing to Participate in the Met. Livable Communities Act
Local Housing Incentives Account 2011-2020.
City Administrator Larson reviewed background information.
Motion by Council Member Fehrenbacher, seconded by Council Member Love to
adopt Resolution #10-018, Electing to Participate in the Met. Livable Communities
Act Local Housing Incentives Account 2011-2020. All in favor. Motion carried
unanimously.
3. Property at 1630 Hunters Ridge Lane and hydroseeding versus sod on new
rnnetn wtinn
City Administrator Larson reviewed background information from the City Ordinance
regarding use of sod at new construction.
Councilmember Broussard Vickers proposed delaying the 14 day notice to sod due to the
fact that August is not the best time to put sod down and suggested the Planning &
Zoning Commission add it to their upcoming agenda.

Councilmember Love stated he agreed with Councilmember Broussard Vickers, that the
Planning and Zoning Commission should look at changing the ordinance, and the
Council re -address the issue after their recommendation.
The direction of the City Council was to ask the Planning & Zoning Commission to
review the current ordinance regarding sod for new construction and also directed staff to
continue the violation.
4. Resolution #10-019 — Authorizing Closing Fund #346 (Hunters Crossing 11) into
Fund #100 (General)
City Administrator Larson reviewed background information.
Motion by Acting Mayor Paar, seconded by Council Member Love to adopt
Resolution #10-019 Authorizing Closing Fund #346 (Hunters Crossing II) into Fund
#100 (General). All in favor. Motion carried unanimously.
IX. ANNOUNCEMENTS/UPDATES
1. City Administrator Dallas Larson
City Administrator Larson gave an update on the Planning & Zoning Commission.
Acting Mayor Paar announced the final night of Music in the Park is August 24th at
Laurie LaMotte Memorial Park to make up the evening that was canceled due to the
weather.
Acting Mayor Paar suggested that residents be provided with direction regarding sump
pump installation for homeowners.
Acting Mayor Paar announced that Night to Unite went very well and thanked all the
residents that held gatherings. He also thanked the volunteers who had assisted with Fete
des Lacs and for making it a huge success.
Acting Mayor Paar provided a brief update on the Centennial Fire Department.
X. ADJOURNMENT
Motion by Council Member Fehrenbacher, seconded by Council Member Love to
adiourn the August 11, 2010 City Council Meeting at 8:24 p.m. All in favor. Motion
carried unanimously.
