ADJOURNMENT Parks & Recreation Committee Meeting Minutes 09 -01 -10 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, September 1, 2010 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled meeting Wednesday, September 1, 2010 at Centerville City Hall, 1880 Main Street. CALL TO ORDER Roll Call Chairperson Branch called the September 1, 2010 Parks & Recreation Committee Meeting to order at 6:35 p.m. II. SET AGENDA Motion was made by Committee Member Selander, seconded by Committee Member Seeley, to set the agenda as presented. All in favor. Motion carried unanimously. III. APPEARANCES Master Gardner — Emerald Ash Borer Presentation Ms. Cathy LeVahn, Certified Master Gardener from the University of Minnesota Extension Service serving Anoka County provided the committee with the history of the main method of invasion of the Emerald Ash Borer, which is through transportation of firewood. Some symptoms of infestation are thinning crown of the three epicormic branches, larval feeding galleries and woodpeckers feeding. What can be done to prevent is early detection, rapid response, do not transport firewood and monitor disposal of infected trees. Purple traps are set out across Minnesota containing a stress hormone that should attract the Emerald Ash Borer. Many cities are already removing Ash tress as a preventative measure due to their inability to take such a significant financial hit when the Emerald Ash Borer does hit. Considerations for treating a tree would be the age of the tree, damage to the tree and if the tree is within 10 -15 miles of an infected area. 1 of 3 Parks & Recreation Committee Meeting Minutes 09 -01 -10 IV. CONSIDERATION OF MINUTES August 4, 2010 Parks & Recreation Committee Meeting Minutes Corrections include the following: on page 3 of 6 second to the last paragraph, change the reference from Mary to Mayor Capra. On page 4 of 6 Chairperson Peterson should be changed to Committee Member Peterson. On page 5 of 6 there is a reference to the Ham Radio Club and it should be changed to Anoka County Radio Club. On page 4 of 6 `The committee opted for Wednesday, September l l at 6:30.' The date should be changed from September l l th to September 15 th . Motion was made by Committee Member Selander, seconded by Committee Member Amundsen to approve the August 4, 2010 Parks & Recreation Committee Meeting Minutes with the above corrections. Ayes — 5, Nays — 0, Abstain — 2 (Grahek, Haiden) Motion passed. V. COMMITTEE BUSINESS VI. UPDATES Movie in the Park (Peterson & Selander) i Committee member Peterson provided information on the cost $196.20 for equipment, $175.00 for the movie, and $18.00 for shipping. Swank Motion Pictures was the only vendor that had the rights to provide a movie for outdoor viewing. The movies available for the September 18 Movie in the Park are Ants, Little Big League, Muppets, Free Willy and Space Jam. Committee Member Seeley will provide the white billboard sheet for the movie. j I 2010 — 8K Run Review I Chairperson Branch provided an update on the run participants and the event. Chairperson Branch proposed the event be run on July 30, 2011 and include a kid's run and in -line skating event. Age guidelines would be 12 and under for the kid's run. Anoka County Radio Club was a very positive addition to the race this year. There will be additional research on the time keeping for the 2011 race. The tri-fold flyer for all summer events should be sent out in the spring of 2011. The following have been stored at Public Works for next year: 5 signs 2x4, 10 small runners crossing signs, and 12 cases of water. The committee was supplied with expenses and revenue to this point per Mr. Mike Jeziorski, Finance Director. All invoices have not been received. There also should be one more payment from Midwest Events, online registration. Music in the Park Review Chairperson Branch provided an update on the music in the park for Tuesday, August 31 st as a success and the best of the season. Vice - Chairperson Grahek requested we avoid scheduling a Music in the Park event on Night to Unit in 2011. Committee Member Peterson requested to have a standardized weather cancellation plan. Chairperson Branch would like to have a committee member agree to be the coordinator for each specific event. 2 of 3 Parks & Recreation Committee Meeting Minutes 09 -01 -10 Use of Acorn Park for Football Practice by Centennial Youth Football This was an F.Y.I for the committee. As of Wednesday, August 25 the Centennial Youth Football Association had not yet started to use the fields. Mr. Josh Wlaschin sent the following request prior to the August 11"' City Council meeting, but after the Parks & Recreation Committee met in August. His intention was to start practice Monday, August 16 so the request was sent to Mr. Dallas Larson and Mr. Paul Palzer. Because of the probability of the Storm Water Reclamation Project starting this fall in Laurie LaMotte Memorial Park it was suggested Mr. Wlaschin look at the possibility of using Acorn Creek Park. This option worked for Centennial Youth Hockey so Mr. Larson put the item on the consent agenda for the August 11 City Council Meeting and was approved by Council. The Lino Lakes Parks and Rec is willing to line the field at LaMotte Park in the outfield of field #3. The team is made up of 20 Centerville boys in the 5 th grade with practice starting on Monday April le. The Lino Lakes Parks and Rec needs me to get the ok from Centerville through email or writing if possible. I live down the street from city Hall if I need to stop by to get the approval. Thanks Josh Wlaschin Schwans Skate September 25, 2010 Committee Member Selander will be the coordinator for this event and will update to the committee at the next meeting. Bald Eagle Water Ski Club i Mayor Capra provided an update she received from Mr. Mark Spitzmueller on the Bald Eagle Water Ski Club. Mr. Spitzmueller has asked about the moving forward of the trail grant and expansion of the trail system. Mayor Capra explained to Mr. Spitzmueller the delay due to the project going out for rebid. There was discussion on a dock being associated with moving the water ski show to the trailside park. The committee will review the minutes from previous meetings and as Mr. Spitzmueller is planning on attending a future meeting this issue will be discussed prior to approval for a dock to be placed on city property. Centennial Soccer Vice - Chairperson Grahek noticed the large soccer goal net is damaged and appears to be a hazard. Mayor Capra will contact public works and ask them to look into the matter. VII.
