" Mayor Capra made the following additions/corrections to the Agenda: Consent Agenda, Item #1, added Page 4a, (Check # 25752 — 25763) Old Business, Council Member Love requested to add Hydroseeding Update. Motion by Council Member Febrenbacher, seconded by Council Member Broussard Vickers to approve thea genda as revised. All in favor. Motion carried unanimously. IV. APPROVAL OF COUNCIL MINUTES 1. OLD BUSINESS Resolution #10-022 — AuthoriziMPurchase of Tax Forfeit Propgfty City Administrator Larson reviewed background information regarding the Tax Forfeit property. Motion by Council Member Paar, seconded by Council Member Broussard Vickers to ado Resolution #10-022 authojjZi:ng purchase of tax forfeit proRe!:!y. All in favor. Motion carried unanimous!y. 2. Hydroseeding Update. Councilmember Love stated the Planning and Zoning Commission are in favor of hydroseeding and are in the process of making amendments to the city ordinance. He added that he is in favor of holding off assessing the developer that hydroseeded instead of sodding. City Attorney Glaser stated the city could retain the whole amount of the deposit since the developer violated the ordinance. City Attorney Glaser suggested a letter be sent to the builder to try and reach a compromise on the penalty assessment. Councilmember Broussard Vickers stated she is in favor of assessing the developer within the range of $500 to $ 1,000. Page 2 of 4 City of Centerville Council Meeting Minutes September 8, 2010 VIII. NEW BUSINESS 1. Merchant Apreement with RevTrak-On-Line Bill P City Administrator Larson reviewed background information regarding RevTrak on-line bill payment. Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve the Merchant Agreement with RevTrak On -Line Bill Pay. All in favor. Motion carried unanimous 2. Resolution # 10-023 =-Approving Proposed 2011 Bud et & Tax LM. City Finance Director Jeziorski presented the preliminary proposed 2011 budget and tax levy. He stated there will be an increase of 1.7 percent in the 2011 levy, water and sewer will remain the same, and stormwater will increase 50 cents per quarter. Motion by Council Member Paar, seconded by Council Member Love to adopt Resolution #10-023 approving the Preliminary 2011 Budget and Tax Levy. Motion carried. (5-1){Broussard Vickers op -posed.) 3. Consideration, of AjppLQvalof the Centennial Lakes Police Department 2011 Budget. City Administrator Larson reviewed background information regarding the Centennial Lakes Police Department 2011 budget. Consideration of Approval of the Centennial Fire Department 2011 Bud et. City Administrator Larson reviewed background information regarding the Centennial Fire Department 2011 budget. Motion by Council Member Love, seconded by Council Member Paar to approve the Centennial Fire Department 2011 Budget. All in favor. Motion carried unanimously. 5. Anoka Comply Broadband City Administrator Larson stated Anoka County service to link all public buildings within Anoka connection. The cost would be $135 per site, for with the fire department for the City Hall. The Page 3 of 4 was awarded a grant for broadband County with a higher speed internet 100mb speed, which could be shared lublic Works facility would result in Citv of Centerville Council Meeting Minutes September 8.2010; about $95 increase per month. He explained that it is not necessarily the need for the high speed but a benefit for the city. The fiber infrastructure would be installed along Main Street and 20"' Avenue, providing the possibility of high-speed service for most of our business and industrial community. Motion by Council Member Fehrenbacher, seconded by Council Member Paar to give tentative apBroval for participation in the Anoka Coun!y broadband Project. All in favor. Motion carried unanimousLy. IX ANNOUNCEMENTS/UPDATES 1. Ci ly Administrator, Dallas Larson City Administrator Larson reviewed the Clearwater Drive mill and overlay project and advised that the contractor agreed to absorb 75 percent of the cost. Staff will send a bill for the 25 percent of the City's share divided amongst the properties involved. 2. City Engineer, Mark Statz City Engineer Statz indicated he met with an irrigation contractor regarding the large gun style irrigation system. He proposed having a demonstration of the large gun irrigation style for council and staff to determine if this is a product that can be installed. 3. Mayor Capra Mayor Capra stated the City of Centerville is now on Twitter at Centervillemn. She added she attended the Rush Line Corridor meeting and advised there will be a one-year test for a commuter bus traveling from Columbus to St. Paul. Also, funding for the Park and Ride located on 35E and County Road 14 has been approved and will be completed next year. Motion by Paar smeonded by Broussard Vickers to adiourn the September 8, 2010 City Council Meeting at 8:00 p.m. All in favor. Motion carried unanimously.
