III. APPEARANCES
Master Gardner — Emerald Ash Borer Presentation
Ms. Cathy LeVahn, Certified Master Gardener from the University of Minnesota Extension Service
serving Anoka County provided the committee with the history of the main method of invasion of the
Emerald Ash Borer, which is through transportation of firewood. Some symptoms of infestation are
thinning crown of the three epicormic branches, larval feeding galleries and woodpeckers feeding.
What can be done to prevent is early detection, rapid response, do not transport firewood and monitor
disposal of infected trees. Purple traps are set out across Minnesota containing a stress hormone that
should attract the Emerald Ash Borer. Many cities are already removing Ash tress as a preventative
measure due to their inability to take such a significant financial hit when the Emerald Ash Borer does
hit. Considerations for treating a tree would be the age of the tree, damage to the tree and if the tree is
within 10-15 miles of an infected area.

VI. UPDATES
Movie in the Park (Peterson & Selanderl
Committee member Peterson provided information on the cost $196.20 for equipment, $175.00 for the
movie, and $18.00 for shipping. Swank Motion Pictures was the only vendor that had the rights to
provide a movie for outdoor viewing. The movies available for the September 18 Movie in the Park
are Ants, Little Big League, Muppets, Free Willy and Space Jam. Committee Member Seeley will
provide the white billboard sheet for the movie.
2010 — 8K Run Review
Chairperson Branch provided an update on the run participants and the event. Chairperson Branch
proposed the event be run on July 30, 2011 and include a kid's run and in -line skating event. Age
guidelines would be 12 and under for the kid's run. Anoka County Radio Club was a very positive
addition to the race this year. There will be additional research on the time keeping for the 2011 race.
The tri -fold flyer for all summer events should be sent out in the spring of 2011. The following have
been stored at Public Works for next year: 5 signs 2x4, 10 small runners crossing signs, and 12 cases
of water.

Use of Acorn Park for Football Practice by Centennial Youth Football
This was an F.Y.I for the committee. As of Wednesday, August 25 the Centennial Youth Football
Association had not yet started to use the fields.
Mr. Josh Wlaschin sent the following request prior to the August I I' City Council meeting, but after
the Parks & Recreation Committee met in August. His intention was to start practice Monday, August
16 so the request was sent to Mr. Dallas Larson and Mr. Paul Palzer. Because of the probability of
the Storm Water Reclamation Project starting this fall in Laurie LaMotte Memorial Park it was
suggested Mr. Wlaschin look at the possibility of using Acorn Creek Park. This option worked for
Centennial Youth Hockey so Mr. Larson put the item on the consent agenda for the August 11 City
Council Meeting and was approved by Council.
The Lino Lakes Parks and Rec is willing to line the field at LaMotte Park in the outfield of field #3.
The team is made up of 20 Centerville boys in the 5` grade with practice starting on Monday April
16 The Lino Lakes Parks and Rec needs me to get the ok from Centerville through email or writing
if possible. I live down the street from city Hall if I need to stop by to get the approval. Give me a call
if you have any questions. Thanks Josh Wlaschin
Schwan Skate September 25.2010

Committee Member Selander will be the coordinator for this event and will update to the committee at
the next meeting.
Bald Eagle Water Ski Club
Mayor Capra provided an update she received from Mr. Mark Spitzmueller on the Bald Eagle Water
Ski Club. Mr. Spitzmueller has asked about the moving forward of the trail grant and expansion of the
trail system. Mayor Capra explained to Mr. Spitzmueller the delay due to the project going out for
rebid. There was discussion on a dock being associated with moving the water ski show to the
trailside park. The committee will review the minutes from previous meetings and as Mr.
Spitzmueller is planning on attending a future meeting this issue will be discussed prior to approval
for a dock to be placed on city property.
Centennial Soccer
Vice - Chairperson Grahek noticed the large soccer goal net is damaged and appears to be a hazard.
Mayor Capra will contact public works and ask them to look into the matter.

September 1. 2010 Parks & Recreation Committee Meeting Minutes
Motion was made by Committee Member Seeley, seconded by Vice - Chairperson Grahek to
table the approval of the September 1, 2010 Meeting Minutes until the regularly scheduled
October 6, 2010 meeting as committee members had not had an opportunity to read the
minutes. All in favor. Motion carried unanimously.
V. COMMITTEE BUSINESS
Discussion of History of Parks (Future Developments. Plans, Additions, Park Overview)
1 of 5
Parks & Recreation Committee
Meeting Minutes 09 -15 -10
This item was originally added in the spring 2010 with new members on the committee looking for
some background information on the parks, but was continually tabled due to other more pressing
items on the agendas. The committee members feel at this time they have enough history and will ask
specific questions as they come up. Ms. Stephan & Committee Member Seeley did mention some of
the projects the committee has seen completed through the last 10 years; the Skate Park, the play
structure at Laurie LaMotte Memorial Park, Renovation - Phase One to Tracie McBride Memorial
Park, paving of Laurie LaMotte Memorial Park parking lot, the development of Hidden Spring Park
and the pavilions in both Hidden Spring and Laurie LaMotte Memorial Park. There were donations of
Charitable Gambling Funds from Dead Broke Saddle Club for approximately $15,000 of these
projects.
Parks & Recreation Revenue & Eznenses
Chairperson Branch provided the committee with a working spreadsheet document regarding
Centerville Parks & Recreation Programs for 2011 including; event, coordinator, dates, time and
budget amount, the same was also done for Park Enhancements and Recreation Events of Interest, but
not Sponsored by Parks & Recreation such as; the Parade, Fireworks & Water Ski Shows. The
committee reviewed and made changes to some of the items and would like this document included
into the minutes. Theses spreadsheets will be included at the end of the minutes. Chairperson Branch
added the committee had spent 90% of what had been budgeted for, getting more for our money this
year. It was decided to leave the budgeted amount for Music in the Park at $1,500 for 2011, since the
committee would like to purchase a PA system which will make it easier for the bands to perform.
2011 Parks & Recreation Programs (Determine the Events. Dates and Event Coordinator)
The committee talked about each event on the Park Program sheet and who is willing to be
coordinator for each event, with a back up. All events were not assigned a coordinator at this time
since three (3) members were missing from the meeting and it is hard to coordinate schedules a year
from now.
I
There was confusion in 2010 at the starting time for the Music in the Park Program as it was reported
in the local newspapers that it would start at 6:30, the committee decided to leave it at 6:30 for 2010,
but for 2011 the preferred time would be 7:00 p.m.
Committee Member Peterson agreed to continue coordinating the Movie in the Park depending on
how well received the upcoming first event is. He reported $400 is a pretty tight budget and he would
prefer the committee allocate more for the event to rent a better quality movie. If St. Genevieve was
used instead of the park, the price of indoor movie showings is less than outdoor showings.
The upcoming Skate Night at Schwan's was scheduled for September in the spring of 2010. The
committee will report back at the next committee meeting how well attended it was and whether it is
something they would like to continue in 2011.
The Horse Drawn Hayride & Skate Night events at Laurie LaMotte Memorial Park have always been
well attended and are definitely an event the committee would like to continue. For 2011 the
committee selected Saturday January 8 1b and Saturday, February 5 for Skate Nights, with the first one
having the horse drawn hayride. The hours would be from 6:30 to 8:30 p.m. Ms. Stephan will check
with Bunker Stables for a price and availability as well as do some research to see if there is any other

stable in the area that could offer the service for less.
Whether or not the committee decides to have a 2nd Flea Market in the spring in conjunction with the
Annual Garage Sale Days is open for discussion, but the committee is leaning towards not having the
event. It was quite a bit of work and it was not that well attended, but the weather was also a factor
(rain and cold). This will be re- evaluated in the spring.
Chairperson Branch reported he attended a meeting on the recap of the Parade, Fireworks, 8K and
Lion's Festival Events. The dates were set for 2011 with the parade being July 30 Fireworks are as
of yet undetermined, but it may be switched to Saturday night of the same weekend, instead of Friday.
The Lions will continue with the softball and kickball tournaments as well as the street dance, also the
same weekend.
2011 Park Upgrades or Enhancements (Play Equipment. Vollevball Court, Irrigation) Budget
Items•
A. Consideration of PA (Public Address) System
At the June 2, 2010 Parks & Recreation Committee Meeting Mr. Tom Lee suggested to the
committee that if the Music in the Parks Program is something they would like to continue
they should think about purchasing a PA system as most good bands will not play for $300 if
they have to bring and set up their own PA system as it is time consuming and labor intense. If
the PA system were available the committee would be able to attract more good bands for
lesser fee. Mr. Lee said the committee could purchase everything needed for approximately
$3,200 and he will put together the information for the committee to review. Chairperson
Branch asked about storage and set up. Mr. Lee said the equipment could be stored in a
relatively small space, probably at Public Works and he would be able to train people to use it.
Committee Member Haiden asked about renting equipment. Mr. Lee stated that renting at
$250 each time the equipment would shortly pay for itself.
Mr. Lee supplied the committee with information regarding which equipment is needed and
costs associated. The committee has not had the opportunity to review this information as far
as making a recommendation to purchase the equipment and will discuss this item further at
the October 6, 2010 Parks & Recreation Committee Meeting. The committee does believe a
PA system would be of great benefit to the City, not just for Music in the Park, but for all Park
Programs and City Events, such as the Fete des Lacs Parade and the 8K Run. The revenue for
the 2010 8K Run was $2,700 and the committee would like to request this amount be
specifically designated towards the purchase of a PA system estimated at approximately
$3,200. The committee feels it is important to use the revenue from the 8K Run to benefit
Park Programs as this was the goal with the inception of the run.
Motion was made by Committee Member Seeley, seconded by Vice - Chairperson Grahek
to request City Council allocate the $2,700 revenue from the 2010 8K Race to a fund
specific to buying a PA system for City Events & Park Programs to be carded over into
2011. All in favor. Motion carried unanimously.
B. Play Equipment at Royal Meadows and Eagle Park — 2 to 5 Age Group
3 of 5
Parks & Recreation Committee
Meeting Minutes 09 -15 -10
The committee discussed whether there was a need for additional play structures to
accommodate 2 -5 year olds at Royal Meadows and Eagle Parks. This spring there were
concerns from residents that some of the equipment at Eagle Park was dangerous for small
children; such as the slide was too high. Some of this was remedied when new wood chips
were added decreasing the distance between the slide and the fall zone. These two parks are
small and do not have equipment designed for the 2 -5 year olds. The committee feels each
park is designed for a specific purpose and there are three other parks in Centerville (LaMotte,
McBride, Acorn) that have play structures for 2 -5 year olds so it is not something the
committee would like to pursue at this time for Royal Meadow or Eagle Parks
C. Revenue Generation (Charitable Gambling Request, Grants, Fees (8I), Concession
Stand
Ms. Stephan reported nothing has been heard at this time from Dead Broke Saddle Club
regarding the charitable gambling funds request for the sand volley ball court(s).
The committee briefly talked about how Park Dedication Fees work and whether the
committee would see any of those funds when the downtown is developed. Chairperson
Branch stated it was his understanding that the debt for Hidden Spring Park is to be paid with
future park dedication fees from the downtown redevelopment.
Support of the Large Gun Irrigation Heads — Laurie LaMotte Memorial Park
Chairperson Branch and Vice - Chairperson Grahek were at the demonstration of the large gun
irrigation head and reported their impressions to the rest of the committee at the September 15, 2010
Parks & Recreation Committee Meeting. Initially the committee requested City Council not use these
heads, feeling they were too big for a park, a safety hazard for children who would ultimately climb on
them and too loud for the abutting property owners. Following the demonstration Chairperson Branch
and Vice - Chairperson Grahek reported their concerns were unfounded and questions were answered
sufficiently for the committee to support the use of these heads in Laurie LaMotte Memorial Park.
The equipment was quiet and the water flow was relatively slow and evenly distributed. There was
some wind drift at the demonstration, but the company representative said this can be prevented by
wind gauges installed on the equipment. It was also questioned as to whether these can be installed
high enough from the ground to help discourage children from hanging from them or damaging them
and it appears they can be.
Motion was made by Vice - Chairperson Grahek, seconded by Chairperson Branch to inform
City Council that the Parks & Recreation Committee support the large gun irrigation heads that
were demonstrated on Wednesday, September 15, 2010 for installation in Laurie LaMotte
Memorial Park as all concerns have been sufficiently met. All in favor. Motion carried
unanimously.
Signage for Trails
Committee Member Seeley asked the committee to consider directional signage for the trails and
stated Anoka County is currently working with a vendor for signage on Anoka County trails and
perhaps the City could piggy back on their contract to get a better price. Committee Member Seeley
will talk to the county representative working on the project and bring more information back to the

committee.
Soccer Nets at Laurie LaMotte Memorial Park
Vice - Chairperson Grahek had mentioned at the September 1, 2010 Parks & Recreation meeting that
he had noticed the large soccer goal net is damaged and appears to be a hazard. Public Works Staff
dismantled the nets and Ms. Stephan contacted the Soccer Club to have them come and remove them.
V1. ADJOURNMENT
Motion was made by Committee Member Amundsen, seconded by Committee Member Seeley
to adjourn the September 15, 2010 Parks & Recreation Committee meeting at 5:40 p.m. All in
favor. Motion carried unanimously.

FROM: Kim Stephan
SUBJECT: Parks & Recreation Revenue & Expenses, 2011 Park Programs, Park Enhancements &
Recreation Events of Interest but not Sponsored by Parks & Recreation
DATE: September 29, 2010
Update from Chairperson Branch:
Based on our September 15, 2010 meeting, I have updated our working tables. There are three pages to this
attachment. The first table is our Park Programs. I will use this table as the basis for the P &R 2011 budget
submission. Table 2 is a listing of other social/cultural activities of interest but not sponsored by P &R. The
3rd table is our wish list of enhancements. I have built this table in my preferred priority. We want to put
this on the agenda for October and let the committee refine and then approve the prioritized enhancement
list.
This document was reviewed by Mike Jeziorski, Finance Director and he submitted the following comments,
along with the attached report on the P & R account description from the detailed proposed 2011 budget.
Your report figures look accurate. One thing to note is that the City Council approved the entire general
fund preliminary budget at their 918110 meeting, which included the attached Park & Recreation
expenditures. 1 am not sure this reconciles to your presentation report so please let me know which line
items you want changed and incorporated into their final 2011 budget approval set for 1218110.
Also attached is a Park & Recreation Report submitted for committee review by Chairperson Branch.

Race Information
This is a brand new race for Final Stretch, Inc. We are working with the EVENT SPONSORS
MN Ovarian Cancer Alliance while creating a race just for women. This Runnin
race's location was chosen for its beautiful trails, large sprawling park, MOON
,>
and panoramic lake views. Both events will wind through the wooded
trails of Rice Creek Chain of Lakes Regional Park, in Centerville, north W Wpm
of St. Paul.
There will be long- sleeved technical shirts cut especially for women,
race bags filled with goodies that women enjoy. Before the race we will
be having coffee and pastries, with soup and bread after the race along
with a big pamper tent for massages, manicures, and other fun things.

Parking
There are several parking areas in the Rice Creek Chain of Lakes Regional
Park. Directions and parking areas are designated on the Parking link (Coming
soon!)
Course Information
This is a spectacular course with the 5 Mile completing one lap around
Centerville Lake and the 5K completing an out and back from Centerville Lake to
the Chomonix Golf Course. The great thing about these two courses is that they
will be held on the park trails around the lake. The 5 mile trail around the lake is
fairly flat with only a few small hills. There will be mile markers at every mile and
water stops on each side of the lake. Please come and try our great course
which will surely be a must on your yearly calendar of events!
Background
This exciting late fall race is having its inaugural run this year for Divas in the
Metro area and beyond! Come out and be treated like a Diva!
Race Awards
Awards will be given to the top 3 female runners in each age category: 19 &
under, 20 -29, 30 -39, 40 -49, 50 -59, 60 & up. Award ceremonies will immediately
follow the race near the start/finish line in the park. There will also be many Diva
door prizes that you will surely love!
Door Prizes
We are working on the list of door prizes that will be given away and will be
posting them soon!
Race Benefits
Final Stretch, Inc. is donating $5.00 of each runner fee to the MN Ovarian
Cancer Alliance, which gives money to research and awareness of ovarian

SUBJECT: Trail Project & Irrigation Updates
DATE: September 29, 2010
Per Mr. Paul Palzer, Public Works Director:
Some drain file work will begin on Monday, October 4, 2010 in Laurie LaMotte memorial Park The excess
dirt will be piled in the area of the proposed volley ball courts.
Per Mr. Mark Statz, City Engineer:
Trail Proiect
i
Bids were taken again for the trail project. This time around, the low bid (including all alternates) was about
$80,000 less than the original bid. Last time the low bid was about $1.36 Million, this time it was about
$1.28 M. The bigger change was that, with more work put into the alternates, the base bid was about
$184,000 less. With the base bid at about $1.12 M, this was only about $70,000 over the minimum we
needed to spend to maximize our grant dollars.
Therefore, at the last City Council meeting, the Council passed a motion recommending to the Anoka
County Board that the project be awarded to Veit & Co., Inc. (low bidder) on the base bid amount only. This
means that none of the alternates were chosen. To review, the alternates were: 1— Benches, bike racks, trash
receptacle, drinking fountain; 2 — Fountain; 3 — Trailside Park (bump out); 4 — North Leg of Cornerstone
Park. What will get built is the main circle with a planting bed in the middle; the engraved granite plaques
with the May Peace Prevail translations; the Kiosk; and associated plantings (trees, shrubs and some
perennials). We will also provide conduit under the circle of colored concrete in case a fountain was to be
built in the future. I've attached a sketch of the base bid park.
On the bright side, the award of the project means that we will finally be moving forward with the
construction of all of the trails on the plan. The result will be a much more bike and pedestrian friendly town
with lots of connectivity to the regional trail along CSAH 14 and around Centerville Lake.
Technically speaking, this is an Anoka County project and so it requires the approval of the Anoka County
Board. However, the federal funding for the project requires that the Equal Employment Opportunity (EEO)
office review the contractor's efforts to hire "disadvantaged business enterprises" (DBEs). We cannot have
the board take action until we receive word from the EEO office that everything checks out.
The contractor has initially said that he probably won't do any work this fall, but will begin first thing in the
spring. The completion date for the project is September of 2011.
Irritation Project
An advertisement for bids was published this week. Bids will be taken on October 21 11 . Bids will consist of
3 separate contracts. One contract will be to do some pond dredging in the Anoka County pond, then drill a
storm sewer line to the park. The second contract will be the drilling of the wet well (this is where the pump
will be) and the installation of the pump and controls. The third contract will be for the irrigation system.
The base bid here will be installation of the large gun style system. An alternate bid will be taken for
installation of a traditional irrigation system in lieu of the gun style system.
Once we receive bids, we will review the pricing and hopefully move forward with the project. Most likely,
there won't be enough time to install the irrigation system yet this fall, but if not we will complete it in the
spring. If the traditional system is chosen, we may wait until next fall to put it in to avoid disruption of the
T -Ball leagues.

Bid Results
Dear Honorable Mayor and City Council:
Bids were opened for the Project stated above on Tuesday, September 21, 2010. Transmitted herewith
is a copy of the Bid Tabulation for your information and file. Copies will also be distributed to each
Bidder once the Project has either been awarded or bids have been rejected.
There were a total of five Bids. The attached bid tabulation summarizes the results of the Bids received.
Looking at the total Bid with all alternates, the re-bid of the project resulted in a savings of approximately
$87,000. The scaled back scope of the core project resulted in a Base Bid approximately $184,000 lower
than the previous bid.
Because of the pricing of some alternates, the low bidder may be different depending on the alternates
awarded. We have summarized the total cost for several scenarios, below. The summary takes into
account the change in low bidders.
Aw ard Scena Addn'I Cost Over Race Ri Total Award
$1,119,
Base Bid
Base Bid + Alt. 1(Site Furnishings) $23,334.00 $1,142,643.65
Base Bid + Alt. 1 & 2 (Fountain) $88,043.15 $1,207,352.80
Base Bid + Alt. 1— 3 (North Park - Bump Out) $137,841.15 $1,257,150.80
Base Bid + Aft. 1— 4 (North Leg of Main Park) $161,570.15 $1,280,879.80
If the City Council wishes to award the Project to the low Bidder, then Veit & Company, Inc. or Dresel
Contracting, Inc. should be awarded the Project on the Total Base Bid, or Total Base Bid plus
Alternates, in the corresponding amount as shown above depending on which alternates are
chosen.
Sincerely,
BONESTROO

SUBJECT: Skate Night / Horse Drawn Hayride
DATE: September 29, 2010
As discussed at the September 1, 2010 Parks & Recreation Committee Meeting I contacted Bunker Stables to
determine their availability and prices for a Horse Drawn Hayride on January 8, 2010. I have been looking
for other stables in the area that may offer the same service for less, but as of yet have not found any where
else that offers this service but Bunker Stables.
Response follows:
Glad to hear that you are thinking about having us out this year. We do still have availability to do your
event on the 8 th of January the fee for having us out this year for the normal two hours is $625 plus the $25
travel fee. We do still have availability.
Bunker Park Stable
(763) 757 -9445
Committee Member Peterson also suggested the following:
We could also use a Drain Stop for the sink in the warming house. The drain stop could be purchased at the
store when the Hot Chocolate is purchased for the skating event. (Assuming that we do purchase Hot
Chocolate.)
BUNKER TRAVEL ACTIVITIES - WE CAN COME TO YOU!
Having a church activity, corporate function, or a neighborhood outing? Horse -drawn hay wagons or hand-
led ponies add horse -filled fun for your group! Our covered wagon will carry up to 22 people and our flatbed
wagons will accommodate up to 35 people. It is your option to have multiple shorter rides or one long ride.
A credit card or $100 cash/check deposit, along with detailed directions to the location and a map of the

wide enough for the team and wagon (approximately 6'x16'). Our wagons are road legal, but routes need to
have minimal traffic. Deposits are fully refundable if the cancellation is made one week in advance. For
