HomeMy WebLinkAbout2010-09-15 P & R Minutes Approved Parks & Recreation Committee Meeting Minutes 09-15-10 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, September 15, 2010 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled meeting Wednesday, September 15, 2010 at Centerville City Hall, 1880 Main Street. CALL TO ORDER Roll Call Chairperson Branch called the September 15, 2010 Parks & Recreation Committee Meeting to order at 6:35 p.m. II. SET AGENDA Motion was made by Committee Member Seeley, seconded by Committee Member Peterson, to set the agenda as presented. All in favor. Motion carried unanimously. III. APPEARANCES IV. CONSIDERATION OF MINUTES September 1, 2010 Parks & Recreation Committee Meeting Minutes Motion was made by Committee Member Seeley, seconded by Vice-Chairperson Grahek to table the approval of the September 1, 2010 Meeting Minutes until the regularly scheduled October 6, 2010 meeting as committee members had not had an opportunity to read the minutes. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Discussion of History of Parks (Future Developments, Plans, Additions, Park Overview) 1 of 5 Parks & Recreation Committee Meeting Minutes 09-15-10 This item was originally added in the spring 2010 with new members on the committee looking for some background information on the parks, but was continually tabled due to other more pressing items on the agendas. The committee members feel at this time they have enough history and will ask specific questions as they come up. Ms. Stephan & Committee Member Seeley did mention some of the projects the committee has seen completed through the last 10 years; the Skate Park, the play structure at Laurie LaMotte Memorial Park, Renovation - Phase One to Tracie McBride Memorial Park, paving of Laurie LaMotte Memorial Park parking lot, the development of Hidden Spring Park and the pavilions in both Hidden Spring and Laurie LaMotte Memorial Park. There were donations of Charitable Gambling Funds from Dead Broke Saddle Club for approximately $15,000 of these projects. Parks & Recreation Revenue & Expenses Chairperson Branch provided the committee with a working spreadsheet document regarding Centerville Parks & Recreation Programs for 2011 including; event, coordinator, dates, time and budget amount, the same was also done for Park Enhancements and Recreation Events of Interest, but not Sponsored by Parks & Recreation such as; the Parade, Fireworks & Water Ski Shows. The committee reviewed and made changes to some of the items and would like this document included into the minutes. Theses spreadsheets will be included at the end of the minutes. Chairperson Branch added the committee had spent 90% of what had been budgeted for, getting more for our money this year. It was decided to leave the budgeted amount for Music in the Park at $1,500 for 2011, since the committee would like to purchase a PA system which will make it easier for the bands to perform. 2011 Parks & Recreation Programs (Determine the Events, Dates and Event Coordinator) The committee talked about each event on the Park Program sheet and who is willing to be coordinator for each event, with a back up. All events were not assigned a coordinator at this time since three (3) members were missing from the meeting and it is hard to coordinate schedules a year from now. There was confusion in 2010 at the starting time for the Music in the Park Program as it was reported in the local newspapers that it would start at 6:30, the committee decided to leave it at 6:30 for 2010, but for 2011 the preferred time would be 7:00 p.m. Committee Member Peterson agreed to continue coordinating the Movie in the Park depending on how well received the upcoming first event is. He reported $400 is a pretty tight budget and he would prefer the committee allocate more for the event to rent a better quality movie. If St. Genevieve was used instead of the park, the price of indoor movie showings is less than outdoor showings. The upcoming Skate Night at Schwan’s was scheduled for September in the spring of 2010. The committee will report back at the next committee meeting how well attended it was and whether it is something they would like to continue in 2011. The Horse Drawn Hayride & Skate Night events at Laurie LaMotte Memorial Park have always been well attended and are definitely an event the committee would like to continue. For 2011 the thth committee selected Saturday January 8 and Saturday, February 5 for Skate Nights, with the first one having the horse drawn hayride. The hours would be from 6:30 to 8:30 p.m. Ms. Stephan will check with Bunker Stables for a price and availability as well as do some research to see if there is any other 2 of 5 Parks & Recreation Committee Meeting Minutes 09-15-10 stable in the area that could offer the service for less. Whether or not the committee decides to have a 2nd Flea Market in the spring in conjunction with the Annual Garage Sale Days is open for discussion, but the committee is leaning towards not having the event. It was quite a bit of work and it was not that well attended, but the weather was also a factor (rain and cold). This will be re-evaluated in the spring. Chairperson Branch reported he attended a meeting on the recap of the Parade, Fireworks, 8K and th Lion’s Festival Events. The dates were set for 2011 with the parade being July 30, Fireworks are as of yet undetermined, but it may be switched to Saturday night of the same weekend, instead of Friday. The Lions will continue with the softball and kickball tournaments as well as the street dance, also the same weekend. 2011 Park Upgrades or Enhancements (Play Equipment, Volleyball Court, Irrigation) Budget Items: A. Consideration of PA (Public Address) System At the June 2, 2010 Parks & Recreation Committee Meeting Mr. Tom Leesuggestedto the committee that if the Music in the Parks Program is something they would like to continue they should think about purchasing a PA system as most good bands will not play for $300 if they have to bring and set up their own PA system as it is time consuming and labor intense. If the PA system were available the committee would be able to attract more good bands for lesser fee. Mr. Lee said the committee could purchase everything needed for approximately $3,200 and he will put together the information for the committee to review. Chairperson Branch asked about storage and set up. Mr. Lee said the equipment could be stored in a relatively small space, probably at Public Works and he would be able to train people to use it. Committee Member Haiden asked about renting equipment. Mr. Lee stated that renting at $250 each time the equipment would shortly pay for itself. Mr. Lee supplied the committee with information regarding which equipment is needed and costs associated. The committee has not had the opportunity to review this information as far as making a recommendation to purchase the equipment and will discuss this item further at the October 6, 2010 Parks & Recreation Committee Meeting. The committee does believe a PA system would be of great benefit to the City, not just for Music in the Park, but for all Park Programs and City Events, such as the Fete des Lacs Parade and the 8K Run. The revenue for the 2010 8K Run was $2,700 and the committee would like to request this amount be specifically designated towards the purchase of a PA system estimated at approximately $3,200. The committee feels it is important to use the revenue from the 8K Run to benefit Park Programs as this was the goal with the inception of the run. Motion was made by Committee Member Seeley, seconded by Vice-Chairperson Grahek to request City Council allocate the $2,700 revenue from the 2010 8K Race to a fund specific to buying a PA system for City Events & Park Programs to be carried over into 2011. All in favor. Motion carried unanimously. B. Play Equipment at Royal Meadows and Eagle Park ~ 2 to 5 Age Group 3 of 5 Parks & Recreation Committee Meeting Minutes 09-15-10 The committee discussed whether there was a need for additional play structures to accommodate 2-5 year olds at Royal Meadows and Eagle Parks. This spring there were concerns from residents that some of the equipment at Eagle Park was dangerous for small children; such as the slide was too high. Some of this was remedied when new wood chips were added decreasing the distance between the slide and the fall zone. These two parks are small and do not have equipment designed for the 2-5 year olds. The committee feels each park is designed for a specific purpose and there are three other parks in Centerville (LaMotte, McBride, Acorn) that have play structures for 2-5 year olds so it is not something the committee would like to pursue at this time for Royal Meadow or Eagle Parks C.Revenue Generation (Charitable Gambling Request, Grants, Fees (8K), Concession Stand Ms. Stephan reported nothing has been heard at this time from Dead Broke Saddle Club regarding the charitable gambling funds request for the sand volley ball court(s). The committee briefly talked about how Park Dedication Fees work and whether the committee would see any of those funds when the downtown is developed. Chairperson Branch stated it was his understanding that the debt for Hidden Spring Park is to be paid with future park dedication fees from the downtown redevelopment. Support of the Large Gun Irrigation Heads – Laurie LaMotte Memorial Park Chairperson Branch and Vice-Chairperson Grahek were at the demonstration of the large gun irrigation head and reported their impressions to the rest of the committee at the September 15, 2010 Parks & Recreation Committee Meeting. Initially the committee requested City Council not use these heads, feeling they were too big for a park, a safety hazard for children who would ultimately climb on them and too loud for the abutting property owners. Following the demonstration Chairperson Branch and Vice-Chairperson Grahek reported their concerns were unfounded and questions were answered sufficiently for the committee to support the use of these heads in Laurie LaMotte Memorial Park. The equipment was quiet and the water flow was relatively slow and evenly distributed. There was some wind drift at the demonstration, but the company representative said this can be prevented by wind gauges installed on the equipment. It was also questioned as to whether these can be installed high enough from the ground to help discourage children from hanging from them or damaging them and it appears they can be. Motion was made by Vice-Chairperson Grahek, seconded by Chairperson Branch to inform City Council that the Parks & Recreation Committee support the large gun irrigation heads that were demonstrated on Wednesday, September 15, 2010 for installation in Laurie LaMotte Memorial Park as all concerns have been sufficiently met. All in favor. Motion carried unanimously. Signage for Trails Committee Member Seeley asked the committee to consider directional signage for the trails and stated Anoka County is currently working with a vendor for signage on Anoka County trails and perhaps the City could piggy back on their contract to get a better price. Committee Member Seeley will talk to the county representative working on the project and bring more information back to the 4 of 5 Parks & Recreation Committee Meeting Minutes 09-15-10 committee. Soccer Nets at Laurie LaMotte Memorial Park Vice-Chairperson Grahek had mentioned at the September 1, 2010 Parks & Recreation meeting that he had noticed the large soccer goal net is damaged and appears to be a hazard. Public Works Staff dismantled the nets and Ms. Stephan contacted the Soccer Club to have them come and remove them. VI. ADJOURNMENT Motion was made by Committee Member Amundsen, seconded by Committee Member Seeley to adjourn the September 15, 2010 Parks & Recreation Committee meeting at 8:40 p.m. All in favor.
